महिलाओं के नाम रही तीसरी नाइट

फाजिल्का विरासत मेले की तीसरी रात महिलाओं के नाम रही। ग्रेजुएट्स
वेलफेयर एसोसिएशन द्वारा प्रताप बाग में आयोजित मेले में शनिवार को
महिलाओं ने अपनी कला के जौहर दिखाए। कार्यक्रम का आगाज रिटायर्ड
प्रिंसिपल प्रीतम कौर और समाजसेविका शशि आहूजा, सुदेश नागपाल, लीला असीजा
व रेणुका ने दीप प्रज्वलित करके किया। शुरूआत में युवाओं ने मां को
समर्पित गीत से दर्शकों को भाव-विभोर कर दिया। इसके बाद कौटिल्य
इंटरनेशनल स्कूल की नन्ही बच्चियों ने डांडिया से दर्शकों को मन मोहा।
मंच संचालन कर रहे नितिन सेतिया व डॉली ने फाजिल्का के इतिहास से संबंधित
प्रश्न पूछे और सही जवाब देने वालों को पुरस्कारों से नवाजा। दोस्त ग्रुप
ने पंजाबी गीत न कर सस्से पुत्र-पुत्र पर जमकर धमाल मचाया। लट्ठे दी चादर
गीत पर कोरियोग्राफी ने भी उपस्थित लोगों को कार्यक्रम से बांधे रखा।
वहीं श्री गुरु गोबिंद सिंह यूथ क्लब ने कोरियोग्राफी के जरिए सामाजिक
बुराइयों पर कटाक्ष किए। रमन झांब ने कन्या भू्रण हत्या पर जब कविता
सुनाई तो हर चेहरे पर चिंता की लकीरें थी। कार्यक्रम के अंत में लड़कियों
के सीनियर सेकंडरी स्कूल की छात्राओं द्वारा पेश किया गया गिद्दा भी
लोगों के लिए आकर्षण बना। इस दौरान लछमण दोस्त ने कहा कि फाजिल्का की
धरोहर घंटा घर के स्थापना दिवस के दिन फाजिल्का के इतिहास, वर्तमान और
भविष्य पर आधारित पुस्तक रिलीज की जाएगी। इसके बाद क्षेत्र का नाम रोशन
करने वाली युवतियों और महिलाओं पर पुस्तक लिखने का भी वादा किया गया। इस
मौके पर गवफ संरक्षक डॉ. भूपिन्द्र सिंह, प्रधान एडवोकेट उमेश कुक्कड़,
सचिव नवदीप असीजा, पंकज धमीजा, रवि खुराना, प्रफुल्ल नागपाल आदि उपस्थित
थे।

Fazilka felicitates its daughters

Dedicating the third night of the Fazilka heritage festival to "Nari
Shakti" (women empowerment), the organisers honoured four girls, who
had brought laurels to this border town.

The four-day event is being organised by the Graduate Welfare
Association, Fazilka (GWAF), in association with the Punjab Heritage
and Tourism Board.

Sandhya Kataria, a commissioned officer in the Indian Army who joined
as a lieutenant last year and was promoted to the rank of captain
within three weeks of her first assignment, was among those honoured.
Since she could not turn up to take the award, her grandfather Kishore
Chand Poonchhi and father Rajinder Kataria received it on her behalf.

Sukhwinder Kaur of nearby Senia village, who had won half a dozen
medals in wrestling at national and state-level championships, was
felicitated with the title of the "Daughter of Fazilka". She bagged
silver medals in national wrestling championships held at Aurangabad
and Jalandhar and won two gold medals during state-level championships
held in Chandigarh.

Sandeep Kaur, a resident of local Kailash Nagar, who was conferred the
Mother Teresa Award in the field of culture and education by the Sarv
Shiksha Abhiyan last year, was also honoured on the occasion.

Another girl to be honoured was Manveer Kaur of Chaurianwali village.
Her achievements included a bronze medal in the Asian Archery
Championship held at Myanmar, a gold medal in junior archery
championship held in Sikkim, a gold medal in national games held at
Guwahati and the South Asian Archery Championship held at Tata Nagar.

The awards were presented by senior woman citizens of Fazilka,
including retired principal Pritam Kaur, patron of Stri Arya Samaj
Sudesh Kumari Nagpal and social activist Shashi Ahuja besides the
office-bearers and members of the GWAF, including Dr Bhupinder Singh,
Navdeep Asija, Umesh Chander Kukkar, Surinder Kumar Ahuja, Lachhman
Dost, Nitin Setia, Pankaj Dhamija and Dolly.

Renuka, an archery coach, was also honoured for training nearly half a
dozen players who performed at national and state-level events in the
recent years. US-based Vinod Aggarwal presided over the programme.

Ranuka Jhinga, the founder president of the Baba Bholla Giri Gramin
Mahilla Utthan Sansthan, exhorted the audience, women in particular,
to come forward to curb the menace of female foeticide.

