State set to get 2 more districts

Punjab is set to get two more districts and three more towns having municipal corporations (MC), bringing the number of districts to 22 and that of MCs to nine in the state. The two proposed districts are Fazilka — including Abohar and parts of Jalalabad, which are currently a part of Ferozepur district — and Pathankot, which is at present a part of Gurdaspur district. The new MCs will be in Pathankot, Moga and Phagwara.

Ferozepur and Gurdaspur are border districts and by further bifurcating them, the state will get six districts along the international border. At present, there are four districts along the border — Ferozepur, Tarantarn, Amritsar and Gurdaspur.

A senior official said: "Yesterday, the local bodies department had sent the file to the chief minister's office proposing that Pathankot, Moga and Phagwara Municipal Councils be upgraded to municipal corporations. Chief Minister Parkash Singh Badal is likely to give the nod in a day or two. Local Bodies Minister Tikshan Sud has already cleared the file."

At present there are six municipal corporation cities in the state — Amritsar, Jalandhar, Ludhiana, Patiala, Bathinda and Mohali. During the tenure of the SAD-BJP government, Bathinda and Mohali were made corporation cities, now three more are likely to be added to the list.

The BJP has been demanding that the two districts of Fazilka and Pathankot be created. It also wanted Pathnakot to be made a corporation city — the current state BJP president, Ashwani Sharma, hails from the area.

A few months ago, a two-member committee of Deputy Chief Minister Sukhbir Singh Badal and then local bodies minister Manoranjan Kalia was constituted to look into the matter. But it did not submit any report as Kalia had to resign from cabinet.

The demand of creating the districts of Fazilka and Pathankot had been pending for nearly 20 years. In case of Fazilka, people from Abohar found it difficult to reach the district headquarters of Ferozepur. Also, Pathankot was very far from the district headquarters of Gurdaspur.

Residential colony in eco-sensitive zone opposed at Fazilka

The NGOs of Fazilka have flayed the Punjab Urban Development Authority (PUDA) for carving out the proposed residential colony in eco-sensitive zone in the vicinity of Badha lake wetland area here.

Graduate Welfare Association, Fazilka (GWAF) and Shaheed Bhagat Singh Sports club officer-bearers, in a meeting held at the Freedom Fighter Lala Sunam Rai MA Welfare Centre, appealed to the residents to come forward to save the wetland, which is an eco-sensitive and fragile zone.

Notably, PUDA had issued advertisements in different newspapers recently seeking applications for purchasing 56 plots in the proposed six acres of land colony near the SDM residence. The land was transferred by the Punjab Government in favour of PUDA in lieu of the construction of Mini-secretariat by PUDA in Fazilka during the previous Congress regime. GWAF patron Dr Bhupinder Singh, general secretary Navdeep Asija and Sports Club president Paramjit Singh Pamma Warer have expressed concern that hundreds of trees in the only lush green area of the town of the proposed colony would have to be axed for raising the new structures there.

In a letter addressed to KS Pannu, Chairman, Punjab Pollution Control Board, LS Pantra of National Green Tribunal, Ministry of Forest and Environment, Government of India, Deputy Commissioner, Ferozepur, KK Yadav, Asija alleged that the impact on the ecology of Fazilka has also not been addressed in the proposal.

Asija said the Environmental Impact Assessment (EIA) could have been done by the Punjab State Pollution Control Board for this colony as per the EIA notification in 2006.

The Association office-bearers have warned that if the proceedings of the proposed colony are not stalled, they would file a public interest litigation (PIL) in Punjab and Haryana High Court to refrain PUDA from carving out the proposed colony here, informed Dr Bhupinder Singh, patron, GWAF.

While talking to The Tribune, Superintending Engineer, PUDA, Bathinda, Paramjit Singh clarified that EID is mandatory for carving out colonies in 20 hectares of land only.

Singh said there would be no need to fell trees to carry out the construction as the park would be developed in the green area. However, the SE denied any violation of any law in the eco-fragile area.

