Fazilka MC opens tenders despite ongoing probe

The local municipal council (MC) authorities today opened tenders of bids made by different civil works contractors to execute the development works, here today despite the fact that an inquiry was being conducted into the allegations that a section of development works, for which the tenders were opened today, had already been executed by certain 'favourite' contractors.

A formal complaint was lodged against local MC authorities by one Mahesh Gupta that MC authorities had invited tenders of certain development works on February 11 this year which had already been executed.

The tenders were opened in the presence of senior civil officials.

Jaskiran Singh, deputy director, local bodies, Ferozepur, who has been conducting the inquiry into the case on the orders of principal secretary, local bodies, Punjab, C. Roul, when contacted, said that tenders would be cancelled if it was found that those works, for which the tenders were opened today, had already been executed.

He added that he had sent a two-member team comprising the SDO and JE of Jalalabad MC to make on the spot verification of those points where certain development works were said to have been executed by certain contractor before the tenders for the same works were invited by the MC authorities. He said that the record of MC pertaining to the execution of development works had been taken into custoday.

Anil Sethi, president, MC, said that development of the town could not be halted on the pretext that an inquiry was going on to probe the allegations. He added that action would be taken against those contractors, who were found guilty of indulging in such malpractices.

A section of citizens, SAD (B) leaders and former vice-chairman of MC, Satinder Singh Savi were demanding that the opening of tenders must have been cancelled.

Savi said that how two officials of Jalalabad MC sent for an on the spot verification of those works, which were said to have been executed without inviting tenders, could do justice to their job when they were subordinate to Tilak Raj Verma, Executive Officer (EO), local MC, who was involved in the opening of tenders today and was also holding additional charge of Jalalabad MC.

Meanwhile, Sethi claimed that MC authorities made an achievement today by generating revenue of Rs 61 lakhs from the auction of its 245 acres of land on lease for one year for agricultural purposes. 

नदी पर्यावरण सुधार मे किसी की रुचि नहीं

फिरोजपुर-नदी को प्रदूषित होने से बचाने के लिए न तो सामाजिक संगठन सामने आ रहे हैं और न ही पर्यावरण विभाग के अधिकारी। इसके कारण सतलुज नदी जिसे पंजाब की जीवनदायिनी भी कहा जाता है लगातार प्रदूषित हो रही है। सतलुज की गंदगी का अंदाजा इसी बात से लगाया जा सकता है कि हुसैनीवाला में आकर इसका पानी काफी गंदा हो गया है। इस पानी में लुधियाना की तमाम फैक्ट्रीयों का गंदा पानी जिसमें रसायन भी घुले हैं, खराब कर रहा है। किंतु इस दिशा में न तो फिरोजपुर के सामाजिक संगठन कुछ करने को राजी है और न ही पर्यावरण विभाग के लोग। वहीं फिरोजपुर में पर्यावरण का दफ्तर ही नहीं है। इसका कार्यालय फरीदकोट होने के कारण यहां के अधिकारी बहुत ही कम फिरोजपुर आते हैं। वहीं स्थानीय लोग भी इस दिशा में काम करने से कतराते। सामाजिक संगठन के लोग भी इस दिशा में काम नहीं करना चाहते हैं, क्योंकि इस काम में उतनी शोहरत नहीं मिलती जितनी की वे बूट और कापियां बांट कर आत्मसंतुष्ट होते हैं। इस बारे में शहर के प्रमुख समाजसेवी संगठन के अध्यक्ष डाक्टर निर्मल जोशी से बात करने पर उन्होंने बताया कि उन्होंने शहर को साफ करने की मुहिम छेड़ रखी है, लेकिन इस काम में तमाम कठिनाईयां हैं। वे मानते हैं कि मामला काफी गंभीर है और हुसैनीवाला में तो लोग बैसाखी पर भी गंदे पानी के कारण नहीं नहा पाये, लेकिन किसी ने इसकी सुधि तक नहीं ली। वे कहते हैं कि नदी पर्यावरण को लेकर वे गंभीर हैं, लेकिन कहीं से कोई गाइड लाइन तक नहीं मिलती। उन्होंने कहा कि इस शहर में कोई आगे नहीं आना चाहता है और वे किसी काम को अधूरा नहीं छोड़ना चाहते। उन्होंने कहा कि इस मामले में वे अपने क्लब के सदस्यों से रविवार को बैठक कर आवश्यक कदम उठायेंगे। वहीं प्रोफेसर सतिंदर ने बताया कि पृथ्वी दिवस में उन्होंने सतलुज का मुद्दा गंभीरता से उठाया था ताकि लोगों में जागरूकता आये। वे कहते हैं कि चंद लोग ही इस दिशा में सोचने का काम करते हैं वर्ना दूसरे लोग तो इस दिशा में सोचते तक नहीं हैं। इस मामले में पर्यावरण विभाग के अधिकारी से संपर्क स्थापित नहीं हो सका है।

