अपना शौक पूरा करने के लिए लोग किसी भी हद तक जा सकते हैं। सुभाष वर्मा ने भी शौक के कारण कई विदेशों की करंसी एकत्र की है। इसके लिए उन्हें बीस साल लग गए। वर्मा ने मुगल बादशाहों की असर्फीयों सहित कई राजाओं की ओर से चलाए गए सिक्के भी एकत्र किए हैं। इस शौक पर उसने तीन लाख रुपए से ज्यादा पैसे खर्च किए हैं। उनके पास हर छोटा पैसा और बड़ा रुपया तक की करंसी मौजूद है। यह करंसी फाजिल्का के श्री राम मंदिर रोड के निकट रहने वाले सुभाष वर्मा पुत्र बनवारी लाल के पास सुरक्षित है। 

देसी रियासत का क्या-क्या है पास में 

सुभाष वर्मा के पास मुगलकालीन रियासत की असर्फियां, 5 सेंट, आधा पैसे का सिक्का और ईस्ट इंडिया कंपनी की ओर से श्री राधा कृष्ण जी अंकित चिह्नों वाला पांच रुपए का नोट मौजूद है। राजा अलीजा बहादुर का आधा आन्ना, सवाई मान सिंह, जीवाजी राय छिन्दे आदि राजाओं के सिक्कों के अलावा हिन्दू देवी देवताओं शिव पार्वती, श्री राम, लक्ष्मण और सीता, श्री हनुमान जी, श्री गुरु नानक देव जी, बाला और मरदाना सहित कई धार्मिक गुरुओं के सिक्के हैं। 

खादी ग्रामोद्योग कमिशन की ओर से चरखा जयंति पर जारी किया गया दो रुपये का नोट भी है, जिससे हुडी के बदले प्रमाणित भंडारों से ही खादी खरीद की जा सकती थी। उसके पास राष्ट्रीय झंडा तिरंगा और भारत चिह्न अंकित सिक्का भी है, जो आजाद हिंद 15 अगस्त 1947 को जारी किया गया था। दुर्गा माता नेपाल, तकड़ी, संख्या एक से दस तक के सिक्कों के अलावा चांदी और मैटल के कई तरह के सिक्के सुभाष वर्मा के पास मौजूद है।

सुरक्षित हैं अन्य देशों के नोट

सुभाष वर्मा के पास वो हर तरह का सिक्का और नोट है, जो भारत में शुरू हुआ है। इसके अलावा तकरीबन हर देश का नोट और सिक्का है, जिसे उन्होंने विभिन्न स्थानों पर घूम कर एकत्र किया है। जीरो से नौ तक की सीरीज वाले कई नोट भी उनके पास सुरक्षित हैं। उन्होंने बताया कि वह करंसी को गे्रजूएट्स वेलफेयर एसोसिऐशन, सरकारी सीनियर सकेंडरी स्कूल के प्रिंसिपल गुरदीप कुमार, लैक्चरार पम्मी सिंह की ओर से शुरू किए गए विरासत भवन में रखेंगे, ताकि हर व्यक्ति इस अनमोल नोटों व सिक्कों को देख सके। इसके अलावा वह विभिन्न स्थानों पर इनकी प्रदर्शनी भी लगाएंगे।

PM: Centre to consider proposal :: Hospital for Cancer Patients

The Central Government has decided to consider the proposal of setting up a hospital in the Ferozepur area to cater to the needs of medical treatment of an ever-increasing number of cancer patients of the cotton belt of Punjab.

Parminder Singh, general secretary, PPCC, said the assurance was given to them by Prime Minister Manmohan Singh when a delegation of Congressmen, including former minister Avtar Singh Brar and secretary, PPCC, Bhupinder Pal Singh, met him recently.

Stating that the Centre had already sanctioned funds for an orphanage and a blind home here, he said the Prime Minister was made aware of the fact that due to the rising water and soil pollution in the farm operations, the incidence of cancer had gone up in the cotton-producing districts of southern Punjab.

Owing to the absence of hospitals and other institutions in the area, the poor cancer patients had been left with no other option than to go to a hospital in Bikaner in the neighbouring Rajasthan.

"We have suggested to the Prime Minister that an institute on the pattern of the PGI, Chandigarh, should be opened in the area where special diagnostic and treatment facilities for cancer patients should be provided," he said, adding that the Centre that had contemplated to set up eight medical institutions on the pattern of the PGI in the country, could set up one of these institutions in Ferozepur district.