A choreography on the menace by students of Lachhman Dost School,
'giddha' by students of Government Girls Senior Secondary School and
cultural programmes by students of Kotilaya International School, Guru
Gobind Singh Youth Club and Shining Public School regaled the
audience.

उपस्थिति लोगों को भावविभोर कर दिया। मंच का संचालन कर रहे नीतिन सेतिया
व डाली ने फाजिल्का के इतिहास से संबंधित प्रश्न पूछे और सही जवाब देने
वालों को पुरस्कार प्रदान किया। इसके बाद दोस्त ग्रुप ने पंजाबी गीत न कर
सस्से पुत्र-पुत्र से धूम मचाई। शाइनिंग पब्लिक स्कूल की छात्राओं ने
लट्ठे दी चादर गीत पर कोरियोग्राफी पेश कर पंजाब की विरासत की झलक पेश
की। श्री गुरु गोविंद सिंह यूथ क्लब ने कूड़ प्रधान गीत पर कोरियोग्राफी
के जरिए समाजिक बुराइयों पर कटाक्ष किए। रमन झाब ने कन्या भू्रण हत्या पर
कविता प्रस्तुत की। समापन अवसर पर लड़कियों के सीनियर सेकेंडरी स्कूल की
छात्राओं का गिद्दा भी आकर्षण का केंद्र रहा। एसोसिएशन के पीआरओ लछमण
दोस्त ने फाजिल्का की धरोहर घटाघर की स्थापना, फाजिल्का के इतिहास,
वर्तमान और भविष्य पर आधारित पुस्तक व क्षेत्र का नाम रोशन करने वाली
युवतियों और महिलाओं पर पुस्तक लिखने की घोषणा की। कार्यक्रम में संरक्षक
डा. भूपिंद्र सिंह, प्रधान एडवोकेट उमेश कुक्कड़, सचिव नवदीप असीजा, पंकज
धमीजा, रवि खुराना, प्रफुल्ल नागपाल आदि उपस्थित थे।

संदीप, मनवीर, संध्या व सुखविंदर को यूथ आईकान अवार्ड

फाजिल्का : मेले के दौरान क्षेत्र का नाम देश विदेश में चमकाने वाली
युवतियों को यूथ आईकान अवार्ड से सम्मानित किया गया। सचिव नवदीप असीजा ने
बताया कि सम्मानित होने वाली तीरंदाज मनवीर कौर ने राष्ट्रीय और
अंतरराष्ट्रीय स्तर पर अपनी प्रतिभा का लोहा मनवा चुकी है। कैप्टन संध्या
कटारिया सेना में भर्ती होकर देश की सेवा कर रही हैं। संदीप कौर ने
समाजसेवा के क्षेत्र में अहम योगदान दिया है। जबकि सुखविंद्र कौर ने
कुश्ती के क्षेत्र में नाम कमाया है।

As Punjab drags its feet, an NGO starts a heritage festival

Fazilka Though the Department of Tourism is still working on the rural tourism project for Fazilka, the Graduates Welfare Association of Fazilka (GWAF), an NGO, has been making an independent effort for the past six years to boost rural tourism in the district. The four-day Heritage Festival of Fazilka concluded, on Sunday, and registered close to 5,000 people each day. This was the first heritage festival, after Fazilka attained district status.
Jhoomar, a traditional dance, was the main attraction of the festival apart from the performance by Ibadat - the Fazilka rock band. Food stalls of border area were the main source of income to sustain the festival, which was organised at the Sanjay Gandhi memorial park.

Navdeep Asija, secretary administration of GWAF said, "We want to promote the uniqueness of our district. We are making our own efforts to boost tourism, till the time the government takes similar steps. Many NRIs also came to be part of the festival." Vinod Gupta, an NRI from Chicago, gave a donation of $ 250 to GWAF for women empowerment projects.

A stall of old newspapers was also set up in which newspapers published before independence were displayed. Urdu newspaper collection, old coins, art and craft items were also part of the show.

The platform was also used to honour local achievers like Manveen Kaur, an archery expert, Sukhwinder Kaur, multiple winner in wrestling tournaments and Sandhya, who was promoted to rank of Captain in the Army. "The main aim of our heritage festival is to promote Fazilka's rich culture and heritage worldwide," said Asija.

The Fazilka heritage festival helped Fazilka establish the country's first car-free zone and launched Fazilka Ecocab-Nano.