चैन से जीना है तो पेड़ लगाओ

जिस तरह शहर में विकास की गाड़ी दौड़ रही है, वह सेहत के लिए बहुत खतरनाक है। आज विकास के नाम पर शहरीकरण हो रहा है। पेड़-पौधों की बली ली जा रही है और धड़ाधड़ कालोनियां बसाई जा रही हैं, लेकिन शहर में सफाई के नाम पर कुछ नहीं हो रहा। जगह-जगह अवैध कब्जे हो रहे हैं। गलियां संकरी होने लगी हैं।

क्षेत्रफल कम हुआ, जनसंख्या बढ़ गई

जानकारी अनुसार उन्नीसवीं सदी में फाजिल्का का क्षेत्रफल सिरसा, बीकानेर, बहावलपुर और ममदोट तक करीब 2200 वर्ग किलोमीटर था। एक सदी बाद फाजिल्का का इलाका अरनीवाला, अबोहर, भारत-पाक सरहद की सादकी चौकी और मंडी लाधूका 230 वर्ग किलो मीटर तक सीमित मात्र होकर रह गया है। सदी पूर्व फाजिल्का के साथ 301 गांव थे और आज मात्र 70 गांव ही रह गए हैं। क्षेत्रफल कम हुआ, लेकिन आबादी में इजाफा होता चला गया। पेड़-पौधे कटते गए और निवास स्थान बनते चले गए। हालत यह है कि आज न तो ताजी हवा मिल रही है और न ही सैर करने की जगह मिलती है। 

आबादी में इजाफा होने से जीवन की डगर मुश्किल हो रही है। कई मोहल्लों में लोग तीन दशक पुरानी पाइपों से पानी पी रहे हैं। ट्रैफिक के कारण वाहनों से निकले धुएं से बीमारियां बढ़ रही हैं। जस्सी अस्पताल के संचालक डाक्टर यशपाल जस्सी बताते हैं कि शहरीकरण से लोगों की शारीरिक गतिविधियां सीमित होकर रह गई हैं। इस कारण दिल के रोग, शगर, मोटापा, उच्च रक्तचाप और सास जैसी बीमारियां पैदा हो रही हैं। उन्होंने बताया कि आबादी में इजाफा तो हो रहा है, लेकिन मूलभूत ढांचे का विकास नहीं हो रहा। स्वच्छ वातावरण के लिए पेड़-पौधे चाहिएं। अगर चैन की जिन्दगी जीना है तो हमें अपना रहन-सहन बदलना होगा। लोगों को स्वच्छ पर्यावरण के लिए ज्यादा से ज्यादा पेड़ लगाने चाहिए।

Fazilka Municipal Council hogs limelight for wrong reasons

The local Municipal Council (MC) has again hogged the limelight for wrong reasons. First, it courted controversy when its 58 acres of prime land was allegedly sold for a song, which was later saved with the intervention of the Punjab and Haryana High Court. And now, the floating of tenders by the authorities concerned after the execution of the same works has stirred another controversy.

A senior municipal councillor alleged that these tenders were floated on February 11 this year and received despite the local bodies authorities having specially asked the MC authorities not to do so. Even execution of some works was allowed to start by a section of contractors without opening the same.

Taking serious note of this allegation, C. Roul, Principal Secretary, Local

Self-government, Punjab, has ordered an inquiry into the same and asked Jaskiran Singh, Deputy Director, Local Bodies, Ferozepur, to conduct the same: "We will not spare any one who is found involved in this kind of bungling," pointed out Roul while talking to TNS today.

"I have summoned the record of the MC. The inquiry has been started and it will be completed at the earliest," said Jaskiran Singh.

A controversy surfaced in connection with the floating of tenders of some specific works much after the execution of the same. Though MC authorities denied having done such a thing, verbal complaints were received by the higher local bodies department in that connection.

Even a section of people, who were directly or indirectly connected with MC matters, lodged verbal complaints to state local bodies authorities that some favourites of those, who matter most in the corridors of power, had been allotted the execution of various development works, without floating tenders for inviting the bids for the same.

While Anil Kumar Sethi, president, MC denied the allegations that tenders were floated after the execution of different works, Tilak Raj Verma, Executive Officer (EO), said that payment to those civil works contractors, who had executed certain works without the prior permission and work order of the MC authorities, would not be made.

Satinder Singh Savi, former vice-president, MC, while alleging that this thing had brought a bad name to the local MC, demanded that criminal proceedings must be launched against those officials of the MC and civil works contractors, who were involved in this scam, running into lakhs of rupees.

He demanded that fresh tenders by fulfilling all the requirements must be floated and all the contractors must be allowed to participate in the same for competitive bidding. He added that he had been raising his voice against corruption as per the direction of his leader Sukhbir Singh Badal, Deputy Chief Minister, Punjab.