The SAD-BJP government in the state that had been setting up cancer hospitals in joint venture with private players, had ignored the interests of poor patients, who would not be able to get treatment in these hospitals at affordable rates.

"What is the rationale of opening a cancer hospital in Mohali in joint venture by the Punjab government when cancer patients are found in profusion in the cotton belt comprising Bathinda, Muktsar, Faridkot, Mansa, Sangrur, Moga and Ferozepur districts?" asked Parminder Singh.

He said the Prime Minister was also urged to facilitate the raising of at least 10 battalions of paramilitary forces by recruiting unemployed youths of the border areas of Punjab as this would help in curbing the menace of smuggling.

Parts of Malwa, Raj drinking poison?

FARIDKOT: In the wake of discovery of high levels of uranium and other heavy metals in hair samples of 80% of 149 neurologically-disabled children, samples of five children from worst-affected village of Teja Rohela, near Fazilka — with maximum congenitally mentally and physically challenged children — have been sent to Microtarce Mineral Lab Germany by the Baba Farid Centre for Special Children, Faridkot. Experts say the results from the village could be more alarming.

While high concentration of uranium is attributed to use of depleted uranium in the Afghan war by US, the problem appears to be due to no stooping of release of effluents in water channels, something which the government machinery has failed to check. The report from Germany on water samples from Budha Nullah has revealed heavy metal content and the presence of uranium one-and-a-half times more than the reference range. "Toxicity of single element may not be that harmful, but when heavy metals are coupled with uranium, the toxic effect increases manifold," said Dr Amar Singh Azad, a paediatrician working on neurological disorders in children at Baba Farid Centre at Faridkot. Budha Nullah and Chitti Bein carry industrial waste into river Sutlej; its waters are used by the people in Malwa and parts of Rajasthan.

The report from German laboratory has revealed that if chromium was present over 50 times the reference range, aluminium and iron content was 20 and 60 times higher than the set parameters. The samples from Budha Nullah also have high concentration of silver, manganese, nickel and lead.

फाजिल्का नॉलेज सिटी कैंपेन के तहत बच्चों को विभिन्न विषयों व करियर संबंधी जानकारी देने के लिए ग्रेजूएट्स वेलफेयर एसोसिएशन फाजिल्का की ओर से रविवार को एजूकेशन फेयर 2010 का समापन किया गया। इसमें देश विदेश के विभिन्न कालेजों की ओर से बच्चों को नि:शुल्क जानकारी दी गई।

शिक्षा के बारे में मालवा क्षेत्र का पहला महाकुंभ अरोड़वंश भवन में देर सांय तक चलता रहा। इसमें करीब आठ सौ विद्याथियों ने जानकारी हासिल की। फेयर में देश के विभिन्न कालेजों की ओर से स्टालें लगाई गई। फेयर में संस्था के सचिव इ्रजी. नवदीप असीजा, डा. रजनीश कामरा, विक्रम आहूजा, एडवोकेट मनोज त्रिपाठी, पंकज धमीजा आदि मौजूद थे। 

देश-विदेश के कालेजों ने लिया हिस्सा : संस्था के सचिव इंजीनियर नवदीप असीजा और फाजिल्का नॉलेज सिटी कंपेन के चेयरमैन डा. रजनीश कामरा ने बताया कि ज्वाला बाई नत्थू राम चैरीटेबल एंड ऐजूकेशन ट्रस्ट और गीता सॉफटैक कंप्यूटर्स के सहयोग से आयोजित इस फेयर में उत्तर भारत के प्रमुख कालेजों ने भाग लिया। इनमें चंडीगढ़ के रियात बारह ग्रुप, अदेश ग्रुप ऑफ इंच्टीटयूट, गुरुराम दास इंच्टीटयूट ऑफ इंजीनियरिंग एंड टैक्रालॉजी और सिक्किम-मनिपाल यूनिवर्सिटी के अलावा न्यूजीलैंड और कनाडा के कालेज प्रमुख थे। फेयर में सर्दन इंच्टीटयूट ऑफ टैक्रालॉजी न्यूजीलैंड, दुरहास कालेज कनेडा, जार्जीयन इन्च्टीटयूट कनेडा, सैनिका कालेज ऑफ इम्लाइड आर्टस एंड टैक्रालॉजी ने भी भाग लिया। इस मौके पर चण्ंडीगढ़ के ग्लोबल कंसरटेंट द्वारा विदेश जाकर पढऩे और वीजा प्राप्त करने के लिए नि:शुल्क जानकारी दी गई। यह पहला अवसर है जब पंजाब टैक्रीकल यूनिवर्सिटी के अफीसरस की ओर से यूनिवर्सिटी की पढ़ाई और दखिले के बारे में जानकारी दी गई। फेयर में विभिन्न कालेजों में मौके पर ही दाखिला दिया गया। छात्र छात्रों ने न्यूजीलैंड एमबसी के पूर्व वीजा अफसर से मिलकर न्यूजीलैंड जाने के बारे में सीधी जानकारी भी प्राप्त की।