कलाकारों ने बिखेरे कला के रंग

फाजिल्का विरासत महोत्सव की दूसरी नाइट जिला फाजिल्का को समर्पित रही। वन एवं श्रम मंत्री सुरजीत कुमार ज्याणी कार्यक्रम में बतौर मुख्य अतिथि पहुंचे। जबकि कार्यक्रम की अध्यक्षता नगर कौंसिल अध्यक्ष अनिल कुमार सेठी ने की। इस अवसर पर नीलाम घर का आयोजन कर फाजिल्का के इतिहास से संबंधित प्रश्न पूछे। कार्यक्रम की शुरूआत में कृष्ण शांत ने जहां सितार वादन किया वहीं दि सोल ऑफ फाजिल्का इबादत बैंड ने सुरीली आवाज से दर्शकों का मन मोह लिया। वहीं अक्स अबोहर की ओर से नशे की बुराई पर आधारित नाटक से नशा छोडऩे की शिक्षा दी गई। इसके बाद दोस्त ग्रुप की ओर से आओ तुम्हें चांद पे ले जाएं और धरती देश पंजाब दी पर डांस कर दर्शकों की वाहवाही लूटी। फ्रैंड्स क्लब की ओर से कोरियोग्राफी की सराहना की गई। कार्यक्रम के अंत में बाबा पोखर दास सभ्याचारक ग्रुप की ओर से कुलवंत सिंह के नेतृत्व में झूमर पेश की गई। इस बीच पद्म भूषण अवार्डी पुष्पा हंस और 1971 के भारत पाक युद्ध में अहम भूमिका निभाने पर पद्म भूषण अवार्ड प्राप्त सुरिन्द्र सिंह बेदी को श्रद्धांजलि अर्पित की गई। 
जिले के नायक सम्मानित 
फाजिल्का को जिला बनाने की मांग को लेकर धरना, हड़ताल और मरणव्रत रखा गया। क्षेत्रवासियों के अलावा मंत्री ज्याणी ने नायक की भूमिका निभाई और मरणव्रत पर बैठे। इसके चलते सुरजीत ज्याणी के अलावा सांझा मोर्चा के अध्यक्ष एडवोकेट सुशील गुंबर, कामरेड शक्ति आदि को सम्मानित किया गया। 
छह युवाओं को मिलेगा यूथ आइकॉन

गवफ की ओर से रविवार की नाइट युवाओं को समर्पित होगी। इस दौरान क्षेत्र के 6 युवाओं को यूथ आइकॉन अवार्ड से सम्मानित किया जाएगा। 40 साल के इतिहास में पहली बार मजिस्ट्रेट बने फाजिल्का के पंकज वर्मा, जो इस समय चंडीगढ़ के ज्युडिशियल एकेडमी में ट्रेनिंग कर रहे हैं और उनकी पहली पोस्टिंग बरनाला में हुई है, को सम्मानित किया जाएगा। रेडियोलोजिस्ट व सिंगर डॉ. विवेक करीर, इबादत बैंड के संचालक हर्ष कुमार डिम्पू, अवाजे पंजाब गुरनाम भुल्लर, वायस ऑफ पंजाब प्रदीप सरां, 2011 में सेमसंग इम्प्लाइज ऑफ दि ईयर अवार्ड हासिल कर चुके नितिन सेतिया, एग्रीकल्चर साइंटिस्ट डॉ. अशोक धवन को यूथ आइकॉन अवार्ड से सम्मानित किया जाएगा।

FAZILKA HERITAGE FESTIVAL : 2nd night dedicated to Fazilka stars

The second night of the Fazilka Heritage Festival began with students singing Padma Shri Pushpa Hans's two famous songs — "Chan kithan gujari sari raat ve" and "sari raat tera takni ha raah tarean to puchh chann ve".

The night was dedicated to Padma Bhushan late Kanwar Surinder Singh Bedi, a bureaucrat, and Fazilka-born Padma Shri Pushpa Hans.

Padma Shri Hans, a heartthrob of millions of cinema fans in the 40s and the 50s, had acted in movies and also did playback singing.

Hans contributed immensely to the cause of Punjabi folk and classical music. She was conferred the Padma Shri in 2007.

Fazilka's son late Kanwar Surinder Singh Bedi was awarded the Padma awards twice, Padma Shri in 1966 and the Padma Bhushan in 1972, for playing an important role as the Deputy Commissioner of Amritsar during the two wars against Pakistan.

Besides, the organisers of the festival, the Graduates Welfare Association, Fazilka, (GWAF), honoured the chief guest at the programme on the second night, the Fazilka MLA and Forest Minister Surjit Kumar Jyani, for his key contribution towards raising the status of Fazilka sub-division to that of district headquarters, six months back.

Further, members of the Sanjha Morcha, including Sushil Gumber, Raj Kishore Kalra, Satish Dhingra, Shakti Singh and others, who led the agitation for Fazilka's district status, were also felicitated.

On the occasion, internationally famous Krishan Shant Guru Ji played guitar and his son Harsh Shant performed on tabla. Jhoomar dance performance enthralled the audience. Members of the Abohar-based theatre group, the Aks, staged a drama 'Vaapsi' (return) with the theme of quitting drugs.

GWAF general secretary Navdeep Asija said the Sunday night would be dedicated to the youth who bought laurels to this town, including magistrate Pankaj Verma, radiologist and singer Dr Vivek Kareer, Awaz-e-Punjab award recipient Gurnam Bhullar, the Voice of Punjab award winner Pardeep Sran, the Samsung Award of the year winner Nitin Setia and agricultural scientist Dr Ashok Dhawan.