पुराने नामों मे छिपी है फाजिल्का की पहचान

फाजिल्का शहर की पहचान गली-कूचों के दिलचस्प नामों से भी होती है। भारत ही नहीं, पाकिस्तान में भी ऐसे लोगों की बड़ी तादाद है, जिनके जहन में आज भी फाजिल्का की इन गलियों की यादें ताजा है। बंगला से लेकर फाजिल्का तक के सफर में व्यापारिक गतिविधियों का हब कहा जाने वाला फाजिल्का शहर कई परिवर्तनों का साक्षी रहा। यहां ऐसे कई गली-कूचे, सड़कें और स्थान हैं, जिनके नाम बहुत  अनूठे हैं।

अनोखे नाम से पहचान: भारत विभाजन से पूर्व कालेज रोड पर पहले मुल्तानी चुंगी हुआ करती थी और इस मार्ग का नाम शेरशाह सूरी मार्ग था। जो शेरशाह सूरी के साम्राज्य में दिल्ली तक जाता था। लोग सूरी मार्ग को भूल चुके हैं, लेकिन मुल्तानी चुंगी का नाम मशहूर है, जबकि वहां आज मुलतानी चुंगी नहीं है, वहीं बीकानेरी रोड और बठिंडा रोड भी हैं। भारत विभाजन के बाद यह रोड कभी बीकानेर या बठिंडा तक नहीं पहुंचे। इसी तरह लाल सड़क के नाम से फ्रीडम फाइटर रोड और शर्मा आई अस्पताल रोड जुड़ा हुआ है। बुजुर्ग उसे लाल सड़क कहकर पुकारते हैं। यहां कभी ईंटों, रोड़ों से बनी सड़क हुआ करती थी। पोस्ट ऑफिस के सामने वाली गली का नाम प्रेमी गली है। यहां विभाजन से पूर्व मुजरा हुआ करता था। आज भी उसे प्रेम गली के नाम से जाना जाता है। इस तरह आबादी सुल्तानपुरा व इस्लामाबाद में इस्लाम को मानने वाला कोई नहीं रहता। फिर भी नाम पुराने हैं। सुल्तानपुरा आबादी का नाम जोरा सिंह मान नगर रखा गया है। लोग उसे आबादी सुल्तानपुरा के नाम से ही पुकारते हैं। इस तरह मेहरियां बाजार में अब मेहरियां दाने नहीं भूनती। जंड बाजार की निशानी जंड नहीं रहा। ऊन और वान का अस्तित्व लगभग खत्म हो चुका है। न यहां ऊन की दुकानें है और वान की, मगर नाम ऊन बाजार और वान बाजार है। कई उद्यमियों ने छोटे होटल बिजनेस से शुरुआत की और होटलों के नाम से होटल बाजार पड़ गया। मात्र एक होटल के नाम से होटल बाजार है। अबोहरी अड्डे से सीधे कोई बस अबोहर नहीं जाती और उसका नाम अबोहरी अड्डा है। घास मंडी में घास का तिनका तक नहीं है, धोबी घाट में धोबी नहीं। इसी तरह से एक अटपटा नाम है डैड रोड, जहां जालिम को फांसी नहीं लगाई जाती और ब्रिटिश साम्राजय वाला नाम डैड रोड ही पुकारा जाता है, जबकि चार बार रोड का नाम बदला जा चुका है। फिर भी ढर्रा....डैड रोड।

नामों से हो चुके अभ्यस्त: पिछले कुछ बरसों में कई अनूठे नाम बदल दिए गए, लेकिन लोग नएं नामों का इस्तेमाल नहीं करते। वह स्थानों को पुराने नामों से ही पुकारते हैं और व्यवहार में लाते हैं। आज भी लोगों के बीच वही नाम प्रचलित है, जो कभी हकीकत में हुआ करता था। यह अनोखे नाम केवल दुकानों के बोर्ड पर ही नहीं, बल्कि विजीटिंग कार्डों, बैनरों और विभिन्न वैबसाइटों पर भी आसानी से देखे जा सकते हैं। डाक पते पर यही नाम लिखे जाते हैं। नगर कौंसिल अध्यक्ष अनिल सेठी मानते हैं कि अब इन नामों को बदल पाना बहुत कठिन है, क्योंकि लोग इन्हीं नामों से अभ्यस्त हो चुके हैं।

फाजिल्का की विरासत को संभालने वाली संस्था ग्रेजूएट्स वैलफेयर एसोसिऐशन के सचिव इंजीनियर नवदीप असीजा का कहना है कि अजब गजब नामों वाले कई गली-कूचों के नाम बदल चुके हैं, मगर इसके बावजूद फाजिलकावासी पुराने नामों को प्रचलन में बनाए रखे हुए हैं। उनका कहना है कि भले ही लोग पुरातन पंथी क्यों न कहें, लेकिन फाजिल्कावासी इन नामों से जुड़ी अपनी ऐतिहासिक स्मृतियों को जिंदा रखे हुए हैं और ओल्ड इज गोल्ड की तर्ज पर इन पुराने नामों को सहजे हुए हैं।