Education fair in Fazilka-Over 700 students participate

The otherwise backward Fazilka, bordering Pakistan, was humming with different kind of activities as representatives of various technical colleges belonging to India and foreign countries descended here to participate in the Education Fair-2010, the first of its kind in this region, jointly organised by Graduates Welfare Association Fazilka (GWAF) and Fazilka Knowledge City campaign organisation.

The fair, which was organised at Aroravansh Bhawan, attracted more than 800 students hailing from nook and corner of Malwa belt 
of Punjab. Some of them managed to get on the spot admission in the institutions of their likings.

Navdeep Asija, secretary (administration), GWAF and Rajneesh Kamra, chairman, Fazilka Knowledge City Campaign, said education fair was organised with the active support of Jawala Bai Nathu Ram Charitable and Education Trust and Geeta Soft Tech.

He said the participants, who had registered themselves for getting admission in different colleges, would be given admission with capitation fee. He said all the institute, participated in Education Fair, had given written undertaking to GWAF that they would not charge capitation fee. — TNS

रिक्शा स्टैड पर कब्जे का प्रयास विफल

फाजिल्का-स्थानीय होटल व साइकिल बाजार में नगर परिषद द्वारा बनाए गए सार्वजनिक शौचालय व रिक्शा स्टैड पर हुए कब्जे को हटाए हुए अभी एक दिन भी नहीं बीता था कि वहा स्टाल लगाने वाले कब्जाधारक ने उसी रात फिर से शटर लगाकर कब्जे का प्रयास किया। उस प्रयास को विफल करने के दौरान हुए झगड़े में रिक्शा यूनियन का सचिव अशोक कुमार घायल हो गया। उसे सरकारी अस्पताल में भर्ती करवाया गया है।

अस्पताल में भर्ती अशोक कुमार ने बताया कि रिक्शा स्टैड के लिए नगर परिषद ने उन्हे पक्का शैड बनाकर दिया था। लेकिन उस पर एक नमकीन का स्टाल लगाने वाले व्यक्ति ने रातों रात शटर लगाकर अवैध कब्जा कर लिया। उस कब्जे को हटाने को लेकर रिक्शा यूनियन व आसपास के दुकानदारों ने लंबा संघर्ष किया था। यहा तक कि यह मामला जनहित याचिका के रूप में हाईकोर्ट भी पहुचा।

आखिरकार डिप्टी कमिश्नर ने नगर परिषद को आदेश दे रिक्शा स्टैड की जगह पर लगाया गया शटर शनिवार सुबह 10 बजे उतरवा दिया था। अशोक कुमार ने आरोप लगाया कि परिषद ने शटर उतारने के बाद उसी नमकीन स्टाल संचालक को सौंप दिया था। इतनी शह मिलने पर उसने रात को फिर से शटर लगाने का प्रयास किया। लेकिन इस बार रिक्शा यूनियन के सदस्य चौकन्ने थे। उन्होंने मौके पर पहुचकर अवैध कब्जा होने से रोक दिया।

अशोक ने आरोप लगाया कि कब्जे का प्रयास कर रहे व्यक्ति ने उन पर चाकू से वार कर उसे घायल कर दिया। बाद में रिक्शा यूनियन के सदस्यों ने शटर उठाकर नगर थाना पुलिस के हवाले कर दिया है।