केंद्रीय पर्यटन मंत्री से की बाधा झील को बचाने की गुहार

पंजाब प्रदेश काग्रेस के पूर्व सह सचिव व मिनिस्ट्री आफ फूड प्रोसेसिंग भारत सरकार के सदस्य अतुल नागपाल ने केंद्रीय पर्यटन मंत्री सुबोध कांत सहाय से दिल्ली में मुलाकात कर उनसे अस्तित्व के लिए संघर्ष कर रही ऐतिहासिक फाजिल्का की बाधा झील को बचाने की मांग की।

नागपाल ने केंद्रीय पर्यटन मंत्री को 11 अकबर रोड, दिल्ली में उनके निवास स्थान पर बताया कि भरत-पाकिस्तान सरहद से लगभग 14 किलोमीटर दूर स्थित फाजिल्का की स्थापना वर्ष 1844 में मियां फजल वट्टू ने की थी। लेकिन इस इस शहर के विकास की तरफ आज तक कोई ध्यान नहीं दिया गया।

नागपाल ने बताया कि उस समय फाजिल्का के गाव बाधा में बनाई गई बाधा झील भी आज अंतिम सांसें गिन रही है। झील के साथ फाजिल्का के लोगों की भावनाएं जुड़ी है और पर्यावरण को स्वच्छ रखने में भी इसका महत्वपूर्ण योगदान है। लेकिन अब पुडा झील के किनारे कालोनी काटने जा रही है, जिससे शहर के सौंदर्यीकरण के साथ साथ पर्यावरण को भी नुकसान पहुंचेगा क्योंकि कालोनी के लिए ढेर सारे पेड़ों को काटना पड़ेगा।

नागपाल ने पर्यटन मंत्री से आग्रह किया कि वह जल्द ही पर्यटन विभाग के अधिकारियों की एक टीम फाजिल्का भेज कर बाधा झील का निरीक्षण करवाएं तथा इसे बचाने का प्रयास करे।

पर्यटन मंत्री ने आश्वासन दिया कि वह शीघ्र ही विभाग की होने वाली बैठक में बाधा झील का मुद्दा रखेंगे और अधिकारियों व सहायक मंत्रियों से विचार-विमर्श करेंगे।

No notified wetland in Fazilka: Ferozepur DC

Ludhiana :: While NGOs are making efforts to revive the dried up Badha Lake Wetland of Fazilka, Ferozepur DC Kamal Kishore Yadav on Tuesday claimed that while there is no notified wetland in Fazilka, the Badha Lake does not exist in the constituency anymore.

The controversy follows the plans of the Punjab Urban Development Authority (PUDA) to sell 8 acres of land in the vicinity of Badha Lake to set up a new colony. Graduate Welfare Association of Fazilka (GWAF) has approached Punjab Pollution Control Board Chairman A S Pannu, Ferozepur DC, Chief Wildlife Warden of Punjab, National Green Tribunal and others for the purpose.

DC Yadav said: "Concrete construction has come up all along the Badha Lake and now, it doesn't exist in reality. Mining is being done in this part of the lake and there are no plans to revive the area. Earlier, Sutlej used to flow very near to Fazilka and therefore, this lake emerged. But now Sutlej is flowing 15 km away from Fazilka. All these years, no NGO had come up to do anything for the lake and now, undue objections are being raised."

The land in question is next to the old British bunglow, which is now the SDM's residence. Earlier, the SDM used cultivate the area, but to earn some revenue, PUDA has decided to do auction this land in the form of an approved colony. The last date of submitting applications is August 16. The construction of the colony will also lead to the felling of hundreds of trees, which are more than 100 years old.

Navdeep Asija, General Secretary of GWAF, said: "Apart from the violation, half of the colony planned falls under the flood plain and discharge basin of river Satluj. Planning residential colony in this flood plain where the plinth level of proposed houses is 1-2 m below the existing high flood level of this area, is not only a violation of building bylaws but also of special recommendations by the Centre's Disaster Management Group."

According to GWAF, the tehsil was established by Britsh Patric Van Agnew in 1844 on the banks of this horse shoe lake. Till late 1980s, Fazilka's eco-system was perfectly balanced by three wetlands — Badha, Jhangar, and Ganj Bakhash. According to the report of the Punjab Science and Technology Council, these three were among the 32 old natural wetlands in the state, which are now almost on the verge of disappearance mainly due to unplanned development that have transformed these sites into dry farmlands.