आखिरकार जारी करना पड़ा नोटिस

साइकिल बाजार में नगर कौंसिल की जगह पर एक दुकानदार द्वारा किए गए अवैध कब्जे को हटाने को लेकर चल रहे विवाद पर आखिरकार कौंसिल को कदम उठाना ही पड़ा। कौंसिल की ओर से शुक्रवार को दुकानकार को अवैध कब्जा छोडऩे का नोटिस जारी कर दिया गया। कौंसिल ने दुकानदार को चेतावनी दी है कि अगर छह घंटे में अवैध कब्जा नहीं छोड़ा गया तो कौंसिल अमला कब्जा हटा देंगे। उधर अवैध कब्जा हटाने को लेकर संघर्ष कर रही रिक्शा यूनियन ने कौंसिल की सराहना करते कहा है कि यह कदम पहले ही उठाया जाना चाहिए था।

क्या है मामला

करीब दो माह पूर्व जब उक्त जगह पर कौंसिल शौचालय का निर्माण करवा रही थी तो रिक्शा यूनियन व केवल कुमार ने शौचालय बनाने का विरोध किया था। कौंसिल ने दोनों के लिए ही उक्त जगह पर अलग अलग स्थान रखने का बीच का रास्ता निकाला था। उस समय शौचालय के बाहर रिक्शा खड़े करने व तथा एक कॉर्नर पर केवल कुमार की पकौड़ों की दुकान लगाने का निर्णय लिया

गया था। दुकानदार ने 19-20 मार्च की रात दुकान पर शटर लगाकर कब्जा जमा लिया। जिसका रिक्शा यूनियन ने जमकर विरोध किया। यूनियन सदस्यों का कहना था कि उक्त जगह पर वह रिक्शा खड़ी करते थे, जबकि शटर लग जाने से यहां पर रिक्शा खड़ी नहीं की जा सकती है। इस विरोध के बाद चौक पर पकौड़े लगाने वाले केवल कुमार को उक्त शटर को उखाडऩे को कहा गया। लेकिन उसने ऐसा नहीं किया। इसी के विरोध में रिक्शा यूनियन ने चौक पर कई बार धरना प्रदर्शन किया और शटर को उखाडऩे की मांग लगातार करते रहे।

दुकान पर चिपकाया नोटिस

नगर कौंसिल की ओर से जारी नोटिस को लेने पर जब दुकानदार ने इंकार कर दिया तो कौंसिल कर्मचारी की ओर से दुकान पर नोटिस चिपका दिया गया। कार्यकारी अधिकारी तिलक राज वर्मा ने बताया कि कौंसिल की ओर से दुकानदार केवल कुमार को अवैध कब्जा छोडऩे का नोटिस जारी कर दिया गया है, अगर दुकानदार ने छह घंटे में अवैध कब्जा नहीं छोड़ा तो कौंसिल की ओर से कब्जा हटा दिया जायेगा।

मंत्री से होगी शिकायत

रिक्शा यूनियन के सचिव अशोक कुमार ने बताया कि चंद सियासी नेताओं की शह पर दुकानदार ने अवैध कब्जा किया है, जिस कारण कई दिन तक दुकानदार के खिलाफ कार्रवाही नहीं की गई। उन्होंने कहा कि दुकानदार और उक्त सियासी नेताओं के बीच हुई बातचीत उनके पास मौजूद है, जिसका खुलासा सोमवार को जनता के सामने किया जायेगा। उधर ग्रेजूऐटस वैलफेयर एसोसिऐशन फाजिल्का के सचिव नवदीप असीजा ने बताया कि हाईकोर्ट के आदेश से फाजिल्का ईको कैब की तर्ज पर पंजाब भर में शुरू किए जा रहे प्रोजेक्ट पर अगले सप्ताह स्थानीय निकाय मंत्री मनोरंजन कालीया के साथ बैठक है, जिसमें रिक्शा चालकों के सामने मुश्किलें पैदा कर रहे नेताओं की पोल खोली जाएगी।

छा गया फाजिल्का का ईको-कैब

ऐसा कोई क्षेत्र नहीं है जहां फाजिल्का वासियों ने अपनी प्रतिभा का लोहा नहीं मनवाया है, लेकिन इस बार फाजिल्का के पर्यावरण संरक्षण के प्रोजैक्ट ईको- कैब को हाईकोर्ट ने सलाम करते पूरे पंजाब में लागू करने के आदेश दिए हैं। 

मीडिया में फाजिल्का इको-कैब के बारे में प्रकाशित सामग्री पर संघ्यान लेते मुख्य न्यायधीश मुद्गिल ने सरकार को इस प्रोजैक्ट को पूरे राज्य में लागू करने की सिफारिश की है। प्रोजैक्ट को फाजिल्का में स्थापित करने वाली संस्था ग्रेजूएट्स वेलफेयर सोसायटी ने खुशी व्यक्त करते हाईकोर्ट का धन्यवाद किया है। प्रोजैक्ट को टूरिजम विभाग ने धर्म नगरी अमृतसर में श्री हरमन्दिर साहिब के आस पास शुरू करने का भी निर्णय ले लिया है।