बीमारियों को लेकर सरकार सोई, संस्थाएं जागी

रिमोट एरिया व औद्योगिक इकाइयों के आसपास बसे गावों के बाशिदों के घातक रोगों का शिकार होने से भले ही सरकार की चिंता बढ़ी हो या नहीं, लेकिन विभिन्न खेतीबाड़ी व मेडिकल कालेज से जुड़े जागरूक लोगों व संस्थाओं में इस समस्या को लेकर चिंतन शुरू हो गया है। सतलुज दरिया के किनारे बसे फाजिल्का के सरहदी गाव में भी घातक रोगों के शिकार लोगों की दिनोंदिन बढ़ रही संख्या को गंभीरता से लेते हुए प्रभावित गावों की विभिन्न संगठनों ने नए सिरे से जांच का काम शुरू कर दिया है।

रविवार व सोमवार को भारत-पाक सीमा पर बसे गाव तेजा रूहेला पहुची राजिंदरा मेडिकल कालेज पटियाला, खेती विरासत मिशन, बाबा फरीद सेंटर फार स्पेशल चिल्ड्रन फरीदकोट व यूथ क्लब आर्गेनाइजेशन बठिडा की टीम ने गाव में इसानों के साथ-साथ मिट्टी, पानी व पशुओं की जाच की। उन्होंने वहा के बाशिदों में अपंगता, हाथ पाव टेढ़े-मेढे़ होने, नपुंसकता जैसे रोगों व पशुओं के कमजोर होने का कारण दूषित पानी व रसायन के प्रयोग से जहरीली हो चुकी जमीन को बताया है।

टीम में शामिल राजिंदरा मेडिकल कालेज पटियाला के डा. अमर सिंह आजाद ने बताया कि स्वास्थ्य जाच का आधार केवल इसानी जाच नहीं है, बल्कि लोगों की स्वास्थ्य जाच के साथ वहा के पशुओं, जमीन, पानी के स्वास्थ्य की जाच बेहद जरूरी है। टीम ने बताया कि बरसों से रासायनिक खेती करने से जमीन का घातक स्तर पर जहरीला होना बीमारिया फैलने का कारण है। बाबा फरीद सेंटर फार स्पेशल चिल्ड्रन के अध्यक्ष डा. प्रितपाल ने बताया कि इसान खासकर बच्चे अपंगता, चर्म रोग, बाल सफेद होने व झड़ने, नपुंसकता, बच्चे शारीरिक विकास रुकने जैसे रोगों से जूझ रहे हैं। वेटरनरी विशेषज्ञ नीरज व गुरप्रीत सिंह ने बताया कि पशु भी दूषित पानी और जहरीली हो चुकी जमीन में पैदा चारा खाने से कमजोर व बीमार हो चुके है। उनके दूध का उत्पादन पंजाब के औसत स्तर से तीन गुणा कम हो चुका है। जो दूध निकलता है, वह भी इसानी शरीर के लिए बीमारियों का सबब बन रहा है।

टीम के प्रमुख सदस्य खेती विरासत मिशन के संयोजक उमेंद्र दत्त ने कहा कि यह समस्या केवल फाजिल्का के सरहदी गावों की नहीं, बल्कि पूरे पंजाब की है। दूषित पानी व जहरीली जमीन हर तरफ बीमारिया फैला रही है। टीम ने रोगों की गिरफ्त में आए तेजा रूहेला के अलावा मुहार जमशेर, दोना नानका आदि का दौरा भी किया। इस मौके पर टीम के साथ प्रसिद्ध कामेडियन भगवंत मान व ग्रेजुएट वेलफेयर एसोसिएशन के सचिव नवदीप असीजा भी थे, जो फाजिल्का के सरहदी इलाके में पनपे घातक रोगों के प्रति जागरूकता फैलाने का काम कर रहे है।

10 साल में लगाए सिर्फ 764 पौधे- Environment Day Celebration at Fazilka

स्वच्छ वातावरण के मामले में नगर परिषद कितनी गंभीर रहती है, इसका अंदाजा कौंसिल का पिछले दस साल का रिकार्ड खंगालने से आसानी से लगाया जा सकता है। इस एक दशक में कौंसिल के द्वारा मात्र 764 पौधे ही लगाए गए हैं और हैरानी वाला तथ्य यह सामने आया है कि इनमें से मात्र 24 पौधे ही कौंसिल के रिकार्ड के अनुसार सफल हो पाए हैं, यानि प्रति वर्ष ढाई पौधे भी नगर कौंसिल के हिस्से में नहीं आते हैं। यह तथ्य इंजीनियर नवदीप असीजा ने सूचना के अधिकार के तहत प्राप्त मांगी गई जानकारी में उजागर हुआ है। 