एशियाई देशों में सूचना तकनीक के साथ परंपरागत यातायात के साधनों का भी विकास हुआ है। यह विकास कैसे किया गया? इसमें नया क्या किया जा सकता है? इस बारे में रिसर्च के लिए मैसाचुसेट्स इंस्टीट्यूट ऑफ टेक्नोलॉजी अमेरिका (एमआईटी) में डाक्टरेट की उपाधी के लिए रिसर्च कर रहे एल्बर्ट चिंग फाजिल्का पहुंचे। उन्होंने रविवार को ग्रेजुएट्स वेलफेयर एसोसिएशन फाजिल्का की ओर से शुरू की गई डायल-ए-रिक्शा यानि ईको कैब और नगर कौंसिल के सहयोग से घंटाघर बाजार को बनाया गया कार फ्री जोन को देखा व ईको कैब सदस्यों के साथ अपने अनुभव साझे किए।
इसके अलावा उन्होंने नगर कौंसिल प्रधान अनिल सेठी से भेंट की व देर सायं सरहद की सादकी चौकी पर होने वाली रिट्रीट सेरेमनी का लुत्फ उठाया। उनके साथ गवफ संरक्षक डॉक्टर भूपिंद्र सिंह, सचिव नवदीप असीजा आदि भी मौजूद थे। असीजा के बताए अनुसार एल्बर्ट चिंग रिसर्च कर रहे हैं कि एशियाई देशों में किस तरह परंपरागत यातायात के साधन, जैसेकि रिक्शा को सूचना तकनीक के साथ जोड़कर मौजूदा समय की जरूरतों को पूरा किया जा रहा है। पुराने एशियाई शहरों में रिक्शा ही एक ऐसा पर्याप्त यातायात का साधन है, जिससे तंग गलियों व पुराने शहरों के अंदर तक जाया जा सकता है। उन्होंने बताया कि वह फाजिल्का की रिपोर्ट एमआईटी में जमा करवाएंगे।यह जानना चाहते हैं चिंग

पहचान की मोहताज ये समाधियां

भारत पाक के बीच 1971 में युद्ध दौरान शहीद हुए 206 वीर जवानों के फौलादी जज्बे को सलाम करने के लिए सियासी नेता और सेना के जवानों के अलावा आम लोगों की ओर से विजय दिवस पर शहीदों की समाधि आसफवाला में शहीदों को श्रद्धांजलि देने के लिए एक बड़ा समारोह आयोजित किया जाता है। लेकिन एक बुलबुले सा जीवन लेकर आने वाले एक दर्जन से अधिक चिरागों ने हमारे जीवन और देश को रोशन करके चुपचाप अनंत में लीन हो गए।
रह गई 6 समाधियां : श्मशान घाट में शहीदों की सिर्फ ६ समाधियां ही बाकी हैं, लेकिन वह भी जर्जर हालत में हैं। इनमें 15 राजपूत बटालियन के जवान शामिल हैं। जवान जम्मू कश्मीर, उत्तर प्रदेश और राजस्थान के रहने वाले हैं। इन्होंने 8 से 14 दिसंबर तक पाक रेंजरों का मुकाबला करते हुए शहीदी प्राप्त की थी। सिपाही सुमेर सिंह ने 8 दिसंबर, लांस नायक मुहम्मद सदीन वासी गाजीपुर यूपी, 13 दिसंबर को सिपाही मिंटू खान वासी राजस्थान और 14 दिसंबर को सिपाही हिजर मुहम्मद कश्मीरी वासी कश्मीर ने कुर्बानी दी थी। भास्कर की ओर से फाजिल्का सेक्टर में शहीदों की गुमनाम समाधियों की यह दूसरी खोज है। इससे पहले सैनियां रोड पर भी 16 गुमनाम समाधियों के बारे में विस्तार से लिखा गया था। जिस पर सैनिक भलाई विभाग के डिप्टी डायरेक्टर ने कार्रवाई करते हुए संभाल के लिए विभाग को लिखा है। अब इन समाधियों के बारे में शहीदों के परिजनों को भास्कर ने लिखा है।दीप जलाता है मनदीप
चाहे प्रशासन ने इन शहीदों की सुध नहीं ली, लेकिन गांव पैंचावाली का मनदीप कंबोज हर त्योहार और धार्मिक दिवस पर श्मशान घाट में पहुंचकर समाधियों के समक्ष दीप जलाता है और नमन करता है। मनदीप का कहना है कि बचपन में बुजुर्ग बताते थे कि यहां शहीदों का अंतिम संस्कार किया गया था, लेकिन आज तक कोई अधिकारी शहीदों की समाधियों की देखभाल को नहीं पहुंचा। उन्होंने बताया कि जवान किसी धर्म के लिए नहीं लड़े, बल्कि देश, अटूट और अखंड भारत के लिए शहीद हुए हैं। शहीदों को देश से दीवानावार मुहब्बत थी, लेकिन प्रशासन ने उनकी कद्र नहीं जानी। मनदीप का कहना है कि अगर शहीदों की ही कोई सुध नहीं लेगा तो शहादत से नौनिहाल प्रेरणा कहां से लेंगे।