क्या है ईको- कैब योजना

ईको- कैब रिक्शा योजना शुरू करने वाला फाजिल्का देश का पहला शहर है। करीब दो वर्ष पूर्व इसके तहत नगर में दो जगहों बस अड्डा रिक्शा यूनियन तथा संजीव सिनेता चौक पर ईको- कैब सेंटर बनाए गए है, जहां पर फोन घुमाने पर रिक्शा अपने आप के घर पर पहुंच जाता है। 

इससे आपके समय की बचत होती है वहीं आपके पैसे, पेट्रोल के साथ साथ पर्यावरण का होने वाला नुक्सान भी नहीं होता। इस योजना के अनुसार प्रति दिन इन दोनों सेंटरों पर दर्जनों फोन आते हैं और लोगों को फायदा हुआ है। सोसायटी के महासचिव इंजि. नवदीप असीजा ने कहा कि हाईकोर्ट द्वारा इस प्रोजैक्ट की सराहना करना अपने आप में एक अहम बात है। 

एतिहासिक फैसले से राज्य के 1.60 लाख रिक्शा चालकों को फायदा होगा। फाजिल्का में योजना के तहत अब भारत संचार निगम ने निशुल्क फोन देने की भी घोषणा कर दी है

Residents of Fazilka have a typical characteristic: stained teeth, discoloured due to high content of fluorine in drinking water. Besides, a majority of middle-aged residents limp due to the high incidence of arthritis in this sub-divisional town. Many of the residents also suffer from abdominal disorders.

The residents are exposed to major health risks due to lack of potable water despite over six decades after independence with every government claiming to have provided the basic amenities. The residents lament that the water supply is inadequate. The problem of negative pressure exists in most outer areas of the town, including Radha Swami Colony, Madhav Nagri, Jattian Mohalla, Anni Delhi locality, Badal Colony etc. The low level taps are installed in the streets.

President of Shaheed Bhagat Singh Sabha Committee, Madhav Nagri, Gurdev Singh said his locality was not getting proper supply of drinking water for the past three months. Showing empty utensils, residents of the locality staged a demonstration near Banke Bihari Mandir. They rued that earlier also, contaminated water emanating foul smell, was being supplied to the locality. They raised slogans against the Municipal Council authorities for not supplying adequate drinking water.

A majority of the affluent and middle class residents have installed motors to draw water from the main lines, which results in negative pressure. "We have to fit plugs in low-level water pipes as there is less pressure in taps. We are left with no other alternative," said Baljit Singh of Badal Colony. Notably, most are kept open resulting in negative pressure and contamination.

The MC authorities and officials, however, deny these facts saying 12 deep-bore tubewells and three overhead tanks cater to the drinking water needs and combat negative pressure.

Senior medical officer Dr YK Gupta has directed the municipal authorities to take mandatory five samples of drinking water from different locations of the town every month. The samples are sent to the Department of Microbiology, GGS Medical College, Faridkot. Interestingly, the report of samples mentions the water as "excellent".

Sources, on the condition of anonymity, disclosed that the reason for the excellent report was that the water samples submitted for test were chlorinated whereas in routine, chlorination is seldom done.

While the plight of "aam aadmi" goes unheard, the affluent and middle class residents have installed reverse osmosis (RO) systems in their houses. According to an estimate, 2700 RO systems have been installed in the town. There is yet another section of the town that purchases "purified" water supplied by private concerns in 20-litre water cans. The cost of water in each can is about Rs 15. Nearly 2,200 cans are sold daily in the town during summer.

The only silver lining for uninterrupted canal-based water supply is a canal-based water project that was initiated in 2001. However, it proved to be a half measure as area around the canal-based water tank (spread on 10 acres) became unhygienic in the absence of a fence. Moreover, the project was attached to a canal which remains filled from May to October only. Hence, about 8,000 residents get tubewell water supply for most part of the year.

Now, it has been proposed that the canal-based water project is linked to the perennial Gang Canal at a distance of 16 km from Fazilka on the Abohar road.

According to local MLA Surjit Kumar Jyani and Municipal Council president Anil Sethi, the approval for drawing seven cusecs of water daily had been secured from the Rajasthan government. Rs 10 crore has been sanctioned for laying water mains along the 16-km stretch to connect the canal-based project to the Gang Canal for an uninterrupted water supply.

When would the project take a practical shape? It is anybody's guess. (To be continued)

Ecocab can become viable and eco-friendly means of transport

Taking cognisance of a news item, "With Ecocab, Fazilka shows the way", which appeared in The Indian Express on April 26, Punjab and Haryana High Court Chief Justice Mukul Mudgal has converted it into a public interest litigation (PIL).