शुरुआत में फाजिल्का रत्न प्रो. कृष्ण शात ने सितार वादन से समां बांधा। नीलाम घर में फाजिल्का के इतिहास से संबंधित प्रश्न पूछे गए। सूफियाना ग्रुप इबादत बैंड ने अपनी प्रस्तुतियों से दर्शकों का मन मोहा। अक्स अबोहर द्वारा नशे की बुराई पर आधारित नाटक से नशा छोड़ने की शिक्षा दी गई। दोस्त ग्रुप ने आओ तुम्हे चाद पे ले जाएं और धरती देश पंजाब दी पर कोरियोग्राफी पेश की। फ्रैंड्स क्लब के हिप हाप ने युवाओं को रोमांचित किया। वहीं जस्सल अंपायर ग्रुप ने पंजाबी धुनों पर डांस कर जोश भरा। अंत में बाबा पोखर दास सभ्याचारक ग्रुप की ओर से कुलवंत सिंह के नेतृत्व में झूमर पेश किया गया। इस मौके पर परमजीत ¨सह वैरड़, जगदीश सेतिया, बलजीत सहोता, डा. भूपिन्द्र सिंह, एडवोकेट उमेश कुक्कड़, प्रफुल्ल नागपाल, सेठ सुरेन्द्र आहूजा, रिटायर्ड प्रिंसिपल प्रीतम कौर, कृष्ण तनेजा, गगनदीप सिंह, लछमण दोस्त, पंकज धमीजा, रवि खुराना आदि मौजूद थे। मंच संचालन नीतिन सेतिया ने किया।

जिला नायक की उपाधि से नवाजे गए ज्याणी

फाजिल्का: जिले की माग को लेकर अपनी ही सरकार के खिलाफ धरने पर बैठे सुरजीत ज्याणी को जिला नायक की उपाधि प्रदान की गई। ज्याणी ने कहा कि संघर्ष में क्षेत्रवासियों का अहम रोल रहा है। ज्याणी के अलावा साझा मोर्चा के अध्यक्ष एडवोकेट सुशील गुंबर, सतीश धींगड़ा, कामरेड शक्ति, राजकिशोर कालड़ा आदि को भी सम्मानित किया गया।

बिछुड़ों को याद किया

फाजिल्का: कार्यक्रम में पदम भूषण अवार्डी पुष्पा हंस और 1971 के भारत पाक युद्ध में अहम भूमिका निभाने पर पदम भूषण अवार्ड प्राप्त सुरिन्द्र सिंह बेदी को श्रद्धाजंलि अर्पित की गई।

हग ट्री हग लाइफ टी-शर्ट लांच

फाजिल्का: कार्यक्रम में जमींदारा फार्मासाल्यूशन के डायरेक्टर सुरिन्द्र आहूजा ने हग ट्री हग लाइफ टी शर्ट लाच की। टी शर्ट पर क्षेत्र को हरा भरा रखने का संदेश दिया गया है।

.आरटीआई से निकली हरियाली की पौध

कौन कहता है कि आसमां में छेद नहीं होता, एक पत्थर तो तबीयत से उछालो यारो..यह कहावत फाजिल्का के सेठ सुरेंद्र आहूजा पर बिल्कुल सही साबित होती है जिनके प्रयासों से अब तक दस हजार पौधे लगाए जा चुके हैं। हालांकि इससे पहले वन विभाग कहता आ रहा था कि पौधरोपण के लिए जगह ही नहीं है।

फाजिल्का में जारी हैरिटेज फेस्टिवल में शुक्रवार रात इंजीनियर नवदीप असीजा ने बताया कि फाजिल्का से निकली अस्पाल ड्रेन के किनारों पर निकाली गई मिट्टी के कारण आसपास का माहौल धूल भरा बना रहता था। इसे देखते हुए सुरेंद्र आहूजा ने वन विभाग को पत्र लिखकर यहां पर पौधे लगाने की मांग की, लेकिन कोई सुनवाई नहीं हुई। जून 2010 में आहूजा ने एक कोर्ट केस में वन विभाग द्वारा यह बयान दिए जाने कि विभाग के पास पौधे लगाने के लिए जगह नहीं है, पर आरटीआई के तहत जानकारी मांगी, जिसमें फाजिल्का के सेमनालों के आसपास लाखों वृक्ष लगाए जाने की जगह होने की जानकारी दी गई। आहूजा ने इसकी जानकारी भी वन विभाग को दी, लेकिन कोई संतोषजनक जवाब नहीं मिला। बता दें कि सेमनाले बनाने के बाद ड्रेनेज विभाग इनके किनारे की जमीन को वन विभाग को सौंप देता है।