पिछले एक दशक में दो बार भाजपा तथा एक बार कांग्रेस ने परिषद में सत्ता संभाली है। इस समय के दौरान करोड़ों रुपए के विकास काय हुए। अनुमान के अनुसार हर सड़क को कम से कम दो बार तो पक्का कर ही दिया गया, जबकि नगर को पत्थरों का शहर बनाने वालों को एक बार भी इसकी ग्रीनरी का ख्याल नहीं आया। प्रति—दिन बढ़ रहे ग्लोबलवार्मिंग के खतरे, गिर रहे जलस्तर एवं प्रकृति के प्रतिदिन बदलते रंग को लेकर दुनियाभर के साइंसदान चिंतित हैं और चेतावनी दे रहे हैं कि अगर इसी तरह पेड़ों को काटा गया और पानी की बर्बादी की गई तो धरती की तबाही का समय दूर नहीं है, लेकिन इन चेतावनियों की किसे परवाह है।

पॉलीथीन पर लगाई रोक बेअसर

कौंसिल ने पालीथीन पर बैन लगाकर ऐतिहासिक फैसला लिया, लेकिन लोगों के सहयोग के अभाव में यह भी फेल हो गया। करीब पांच माह बीत जाने पर भी नगर में धड़ल्ले से आज भी पालीथीन बिक रहा है।

कई वर्षों से पौधरोपण ठप

यहां अगर बात वन विभाग की करें तो पिछले कई वर्षों से विभाग ने पौधरोपण ही नहीं किया। इसके पीछे विभाग का एक ही तर्क होता है कि उनके पास फंड ही नहीं है।  विभाग की उदासनीता ही परिणाम है कि फाजिल्का क्षेत्र में एक प्रतिशत से भी कम वन क्षेत्र है, जबकि वर्तमान विधायक अपने पूर्व के कार्यकाल में खुद वनमंत्री रह चुके हैं। विशेषज्ञों के अनुसार किसी भी भूमि पर वनसंपदा 33 प्रतिशत हेानी चाहिए, जबकि राज्य में यह 3 प्रतिशत से भी कम है। 

ऐसा नहीं है कि विभाग के पास पौधे नहीं है। विभाग की नर्सरियों में इस समय 1.75 लाख पौधे तैयार हैं, लेकिन विभाग के पास इन्हें रोपने के लिए कोई पैसा नहीं है। एकत्रित जानकारी के अनुसार वर्ष 2002 में जापान प्रोजैक्ट के बार डिपार्टमेंट को कोई बड़ा फंड मुहैया नहीं करवाया गया है। यह फंड 2005 के करीब समाप्त हो गया था। इसके बाद फंड के अभाव में जो पोधे लगाये थे वह भी जल गए।

रेंज अफसर को पता भी नहीं पर्यावरण दिवस है

सबसे दुखद पहलू तो यह है कि यहां वन अधिकारियों को पता भी नहीं कि शनिवार को पर्यावरण दिवस है। इस बारे में जब भास्कर ने इस बारे में रेंज आफिसर बलजीत सिंह से जब पूछा तो उन्होंने कहा कि उन्हें नहीं पता कि आज क्या खास है। जब उन्हें पर्यावरण दिवस के बारे में बताया व पूछा कि इस पर आप क्या कर रहे हैं तो उन्होंने कहा कि फिलहाल कोई प्रोग्राम नहीं है, अगर आप कहते हैं तो कुछ बना लेते हैं। 

10 लाख होंगे खर्च

नगर कौंसिल अध्यक्ष अनिल सेठी ने कहा कि कौंसिल ने प्रस्ताव पारित किया है, जिसमें नगर में पौधे लगाने तथा ट्री गार्ड खरीदने के लिए 10 लाख रुपए रखे गए हैं। इनती बड़ी राशि इससे पहले कभी भी पर्यावरण के लिए नहीं रखी गई।