बाधा झील बचाने को एकजुट हुए बुद्धिजीवी

शहर के बुद्धिजीवी फाजिल्का को प्रकृति की अनमोल भेंट बाधा झील को बचाने के लिए एकजुट हो गए हैं। पुडा ने इसके किनारे कालोनी बनाने की घोषणा की है, जबकि इसका विरोध कर रहे बुद्धिजीवियों ने किसी भी हालत में झील का अस्तित्व समाप्त न होने देने का संकल्प लिया है।

गौरतलब है कि कांग्रेस सरकार के दौरान मिनी सचिवालय के साथ ज्यूडीशियल कांपलेक्स बनाने के लिए दी जगह के एवज में एसडीएम रेजीडेंस के साथ लगती बाधा झील के किनारे वाली जगह पुडा को सौंप दी गई थी। पुडा ने अब इस जमीन पर कालोनी काटकर बेचने का इश्तिहार जारी किया है।

उधर, बाधा झील का अस्तित्व बचाने के लिए जुटी ग्रेजुएट वेलफेयर एसोसिएशन और शहर के अन्य बुद्धिजीवी इसके विरोध में लामबंद हो गए हैं। एसोसिएशन के संरक्षक भूपेंद्र सिंह व सचिव इंजीनियर नवदीप असीजा ने बताया कि पंजाब के 32 वैट लैंड में शामिल फाजिल्का की बाधा झील का पानी सूखने से पहले से ही उसके अस्तित्व पर खतरे के बादल मंडरा रहे हैं। उस पर रही-सही कसर हमारे नेताओं ने ज्यूडीशियल कांपलेक्स के बदले झील के आसपास की आठ एकड़ जगह पुडा को सौंपकर पूरी कर दी है। पुडा ने भी उक्त प्राइम लैंड की कीमत को भुनाने के लिए प्लाट काटकर बेचने की योजना तैयार कर ली है, जो किसी भी सूरत में पर्यावरण संरक्षण के लिहाज से सही नहीं है।

एसोसिएशन और शहर की अन्य संस्थाएं जहां झील को फिर से सजीव कर पिकनिक स्पाट बनाने के लिए कमर कसे हुए हैं, वहीं पुडा ने झील के किनारे रिहायशी कालोनी बसाने के लिए बेचने के लिए खुली नीलामी की घोषणा कर दी है।

एसोसिएशन झील को सजीव करने के लिए झील के अंदर की जगह भी गांव बाधा की पंचायत से लेने के प्रयास कर रही है। असीजा ने कहा कि नियमानुसार स्थानीय प्रशासन वैट लैंड के आसपास की जगह रिहायशी कालोनी के लिए किसी भी एजेंसी के हवाले नहीं कर सकता। पौधारोपण के नजरिये से भी यह जगह काफी महत्व रखती है। वैसे भी अगर यहां कालोनी बसाई जाती है तो करीब पांच सौ पेड़ काटने पड़ेंगे, जो पर्यावरण संरक्षण के प्रयासों के लिए बड़ा धक्का साबित होगा।