आखिरकार आहूजा इस मामले को स्टेट इंफर्मेशन कमीशन तक ले गए। स्टेट इंफर्मेशन कमीशन ने वन विभाग को जून 2011 में तलब किया। आहूजा ने बताया कि स्टेट कमीशन के समक्ष पेश होने से पहले ही विभाग ने फुर्ती दिखाते हुए अस्पताल ड्रेन के किनारे पौधरोपण शुरू कर दिया और अब तक करीब 10 हजार वृक्ष लगाए जा चुके हैं।

आहूजा ने कहा कि आरटीआई एक्ट की बदौलत ही क्षेत्र में हरियाली आनी शुरू हुई है, लेकिन अभी भी फाजिल्का में सेमनालों के किनारों पर इतनी अधिक जगह है कि एक लाख वृक्ष और लगाए जा सकते हैं। इसके लिए वह लगातार आरटीआई के जरिये संघर्षरत हैं। आहूजा ने बताया कि अंबाला से जालंधर नेशनल हाइवे को चौड़ा करने के दौरान जो लाखों वृक्ष काटे गए थे, उसकी भरपाई के लिए पीडब्ल्यूडी ने करीब 50 करोड़ रुपया राज्य सरकार के पास जमा करवा रखा है। उस पैसे का फायदा तभी है जब उसका प्रयोग पौधरोपण के लिए हो।

आहूजा ने फेस्टिवल में मौजूद वन मंत्री व स्थानीय विधायक सुरजीत ज्याणी से भी उक्त पैसे का सदुपयोग फाजिल्का व अन्य क्षेत्रों में हरियाली लाने के लिए करने की अपील की।

सूफियाना प्रोग्राम से हेरिटेज फेस्टिवल का आगाज

ग्रेजूएट्स वेलफेयर एसोसिएशन की ओर से फाजिल्का विरासत महोत्सव का आगाज वीरवार रात सूफियाना अंदाज में किया गया। मुख्यातिथि नगर परिषद अध्यक्ष अनिल सेठी व अध्यक्षता कर रहे प्रेस कौंसिल के प्रधान प्रफुल्ल नागपाल व पार्षद अरूण वधवा ने दीप प्रज्ज्वलित कर कार्यक्रम शुरू किया।

आयोजन में पंजाब विरासत व पर्यटन विकास बोर्ड, नगर परिषद, शहीद भगत सिंह स्पो‌र्ट्स क्लब, सरहद सोशल वेलफेयर सोसायटी, टी-ट्वेंटी क्रिकेट क्लब, क्राइम प्रिवेंशन आर्गेनाइजेशन व जिला प्रशासन भी सहयोग कर रहे हैं। फेस्टिवल की पहली रात का आगाज सूफियाना ग्रुप इबादत ने कलाम प्रस्तुत कर श्रोताओं का मन मोह लिया। इसके बाद 'आवाज पंजाब दी' गुरनाम भुल्लर ने धार्मिक गीत, ज्योति किड्स केयर होम के बच्चों ने 'सेव ट्री एंड वाटर', 'बाल मजदूरी', 'बाल विवाह', 'महगाई', 'भू्रण हत्या' और 'भ्रष्टाचार' के खिलाफ कोरियोग्राफी प्रस्तुत की। गुरु गोबिंद सिंह यूथ क्लब ने 'साडे ही पैसे नाल सरकारा चलदिया' ने गीत पर कोरियोग्राफी पेश कर रिश्वतखोरी दूर करने का संदेश दिया। 'नीलाम घर' का आयोजन किया गया। मुख्यातिथि व अन्य मेहमानों को स्मृति चिन्ह भेंट किए गए। मंच संचालन रवि खुराना और डोली ने किया।

Fazilka heritage festival opens, calls for saving ecology

Fazilka's famous heritage festival, a four-day art and cultural extravaganza, began with much fanfare on Thursday night. The theme of the event this year is saving water, trees, earth, energy, fight against social evils and promoting rich heritage of this historical town.

On the inaugural day, a new slogan "Hug Trees Hug Life" was given to the society with an aim to protect the green cover from further damage.

The sixth heritage festival is being organised by the Graduate Welfare Association, Fazilka (GWAF), in association with the Punjab Heritage and Tourism Promotion Board.

"This event will not only promote the vibrancy of Fazilka's culture and Punjabiat in the border region of Punjab but will also help in establishing Fazilka as a brand city," hoped Dr Bhupinder Singh, patron of the GWAF. Municipal Council president Anil Sethi inaugurated the festival by lighting a lamp.

Ghanshayam Sharma, who successfully performed as a projector man for 34 years in the local Sanjeev Cinema, was conferred with the Life Time Achievement Award by GWAF president Umesh Chander Kukkar, general secretary Navdeep Asija, working president Pritam Kaur, Shaheed Bhagat SinghYouth Club president Pamma Warer and others.

On the occasion, the historical building of the Fazilka clock tower (a car free zone area) was illuminated. Youths danced till midnight to the live rock band performances in front of the clock tower.

In a stage performance, tiny-tots of the Joyti Kids Care Home exhorted the gathering to save trees, water, stop using polythene, checking female foeticide, child labour and child marriage besides conserving fuel and energy, and using solar equipment. They also denounced inflation, corruption and other social evils.