इनसे जानें पानी की कीमत

अंकल! देखो टूटी खराब होने के कारण कितना पानी रोज नाली में बह रहा है, इसे अगर ठीक करवा दो तो कई हजार लीटर पानी बच सकता है, आप इसे ठीक क्यों नहीं करवा रहे? यह अपील दोस्त मॉडल स्कूल के बच्चों के एनवायरमेंट क्लब ने नगर के एक बड़े हिस्से में सर्वे कर व्यर्थ पानी बहाने वाली टूटियों का पता लगाकर लोगों से की है। उक्त अभियान में मात्र कक्षा चौथी और पांचवी के बच्चे हैं। बच्चे अब टूट चुकी वाटर सप्लाई की टूटियों को ठीक करवाने में भी मदद करेंगे। बच्चों ने नई आबादी, धींगड़ा कालोनी, पीर गौराया, टीचर कालोनी, बस्ती चंदोरां, जोरा सिंह मान नगर में सर्वे कर 63 ऐसे वाटर सप्लाई के कनेक्शनों की तलाश की है जो हर समय खुले रहते हैं व प्रति दिन इनमें से हजारों लीटर पानी व्यर्थ चल जाता है। खास बात है कि अब इन कनेक्शनों को यहां की समाजसेवी संस्था गेजूएट्स वेलफेयर एसोसिएशन अपनी जेब से ठीक करवाएंगी। एसोसिऐशन पांच जून को विश्व पर्यावरण दिवस पर अभियान की शुरूआत करेगी। अभियान 29 जून तक चलेगा।

एसोसिऐशन के प्रयास से मोहल्लों में बेकार जा रहा 226800 लीटर पानी बचेगा। सचिव नवदीप असीजा ने बताया कि प्रति व्यक्ति 50 लीटर पानी चाहिए। कौंसिल इससे अधिक पानी दे रही है। इसके बावजूद कई लोग पानी को तरस जाते हैं। इसका कारण खुली टूटियां हैं। यहां रोजाना 226800 लीटर पानी बेकार नालियों में बह जाता है। जबकि लोगों को पीने के लिए 25 हजार लीटर प्रति दिन पानी चाहिए। लेकिन बेकार हो रहे पानी के कारण मोहल्ले के अंत तक बसे लोगों तक पानी नहीं पहुंचता। संरक्षक डा. भूपिन्द्र सिंह ने बताया कि कई स्थानों तक लोगों के घरों में पीने का पानी नहीं पहुंच रहा। शहर में करीब 300 टूटीयां ऐसी हैं, जो लगातार आठ घंटे ही चलती रहती हैं। उन टूटीयों पर पानी बंद करने के लिए प्लग ही नहीं लगाया गया। इसके अलावा कई टूटीयों में लीकेज है, उनका पानी सीवरेज के दूषित पानी से मिल जाता है। जिससे पानी तो बेकार जाता ही है, साथ ही लीकेज से अन्य लोगों तक दूषित पानी पहुंचता है।

पानी बचाने को अब शुरू होगा 'जल नहीं तो हम नहीं प्रोजेक्ट

फाजिल्का& सोशल वेलफेयर सोसायटी अब लोगों को पानी बचाने के लिए शीघ्र ही 'जल नहीं तो हम नहींÓ नामक प्रोजेक्ट शुरू करने जा रही है। इस बारे में सोसायटी की आयोजित बैठक में सर्वसम्मति से पारित किया गया। अध्यक्ष राज किशोर कालड़ा ने कहा कि शहर में प्रतिदिन जाने-अनजाने में हजारों लीटर पानी बेकार हो जाता है। कालड़ा ने बताया कि लिये गए फैसले के अनुसार सोसायटी सदस्य प्रत्येक रविवार को प्रात: एक मोहल्ले की विभिन्न गलियों में लाउड स्पीकर रिक्शा के जरिए लोगों को पानी का महत्व बताते हुए जल का सही उपयोग करने के लिए प्रेरित करेगी। उन्होंने कहा कि लोगों को पानी व्यर्थ न करने की अपील की जायेगी। सोसायटी द्वारा सरकारी स्थलों पर लगाई गई टूटियां जो खराब हो चुकी अथवा लीकेज करती है, को सोसायटी अपने स्तर पर ठीक करवाएगी। बैठक में महासचिव कंवल किशोर ग्रोवर, सुरैन लाल कटारिया, अमृत लाल करीर, कंवल चराया, शशिकांत, संजीव बांसल मार्शल, रतन लाल ग्रोवर, गिरधारी लाल मोंगा, डा. मनोहर लाल सुखीजा, प्रमोद जुनेजा, अशोक मनचंदा, बिहारी लाल डोडा, राकेश गिल्होत्रा, सुरेन्द्र सचदेवा एलआईसी, भगवान दास सहगल, राजेन्द्र अरोड़ा, चंद्रकांत, टोनी सेठी, गिरधारी लाल अग्रवाल व रविन्द्र लूना सहित अन्य सदस्य मौजूद रहे।

Peacocks, which used to be a major attraction for residents and outsiders a few years ago, have said "goodbye" to this town bordering Pakistan. The reason: large-scale cutting of trees to make the way for residential colonies. Moreover, the local Badha lake, where they used to breed and grow, has turned dry due to the apathetic attitude of the authorities concerned.