Taking suo motu notice of the news item, the chief justice held: "If the facts appearing in the report are correct, the matter deserves to be looked into in this court's PIL jurisdiction."

Being a septuagenarian does not diminish his spirit to go pedalling to inspire others to prevent environmental pollution, global warming and saving fuel to conserve energy.

Fazilka-born Prof Bhupinder Singh, honoured with Urja Purush award by the Uttrakhand government, is virtually the epicentre for the youth whom he delights in guiding on their career path besides imbibing in them moral values.

Singh, a retired professor from IIT Roorkee, got the teaching job at the department of mechanical and industrial engineering at the University of Roorkee.

He got his doctorate in energy management and pollution control. In his pursuit for application of solar energy, he developed a solar refrigerator, besides other solar devices which though not economical right now, should be ready for usage in another few years when the shortage of synthetic energy would require such devices. Though the solar refrigerator developed by him is not economical yet the solar dryer, solar assistant and solar water heater are becoming popular in Uttarakhand.

In Punjab, he is working to popularise the use of solar energy in the border region of Fazilka. Besides the solar devices, his research has entailed the development of projects related to pedal power, biogas generators, hydropower and biomass related equipment.

A multi-dimensional personality, he is fond of photography and writing books. Dr Singh has written two technical booklets on solar mechanics and solar refrigeration which highlight the use of solar energy for various purposes.

While serving as a professor at the IIT Roorkee, Singh refused to accept the post of the head of the department of energy merely because he feared being losing his zeal to teach and carry on research and development.

Whether he has his camp office at Roorkee or Fazilka, it is immaterial for Singh who uses his bicycle to move around. His routine pedalling for 8-16 kilometres daily has become an integral part of his life.

To pusue his passion, Singh has acquired a folding cycle which he carries along with him happily everywhere. Singh has been using this bicycle for nearly six decades now. If he comes across traffic snarls, he folds his bicycle and starts walking while carrying it on his shoulder.

Dr Singh delivers lectures and attends seminars with energy conservation as the theme organised by the Ministry of Petroleum and Natural Gas, Government of India.

Ecocabs are cyclerickshaws that are only a phone call away

Urban planners in Europe and the US may hail rickshaws as an efficient, non-polluting way to move around, but the Indian elite has always looked down upon them. The humble rickshaw now has a reason to cheer. Fazilka's 'Ecocab' project, which will celebrate its second anniversary in June, is making planners across the country sit up and take notice.

Fazilka has four call centres, one in each part of the city, where residents can telephone to call a rickshaw home. Executives in the Delhi Integrated Multi-Modal Transit System (DIMTS) want to implement this dial-in model for users of their BRT corridor buses. The Jaipur-based Kuhad Trust, which helps rickshaw-pullers own their rickshaws through a zero-interest scheme, wants to replicate the project in the Pink City, while the Punjab Heritage and Tourism Promotion Board is also looking at the feasibility of adopting this model for tourists in Amritsar.

The 'Ecocab' project, put in place by the Graduates Welfare Association of Fazilka (GWAF), is now being hailed as a pioneering initiative in the country. Dr Anvita Arora, CEO of Innovative Transport Solutions, an incubatee company of IIT-Delhi, says: "At the Urban Mobility Conference organised by the Ministry of Urban Development in December 2009, the project received much appreciation from national and international delegates." Dr Arora, who is working on sustainable transport in various cities, is a visiting faculty member of the urban design department of School of Planning and Architecture (SPA), New Delhi.

It was on her suggestion that Kirti Dikshit, now working as an industrial designer in a design firm at Delhi, did her master's thesis on the 'Ecocab' project as part of her M.Arch course at SPA. And 'Carbusters', the journal of the World Carfree Network, has carried a detailed article on the 'dial-a-rickshaw' facility.

Anil Sethi, president of Fazilka Municipal Council, says the project has decongested the main markets, leading to better business for traders and convenience for residents. "Our cities are getting so polluted and congested that projects like the Ecocab have become imperative. The 500-odd rickshaw pullers benefiting with an additional income means the project is a boon for as many families," he asserts.

GWAF secretary Navdeep Asija adds: "BSNL is giving us seven lines. While we will have five fixed call centres, two phones will be placed at strategic points in markets with a tea stall owner or some other small vendor."

GWAF has provided digital identity cards to the 'traction men', as Asija calls them. The cards have the entire socio-economic data of each rickshaw puller, along with his address and family profile, blood group and household income. It has also given an insurance cover of Rs 50,000 each to the rickshaw pullers, and made provision for their free medical check-up and treatment at established clinics in the city.

Says Jaspal Singh, Deputy Manager, DIMTS: "We are considering the viability of using call-in rickshaws as a feeder route for the BRT corridor. It's a people-friendly initiative, because our users face a problem coming to the bus stand from their homes."