Performances by the Ibadat Musical group of Fazilka, Gurnam Bhullar, the recipient of the Nikki Awaz Punjab Di and Awaz-e-Punjab award by a Punjabi television channel, and a drama enacted by the artistes of the Guru Gobind Singh Yourth Club mesmerised the audience till midnight.

Fazilka festival begins, celebrations special this year- Hindustan Times

FEROZEPUR: The sixth Fazilka Heritage Festival, annual art, food, and cultural extravaganza of the region, opened on Thursday night.

The Graduates Welfare Association of Fazilka ( GWAF) and local administration are partners in the venture. The festival will promote Fazilka's culture and heritage worldwide and the Punjabi language in the border region.

" Another mission behind the event is to position the city of Fazilka as a brand," said Navdeep Asija, general secretary of the GWAF. The branding will support the local handicrafts, workmanship, sweet makers, which will create jobs through tourism in the region.

The focus this year is on rural tourism. Anand Utsav last year had received backing from the Punjab Heritage and Tourism Promotion Board ( PHTPB). " Again, the board is out in support," said Bhupinder Singh, patron of the GWAF. " Already, the GWAF works with the Punjab tourism department as adviser for implementing the ' ecocab- dial a rickshaw' concept in various cities."

The festival highlights this year will be nights dedicated to the youth, women, and armed forces. " At Sanjay Gandhi Memorial Park, Fazilka, we have divided 5 acres into art, food and cultural zones," said Umesh Kukkar, president of the GWAF. In the food zone, visitors can savour the taste of the border region. The clock tower city centre has been decorated and music will play there continuously during the celebrations.

The heritage festival already has helped Fazilka create country's first car- free zone. Last year, Ecocab- Nano was launched at this event only. The food street concept from Fazilka was implemented in state capital Chandigarh. Fazilka's concept of " social infrastructure building through festivals" is being included in the curriculum of the department of transport, and the University of Technology, Vienna, in Austria.

It's the first heritage festival after Fazilka attained its district status. " The district administration will go all out to make it a success," said deputy commissioner Basant Garg.

रंग बदलते रहे, जिंदगी वही रही

तेजी से भागती जिंदगी के लिए कहावत है कि सुख, दुख, हंसी, गम जैसे रंग एक से ही रहते हैं, इंसान की जिंदगी बदल जाती है लेकिन फाजिल्का के घनश्याम शर्मा इसका अपवाद हैं। रंग तो कई आए गए लेकिन उनकी जिंदगी मानो आज भी 52 साल से एक ही जगह पर खड़ी है।

72 वर्षीय घनश्याम शर्मा ने 1960 में पटियाला से फिल्म प्रोजेक्टर इंचार्ज का सर्टिफिकेट हासिल कर गिद्दड़बाहा के एक सिनेमा में नौकरी शुरू की थी। विभिन्न नगरों के सिनेमाघरों में सेवाएं देने के बाद 23 दिसंबर 1977 में फाजिल्का में बने संजीव सिनेमा में नौकरी शुरू करने के बाद से वे लगातार फाजिल्का में ही सेवाएं दे रहे हैं। तब से लेकर आज तक सिनेमा ने कई उतार चढ़ाव देखे, लेकिन घनश्याम शर्मा की जिंदगी आज भी वैसी ही है जैसी 52 बरस पहले थी। जब उन्होंने 1960 में प्रोजेक्टर इंचार्ज का काम संभाला था, तब सिनेमा की टिकट महज 65 पैसे हुआ करती थी जो आज बढ़कर न्यूनतम 35 रुपये हो चुकी है। जमाना बदलकर ब्लैक एंड व्हाइट से रंगीन फिल्मों का आ गया। शर्मा के अनुसार तब भारत में फिल्माई गई फिल्में अमरीका व अन्य यूरोपीय देशों में जाकर रंगीन होकर आती थीं। उन्होंने आधे आधे घंटे बाद लोड होने वाली 35 एमएम रील वाली फिल्में भी चलाई हैं। नई फिल्म रिलीज होने पर दूर दराज वितरण सेंटर जाकर बोली लगा फिल्में लानी पड़ती थीं। आज वे इंटरनेट तकनीक पर आधारित यूएफओ प्रोजेक्टर से फिल्में चला रहे हैं। फिल्म यूएफओ सर्वर के जरिये सीधे मुंबई से स्थानीय डिजिटल प्रोजेक्टर पर चलने लगती है। उन्होंने सिनेमा का वह स्वर्ण युग भी देखा है जब सिनेमा हॉल, बालकनी व सभी बॉक्स हाउस फुल होने पर फिल्मों के दीवाने लोग प्रोजेक्टर रूम में आ उनके कंधों पर बैठ फिल्में देखते थे और आज का जमाना भी है कि डिजिटल तकनीक के बावजूद अधिकांश सीटें खाली होने पर भी फिल्म चलानी पड़ती है।