एसोसिएशन के सदस्यों व शहर के अनेक बुद्धिजीवियों ने रविवार को स्थानीय लाला सुनाम राय मेमोरियल सोसायटी के कार्यालय में बैठक कर कालोनी निर्माण के विरोध में अदालत का दरवाजा खटखटाने व लोगों को झील बचाने के लिए जागरूक करने का फैसला लिया है। इसके तहत एसोसिएशन ने फाजिल्का वासियों से उक्त कालोनी में प्लाट न लेने की अपील की है क्योंकि मामला अदालत में जाने से उनकी रकम फंस सकती है।

US scholar urges people to use eco-friendly means of transport

"The government and the people of the country should come forward to promote the use of non-automotive traditional eco-friendly means of transportation in Asian countries to prevent environment and fight against global warming."

"A country like America has committed the blunder of damaging the environment by excessive motorisation. There are over 700 cars against 1000 population in the US creating environmental imbalance," said Albert Ching, a scholar from the Massachusetts Institute of Technology (MIT) (USA) during his visit to the border town today to study the unique dial-a-rickshaw (Ecocab) transport system in Fazilka. The eco-cab was introduced in June 2008.

Albert ML Ching is conducting research on traditional means of transportation in Asia and was here at the initiative of the Graduate Welfare Association, Fazilka (GWAF).

"To attach the modern system with a traditional system like dial-a-rickshaw initiated by the GWAF in Fazilka has prompted me to visit the town to study the system on the spot," said Ching, who is also a Research Assistant, Future of Urban Mobility, Government of Singapore.

The MIT scholar lauded the latest designing of the eco-cab displayed by the GWAF at the Research and Development Centre here set up by its patron Dr Bhupinder Singh, retired professor, IIT, Roorkee.

GWAF patron Dr Bhupinder Singh and general secretary Navdeep Asija said the GWAF effort to promote technical non-motorisation system is to check global warming.

Dr Singh disclosed that the weight of new eco-cab machine has been reduced from 100 kg to 75 kg. "We have improved by installing shock absorbers under the seat and selecting the size of traction wheels. We are now going for tubeless and airless tyres."

Ching and members of the GWAF also distributed two pair of school dresses, Rs 600 per student to three daughters of rickshaw pullers of Fazilka, sponsored by Fazilka-based NRI Vikram Kamra.

City industries have failed to make bicycle popular says MIT student

Despite 95 per cent of rickshaws and a large share of bicycles being manufactured in Ludhiana, the city industrialists have failed to popularise the bicycle as a convenient mode of transport, said Albert Ching, a research student from the Massachusetts Institute of Technology in Cambridge. Ching, who is pursuing a doctorate on non-motorised transport in Asian countries, is in Ludhiana to study the Hi-Bird Cycles manufactured Eco-cabs.

"I'm happy to see new experiments being done to make rickshaws popular, but roads need to be safer and for this, I feel corporate social responsibility lies in the hands of the manufacturers who have not done much as of now," Ching said. The bicycle has become a poor man's ride while car companies have successfully made their products popular, he added. Albert also visited Fazilka to see the Research and Development workshop where three models of Eco cabs are being studied. He urged the industrialists to spread awareness of Eco cabs and bicycles to ensure more people use them. At present, 60 per cent of bicycles are bought by people who cant afford any other mode of transport and not many use cycles for environmental reasons, which needed to change, he added.