Fazilka, once headquarters of one of the biggest subdivisions of undivided India and Punjab, was famous for having a respectable population of peacocks. But nearly seven peahens and peacocks died in one go in 2000 here after consuming eatables sprayed with pesticides and the death toll kept on increasing.

A section of residents while talking to the Tribune alleged that though peacocks started disappearing from this town for various reasons, the wildlife authorities did nothing to protect them against environmental degradation.

SP (CID), Bathinda, Ajay Maluja, who remained the DSP of this subdivision for four years - from 1997 to 2001-said dozens of peacocks were permanent residents of official residences of the DSP, SDM and others during that period and people used to roam in the civil lines area to have their glimpse.

On the other hand, Karamjit Singh, present DSP of the town who has been living in one of the same houses, said since he joined here on June 19, 2009, he had not seen any peacock so far.

Ferozepur district wildlife officer Harbans Singh Dhillon said the wildlife department was not aware of the fact that Fazilka town was having a good population of peacocks and hence no census was ever carried out. Dhillon added that even he was surprised that why peacocks had disappeared from the town. He said that peacocks were present in the neighbouring Abohar subdivision also.

Navdeep Asija, secretary (administration), Graduate Welfare Association Fazilka (GWAF), said the organisation was trying to bring back peacocks in this town by reviving the lake and creating a huge green cover by planting shady, fruit bearing and other trees in the area.

Experts visit villages near Fazilka, find signs of water toxicity

Fazilka A team of Kheti Virasat Mission (KVM) has found signs of water toxicity in villages like Teja Ruhela and Dona Naanka.

We decided to visit these areas after receiving reports of water contamination," said Umendra Dutt, Executive Director of KVM. "These areas come under the Badal family and it is surprising to see that healthand basic civic conditions of the region is so bad."

Others in Dutt's team included Dr Amar Singh Azad, working president of KVM; Neeraj Atri co-ordinator; Gurpreet Singh, natural farming trainer; Dr Pritpal Singh of Baba Farid Center for Special Children and Jasbir Singh, president of youth clubs organisation.

Dr Azad said the villages were slowly turning into villages of disease. "We found a large number of children suffering from stunted growth. The number of such kids is much larger than the normal population distribution. Most of them show a extreme lack of development in height, weight, physical structure as well as over all well-being. A large number of children, especially young girls, have premature graying and thinning of hair. What is more alarming is a large number of children show signs of environmental toxicity resulting in cerebral palsy/mental retardation/autism/attention deficit and hyperactivity disorder/learning disability."

Skin problems among both adults and children is another major problem. "Almost all the residents suffer from digestive problems. A large number of adult male population suffer from erectile dysfunction. Also, a huge section suffers from malnutrition of varying degrees, including anemia and pica. Most girls have shown signs of premature menarche and a large number of women suffer from menstrual disorders. The prevalence of infertility among couples is also appreciably high. A very large number of women complain of miscarriages. Some of the women have had more than five miscarriages," Dr Azad said.

The visiting team also claims to have observed that the suspected toxicity is leading to considerable drop in yield from fields and milch animals, putting the very existence of the residents in danger.

Although an average buffalo undergoes about 15 cycles of reproduction, here the number has dropped to about seven to eight. Similar to humans, the number of miscarriages among cattle have increased dramatically in the last few years, said Dr Azad.

The residents allege although they fall in a high profile constituency, the machinery of state is virtually non-existent.

"Kheti Virasat Mission intends to undertake a large scale study in villages of these areas to ascertain the spectrum of causes leading to such severe problems, in collaboration with the Center for Science and Environment. It has been recently pin-pointed by various observers that water sources (surface and ground) of Punjab have been grossly polluted by industrial and agricultural toxins," said Dutt. As a first step, the expert panel suggests installation of RO water purifiers for drinking water.