जमाने के रंगों से अलग शर्मा की जिंदगी का असल पहलू यह है कि 1960 में 80 रुपये प्रतिमाह की नौकरी जिंदगी बसर करने के लिए कम थी और आज 52 साल बाद मिल रही 35 सौ रुपये प्रतिमाह तनख्वाह भी 12 से 14 घंटे की ड्यूटी के लिए कम है।

बहरहाल, शर्मा की निरंतर सेवाओं के मद्देनजर ग्रेजुएट वेलफेयर एसोसिएशन ने वीरवार को उन्हें सम्मानित किया। एसोसिएशन के सचिव इंजीनियर नवदीप असीजा व लोक संपर्क अधिकारी (पीआरओ) लछमन दोस्त ने बताया कि शर्मा को फाजिल्का हेरिटेज फेस्टिवल में लाइफ टाइम अचीवमेंट अवार्ड से नवाजा गया।

The Supreme Court on Monday upheld a Delhi High Court order holding that municipal authorities could not cap the number of licences for cycle rickshaws as putting any such restriction or fixing a ceiling would amount to denial of the people's basic right to earn a livelihood.

A Bench of Justice G. S. Singhvi and Justice S. J. Mukhopadhyaya, dismissing an appeal filed by the Municipal Corporation of Delhi against the Delhi High Court order, said that making such provisions in 2007 (putting a cap of 99,000 on the number of rickshaws in the Capital, levying fines of Rs.5 to 50, etc.) in municipal by-laws would amount to abolition of rickshaws which were not only a source of bread and butter for the poor but also cheap transport for the common man.

The Court expressed concern over the plight of poor rickshaw pullers and questioned the MCD for bringing the controversial rules. On the contrary, it said, no law was being made to discourage reckless violations of the Motor Vehicles Act and rampant killing of people by drunken driving.

Justice Singhvi said, "The mind-set of the officers is….how can rickshaw pullers have a right under the Constitution! You (authorities) are not prepared to scrap cars, impound their licences and put the violator behind bars for at least ten years for drunken driving and killing people. Just because a person (rickshaw puller) is weak and meek does not mean he has no right. In your (MCD's) so-called vision, you must have thought that by scrapping rickshaws there will be enough space for cars and other vehicles on the roads."

Appearing for Manushi Sangathan, counsel Prashant Bhushan told the Court that the MCD had put a ceiling of 99,000 for grant of cycle rickshaw licences in the Capital, though there might be about five lakh rickshaws plying in Delhi. These rickshaws did not have licences because no new licences were being issued.

The Bench after hearing counsel for the parties declined to interfere with the High Court order quashing the municipal rules.

Raps UT for dragging feet on making Sector 17 vehicle-free zone; shop owners' lawyer suggests sharp hike in parking rates
 
Warning the Chandigarh Administration not to "test it's patience", the Punjab and Haryana High Court today came down heavily on the UT for dragging its feet on the issue of making Sector 17 a vehicle-free zone. As the counsel for the UT Administration sought time to submit its stand, a division bench comprising Justice Surya Kant and Justice Ajay Tewari today granted the Administration the last opportunity to place on record its stand by April 20. Speaking for the Bench, Justice Surya Kant told the counsel for the Administration that there should be no doubt that the Court is reluctant in passing an order in this regard.

"Do not test our patience. Do not compel us to pass an order which will have far-reaching consequences," warned Justice Surya Kant. Asked whether anything in black and white has been filed by the UT Administration to apprise about the steps taken by the officials, the response came in the negative. Peeved, the division bench remarked that the officials of the Chandigarh Administration do not have this much of respect for the Court that at least an affidavit is filed to apprise the Court of its efforts taken so far.

"Nothing is happening except consultations," the Bench observed. The developments took place during the resumed hearing of a public interest litigation (PIL) arising of a suo motu notice taken by the High Court on a news item published by The Indian Express , which had highlighted the significance of eco-cabs and environment-friendly cabs, innovated by Fazilka resident Navdeep Asija.

Appearing on behalf of the Sector 17 shop owners, noted lawyer Anupam Gupta suggested that the there should be a sharp increase in the parking fees in Sector 17. Gupta also said that during office hours, essentially from 11 am to 12 noon, Sector 17 can be made a vehicle-free zone.

Submitting that the Chandigarh Traffic Police is "withdrawn", Gupta further suggested that deployment of UT Traffic Police officials can serve an "efficacious purpose". Assisting the Court, amicus curiae Reeta Kohli added that effective use of underground parking can be made to decongest traffic in Sector 17. A suggestion to make use of a shuttle service for dropping of visitors was also made during the resumed hearing.

Assisting the Court, Advocate APS Shergill alleged that the Chandigarh Administration is not serious about the issue. He further alleged that money has been charged for converting green areas into parking areas.

He said that city beautiful is losing its character. The Bench emphasised that parking space should be made available by the Administration for parking of vehicles.