Punjab's Principal Secretary, Tourism, Geetika Kalha has asked GWAF to prepare a feasibility report on using the model in Amritsar. "Our Tourist Information Centre can be the hub, and we can develop package tours for tourists to use dial-in rickshaws for visiting the Golden Temple, the Durgiana Temple and the Jallianwala Bagh. The model can be brilliant for congested cities like Amritsar," she says.

Harshit Kaushik, project manager for the Kuhad Trust at Jaipur, says the NGO is looking at the possibility of adopting the scheme in the Rajasthan capital.

The 'Fazilka Nano'

THE Graduates Welfare Association of Fazilka (GWAF) had asked Kirti Dikshit, a student of School of Planning and Architecture, to design a lighter rickshaw. The Fazilka Nano, as association members call it, was launched at the Fazilka Heritage Festival on April 4. It weighs 55 kg, as compared to a traditional rickshaw which weighs approximately 85 kg. Kirti has used hollow iron pipes to increase its strength and ensure greater durability. A traditional rickshaw uses much wood. Various other changes have been made keeping in mind the comfort of the rickshaw puller and the passengers. Rickshaw pullers have responded well to the new model, and more changes are being made in line with the feedback given by them. "Once we are satisfied with the prototype in all respects, we will train a local manufacturer to make them for us," says GWAF secretary Navdeep Asija.

फाजिल्का को मिला बीकानेर कैनाल का पानी

श्रीगंगानगर। बीकानेर कैनाल से फाजिल्का को पीने का पानी देने के लिए नहर निकालने की अनुमति पर भाजपा नेता डॉ. बृजमोहन सहारण ने कड़ा एतराज जताया है। उनका कहना है कि पंजाब में जगह-जगह बीकानेर कैनाल पर कब्जे हो गए हैं। पंजाब क्षेत्र में बीकानेर कैनाल का रखरखाव सही ढंग से नहीं किया जा रहा। 
उन्होंने एक प्रेस विज्ञप्ति में बताया कि महाराजा गंगासिंह ने ७० वर्ष पूर्व बीकानेर कैनाल का निर्माण करवाकर श्रीगंगानगर जिले की धरती को हराभरा किया था, बल्कि अब अधिकारियों की मिलीभगत व अनदेखी से वर्षों पुराना यह सिस्टम नष्ट होता जा रहा है। बीकानेर कैनाल में पाईपें लगाकर पानी चोरी की जा रही है।

नहर की सीमा में ट्यूबवैल लगाकर पानी चोरी किया जा रहा है। राजस्थान के हिस्से का ०.८ एमएएफ पानी पंजाब द्वारा नहीं दिया जा रहा। 
भाजपा नेता डॉ. सहारण ने हैरानी जताई है कि जब पंजाब सरकार गंगनहर का रखरखाव सही ढंग से नहीं कर रही। पंजाब के अधिकारियों का रवैया सकारात्मक नहीं है, फिर जल संसाधन विभाग ने क्यों मेहरबानी दिखाते हुए फाजिल्का को कैनाल के जरिए पीने का पानी देने की स्वीकृति जारी कर दी। महाराजा गंगासिंह ने वर्षों पूर्व अंतर्राष्ट्रीय व राष्ट्रीय समझौते कर इस क्षेत्र के हितों को सुरक्षित किया था। पंजाब का इस नहर पर किसी तरह का हक नहीं है। उन्होंने इस कैनाल की स्वीकृति को गैर कानूनी बताया।
डॉ. सहारण ने गुपचुप दी गई इस मंजुरी को इलाके के किसानों के साथ धोखा बताया है। उन्होंने आशंका व्यक्त की है कि यदि पंजाब बीकानेर कैनाल से इसी तरह नहरें निकालता रहा तो गंगनहर को पूरा पानी नहीं मिल पाएगा। उन्होंने कहा कि गर्मी के मौसम में किसानों को पानी नहीं दिया जा रहा और न हीं पंजाब क्षेत्र में मरम्मत करवाई जा रही है। उन्होंने मुख्यमंत्री अशोक गहलोत व पूर्व मुख्यमंत्री वसुंधरा राजे सिन्धियां को पत्र लिखकर इस प्रकरण से अवगत कराया है