On the occasion of World Environment Day this year, we Graduates Welfare Association Fazilka (GWAF) are going to fix up all the open water-supply connections with PVC Taps. Household survey conducted by the students of Environment Club, Dost Model School in the three suburban localities namely Fazilka mainly Nai Abadi, Teacher Coloney and Dhingra Coloney, detected 63 such open connections. Such open connections are not just reducing discharge pressure but also wasting almost 70% of the fresh water. Low household income in these sub urban localities is the another reason as why after damage such connection remain damaged or open.

Reduction in discharge pressure made difficult to store this water and encourage few individual to install Tullu Pumps in the main pipeline. Further loss of energy and reduce the water supply to the few household falling on same main pipeline. Overall loss of Energy and Water

 Tomorrow team GWAF is going to install PVC taps (low cost, durable and theft proof) on these open connections. On an average Municipality supply monthly about 7000 litre of fresh water per connection, out of which 70% goes wasted as surface runoff. With our small initiative we are estimating to save about 3 lakh litre of fresh water monthly. Talking about this project Mr Rishab Khanna, Funding Director of Indian Youth Climate Network (IYCN) said, "each individual can takeup such small initiatives in their neighborhood and we need to save this precious water for our next generations may be in the form of small contribution". Scenario is the same in other sub urban localities of Fazilka, line Anni Dilli, Nand Lal Coloney, jattian & jhivar Mohalla. GWAF also urge the individual and other social organisations of Fazilka to takeup this call. "Repair of each open connection would not cost more than the cost 1 mineral water cane, but there is a huge saving of water associated with it", said Mrs Meenu Kamra, brainchild behind this initiative. "Due to our negligence and greedy deeds of few, we have already lost our main water sources like Badha lake wetland and ground water table is already depleting. This is a need of hour and if we will not act now, time is not far away when again Fazilka would be the part of Thar Desert", said Dr Bhupinder Singh, Patron GWAF and retired professor, IIT Roorkee. Afforestation drive needs more thrust in Fazilka

Senior officials of the state forest department, including forest minister Tikshan Soon, in repeated statements have expressed inability of the department to plant more saplings and to bring more area under afforestation in Punjab on the plea that there is no sufficient space available for planting the saplings.

This is despite the fact that lakhs of trees are axed every year for widening the roads and raising buildings at different places.

The department, however, has been unable to make up the loss by planting more trees on other vacant areas.

Surprisingly, there are reports that funds worth crores of rupees earmarked for the purpose of afforestation are stated to be lying in surplus. This fact had already been highlighted in The Tribune on April 12.

Despite the situation and ever decreasing green belt, there is some ray of hope for enhancing the area under afforestation. As per information, vast vacant space is available in border areas of Fazilka where lakhs of saplings could be planted and thus the forest department could bring more area under forest cover.

An 18.5 kilometer vast stretch which is about 100 feet wide, situated on eastern bank of Aspal seepage drain (popularly known as Ditch drain) is lying vacant for last about 10 years. This area came into existence when the Aspal drain was dug out in 2000.

The 18.5 kilometer long and 100 feet wide track starts from village Sabuana and ends at creek of Sutlej river near village Dilawar Bhaini. The agriculture experts consider this area to be fertile and suitable for afforestation.

It seems that the forest department has turned a blind eyes despite the fact that the area is quite in knowledge of the forest department, no efforts has been made to convert it into a green belt or for the purposes of bringing the area under afforestation.

Forest department officials on condition of anonymity revealed that more than 2 lakh saplings could be planted on this 18.5 kilometer long stretch.

"The department is aware of the area and it would start plantation from July onwards. In first phase, 10,000 sapling would be planted," confirmed district forest officer Mahavir Singh.

He said the department has asked the canal department to put pillars on the boundary along this stretch so that the farmers who are cultivating their land adjacent to stretch, may not encroach upon.

"We are ready to extend co-operation to the forest department for leveling the proposed land from our own resources," said one farmer Jagtar Singh, whose land is situated adjacent the vacant track in village Karnikhera.

On the other hand, progressive farmer Surinder Kumar Ahuja through the Right to Information Act has sought information from finance commissioner-cum-secretary Forest and Wild Life, Punjab and principal chief conservator forest, Punjab on April 16, 2010 that a vast track on the bank of Aspal drain is available with the department and what were the constraints that prevented their department from planting trees.

However, even after the lapse of the mandatory one month, Ahuja has not received any reply from both the authorities. "I am thinking of filing complaint before the Chief Information Commissioner, Punjab as the authorities are dilly delaying and matter," asserted Ahuja.