On the last date of hearing, the High Court had asked the counsel for the Administration to reply on why Sector 17 should not be made a vehicle-free zone after 4 pm. The Bench had suggested that no vehicle should be allowed to enter the Sector 17 market after 4 pm from Lyon's restaurant (from Sector 15 side) to Sahab Singh (from Sector 18 side).

Senior Standing Counsel for the Administration Sanjay Kaushal had submitted that the UT has taken a decision to make Sector 17 vehicle-free but in phases.

Erasing the borders

The Sufi saint, Sultan-i-Hind Gharib Nawaz Moinuddin Chishti, has the power to erase the borders of the mind, several hundred years after he lived and died in Ajmer in 1230 AD. It is eloquent testimony to the fact that the people of South Asia still follow a different rhythm than the one often ordained by their governments. 

For just a moment, you could accuse the president of Pakistan, Asif Ali Zardari, of having other, much more worldly ideas up his sleeve, when he comes for a day-long visit to Ajmer Sharif later this week. He must have known, you could argue, that since he let known his desire to visit the dargah of the Sufi saint, India could hardly refuse. To come to India and not meet the Indian prime minister? Admittedly, that would be a diplomatic faux pas of horrendous proportions. 

Clearly, Zardari has stolen an imaginative moment from the bitter-sullen history of India-Pakistan, by asking to come to pay his respects to a cherished and much-beloved saint across the Indian subcontinent. It shows what we, despite the horrendous Mumbai attacks of 2008, are still capable of. 

Perhaps the Pakistani president will seek forgiveness for those attacks and pray that both countries can move on by jointly erasing the scourge of terrorism. God knows, there are more people killed in Allah's name in Pakistan today than elsewhere in the region. 

In fact, the Zardari visit could turn out to be one of those moments in India-Pakistan ties when we accidentally rise above ourselves and renew our promises to our people. Over the past year, as New Delhi, very quietly but very deliberately, broke the link between Pakistani action on the Mumbai attacks and progress elsewhere in the relationship, much has happened behind the veil of hateful rhetoric that both countries love to envelop themselves in. 

To be sure, there is the recent move by Zardari's government - as well as the army, run by Ashfaq Kayani - to end the completely ridiculous "positive list" that defined the bilateral trading relationship (meaning, you could only trade those items on that list) and move to a "negative list", which means you can trade anything except the 1,200-odd items on that list. This list, the Pakistani establishment has promised, is a precursor to the Most Favoured Nation status that is overdue from Pakistan to India, since 1996. 

The fact is, Zardari's Pakistan is enormously keen to return to becoming a "normal" country, especially in its ties with India with which it shares a very special relationship. There is the fact of the economy in a fearful downward spiral, which, when coupled with the almost-daily terrorist attacks, has made the average Pakistani look at its own overreaching army with increasing distaste. 

The fact is, Pakistan needs help. It is also too proud to ask it of a neighbour with whom it has fought three wars, one major conflict at Kargil and added insult to grievous injury by the terrorist acts in Mumbai. But India must also realise that the Mumbai terror attacks are also condemned by ordinary Pakis-tanis with the same vigour and passion that India reserves for those awful 62 hours. 

If a rising India, clearly the economic engine of the region, wants to improve relations with all the countries of its neighbourhood, what better way than to integrate all these states and make it part of the economic miracle? India must redeem itself by ensuring inclusive growth not only at home, but promising that all boats rise together in South Asia. 

Surely, the Pakistanis are catching on? None other than Pakistan's commerce minister Makhdoom Amin Fahim (who belongs to Zardari's Sindh province) told his Indian counterpart, Anand Sharma, during talks in Islamabad in February, that Pakistan wanted India to extend it the same lowered tariff privileges it had extended to its eastern neighbour, Bangladesh. 

To say that Sharma was stumped with the Pakistani request would be an understatement. His reply was somewhere along Manmohan Singh's statement to Pakistani prime minister Yousaf Raza Gilani in Seoul recently: You have to do something solid. 

To Singh's credit, he sees clearly that economics must create a wedge into the complicated politics of India-Pakistan. There is now the promise to export petroleum products as well as lay an oil pipeline from Bathinda, via Fazilka - the scene of major Hindu-Muslim riots during Partition, considering it is only 11 km from the border - to energy-starved Pakistan. 

Singh's real problem, of course, is his management of the unwieldy coalition at home, and the real need to take the opposition along. As the head of an increasingly weakened government, he's unable to get a grip on the fractious politics inside India. He has wanted to make a visit to Pakistan since 2007 - in fact, the streetlights in his beloved home-town, Gah, in Chakwal district back there were even fixed in anticipation of his visit - but now fears he may be seen to be too out-of-touch with the mood at home if he proposes the plan. 

This is where the suave Zar-dari comes in. With much flair and a perfect sense of timing, he's announced that he's coming to India later this week. With a little help from Gharib Nawaz, on whose saintly shoulders the hopes of large parts of the subcontinent lie, some things have got to give.