तूड़ी बचाएगी पर्यावरण

फिरोजपुर-इसे पर्यावरण को बचाने की मुहिम की सफलता कहें या तूड़ी (भूसा) के दाम बढ़ने की आशंका। इसे देखते हुए किसानों ने इस बार नाड़ में आग न लगाने का संकल्प किया है। किसानों के इस प्रयास से जहां प्रदूषित हो रहे वातारण को बचाने में मदद मिलेगी वहीं मित्र कीट की जान की भी रक्षा हो सकेगी। जानकारी के मुताबिक पशु चारे के लगातार बढ़ते दाम से चिंतित किसानों ने पशुओं के लिए चारा एकत्र करने के लिए तूड़ी खरीदने का मन बनाया है। छोटे किसान इसके लिए अधिक जमीन वाले किसानों से संपर्क कर रहे हैं और उनके खेत में बची नाड़ से तूड़ी बनाने के एवज में छह सौ रुपये प्रति एकड़ के हिसाब से धनराशि दे रहे हैं। बड़े किसानों के पास रिपर नामक मशीन है जो प्रति एकड़ छह सौ रुपये तूड़ी बनाने के लिए लेती है। जहां छोटे किसानों के तूड़ी मिल जाएगी वहीं बड़े किसानों के जेब से कंबाइन मशीन को चलाने के लिए प्रति एकड़ गेहूं के फसल काटने के लिए आठ सौ रुपये के एवज में मात्र दो सौ ही अपने पास से देना होगा। गांव गिलदू किलचा के रहने वाले किसान प्रसनजीत सिंह ने बताया कि उनकी चालीस एकड़ जमीन है जिस पर छोटे किसान तूड़ी बनाना चाहते हैं। इसके एवज में वह पैसे दे रहे हैं तो भला उन्हें क्या आपत्ति। गांव हजारा सिंह वाला के रहने वाले कुलवंत सिंह, धर्मपाल सिंह, गमदूर सिंह ने बताया कि इसके कारण बड़े और छोटे किसान खेत में आग लगाने से बच रहे हैं। किसानों का कहना है कि इससे जहां पर्यावरण को फायदा पहुंचेगा वहीं किसानों को पशु चारा आसानी से मिल जाएगा। इन किसानों का कहना है कि वर्तमान में जो हालात हैं उससे साफ जाहिर है कि तूड़ी के दाम और बढ़ने जा रहे हैं। जानकार बताते हैं कि इसके अलावा ईंट बनाने वाले भंट्ठे के लोग भी ईंट पकाने के लिए कोयले के इस्तेमाल की जगह तूड़ी का ही उपयोग कर रहे हैं, जिसके कारण तूड़ी के दाम लगातार आसमान छू रहे हैं। उन्होंने बताया कि कोयले में बनी ईंट हालांकि ज्यादा मजबूत होती है, परन्तु अधिकांश भंट्ठा मालिक कोयला मंहगा होने के कारण विकल्प के रूप में इसका इस्तेमाल धड़ल्ले से कर रहे हैं। बीते वर्ष कई कंपनियों ने किसानों से रिपर मशीन खरीदने के लिए कहा था, लेकिन अभी तक इन कंपनियों के नुमाइंदे नहीं पहुंचे। वहीं पर्यावरण के प्रति मुहिम चला रहे सरकारी सीनियर सेकेंडरी स्कूल के प्रोफेसर सतिंदर सिंह का कहना है कि तूड़ी के बहाने ही यदि पर्यावरण में सुधार आता है तो बड़ी राहत मिल सकती है। उन्होंने कहा कि लगातार वृक्ष कटने से वातारण में तेजी से बदलाव आ रहा है। उन्होंने कहा कि इसका असर पूरे विश्व में साफ नजर आ रहा है। कहीं सूखा कहीं बाढ़ और तूफान आम जनजीवन को प्रभावित कर रहा है। ऐसे में यदि खेतों में आग नहीं लगती है तो जहां तापमान पर भी बेहतर असर पड़ेगा वहीं पर्यावरण में मौजूद मित्र कीटों की भी रक्षा हो सकेगी। उन्होंने कहा कि जरूरत है इस बात को और लोगों तक पहुंचाने की और अभी तक इस दिशा में जागरण लगातार प्रयास कर रहा है। फिलहाल, तूड़ी के बहाने ही यदि पर्यावरण की हिफाजत होती है तो इसे एक बड़ी उपलब्धि के रूप में देखा जा सकता है।

Consider vehicle-free zone in Amritsar: HC

Justice Rajive Bhalla of the High Court has asked the Amritsar Municipal Corporation to consider the possibility of declaring the area around Harmandar Sahib, Durgiana Mandir and Jallianwala Bagh as a vehicle- free zone.

The directions were issued when during the proceedings of a contempt petition, peti- tioner and advocate Ajay Singh stated that vehicles should not be allowed to ply in the walled city, particularly in the area surrounding these significant landmarks, which were situ- ated in crowded localities.

Justice Bhalla issued direc- tions for impleading the Amritsar MC Commissioner as a party and directed to explore the feasibility of allow- ing only rickshaws and resi- dents of the area could be grant- ed vehicle permits.

Ajay Singh also pointed out that accidents on the Kurali- Kharar-S.A.S. Nagar road had caused four deaths during the past week but the police were conspicuous by their absence on these roads.

IG R.P. Singh submitted an affidavit that 65 patrol vehicles, 26 cranes and recovery vans and 18 ambu- lances had been deployed on state and national highways in the state.

Justice Bhalla has directed Punjab Police to file a detailed affidavit giving details about location of these vehicles and whether ambulances were manned by doctors or para- medics.