उल्लेखनीय है कि ग्रेजूएट्स वेलफेयर एसोसिएशन फाजिल्का की ओर से शुरू की गई डायल-ए-रिक्शा यानी ईको कैब और नगर कौंसिल के सहयोग से घटाघर बाजार को बनाया गया कार फ्री जोन ने देश-विदेश में ख्याति हासिल की है। सचिव नवदीप असीजा ने बताया क एल्बर्ट चिंग अपनी रिसर्च में अध्ययन कर रहे हैं कि एशियाई देशों में किस तरह परपरागत यातायात के साधन जैसे कि रिक्शा को सूचना तकनीक के साथ जोड़ कर मौजूदा समय की जरूरतों को पूरा किया जा रहा है।

Ecocab lures American scholar to Fazilka

The Ecocab has caught the attention of researchers abroad. Albert Ching, a scholar of Massachusetts Institute of Technology (MIT), Cambridge, will visit this border town on July 16 to study the unique transport system.

Ching's visit comes at the initiative of the Graduate Welfare Association Fazilka (GWAF) that had introduced the Ecocab in June 2008.

The foreign scholar will interact with Municipal Council President Anil Sethi, Ecocab operators and their family members.

"Ching will submit his report to MIT as a part of his research," said Navdeep Asija, general secretary, GWAF.

Ching would also visit the vehicle-free zone around the historical Clock Tower of Fazilka and the Research and Development Centre run by Bhupinder Singh, retired professor, IIT, Roorkee.

MIT students to do a study on ‘dial-a-rickshaw’

Ludhiana : The concept of dial-a-rickshaw introduced by the Graduates Welfare Association of Fazilka(GWAF) has become popular in not only Punjab, but also among the team members of Massachusetts Institute of Technology, Cambridge, USA. In order to understand this concept and to do a study on this traditional mode of transport in Asian countries, a team led by Albert Ching reached Delhi today.

Albert will be arriving in Chandigarh tomorrow. The team will go to Patiala on April 15 and Fazkila and Ludhiana on April 16. Albert is doing a doctorate on this rickshaws from Massachusetts Institute of Technology.

Navdeep Asija, Secretary of Administration, GWAF said, "In Fazilka, with the help of BSNL, we now have 900 cell phones with GSM facility, which are to be given to rickshaw pullers where masses can call for hiring a rickshaw.Earlier the numbers of nearest tea stall owners at rickshaw stands were given, which was not very successful."

He added, "In Patiala, one call centre is already operational for the dial-a-rickshaw concept but only 50 rickshaw pullers are under this network as of now."
Ludhiana-based Safari Bikes is manufacturing these lightweight ecocabs, which are being given on a 4% flat rate of interest to rickshaw pullers.Albert will be seeing the manufacturing technique in Ludhiana, while in Fazilka he will study the pattern of dial-a-rickshaw and the research and development centre being run by Bhupinder Singh, a member of GWAF.

According to Albert, "Road infrastructure has not improved as much the way cars and other heavy vehicles have come on Indian roads. I am excited to visit Punjab to see the environment-friendly vehicle on roads and the methods being adopted to make it more popular."

According to a data, 3 lakh families in Punjab earn livelihood through rickshaws. GWAF will also be giving books, school fees and uniforms to ecocab drivers, whose daughters are studying in Class XI and XII on July 17 to encourage higher education of girls.

अमेरिकी अनुसंधानकर्ता देखेंगे इको कैब

एशियाई देशों में सूचना तकनीक के साथ-साथ परंपरागत यातायात के साधनों का भी विकास हुआ है। यह विकास कैसे किया गया। इसमें नया क्या किया जा सकता है। इस बारे में मैसाचुसेट्स इंस्टीट्यूट 
ऑफ टेक्नोलॉजी अमेरिका (एमआईटी) में डाक्टरेट की उपाधि के लिए रिसर्च कर रहे एल्बर्ट चिंग फाजिल्का पहुंचेंगे। वह सिंगापुर से पहले चंडीगढ़ पहुंचेंगे और शनिवार को फाजिल्का पहुंचकर रिसर्च करेंगे। 
कौंसिल अध्यक्ष से करेंगे बैठक: एल्बर्ट चिंग फाजिल्का नगर कौंसिल अध्यक्ष अनिल सेठी से बैठक करेंगे और उनसे अपने अनुभव सांझा करेंगे। इसके बाद वह फाजिल्का की रिपोर्ट एमआईटी में जमा करवाएंगे। बता दें कि टेक्नीकल यूनिवर्सिटी ऑफ वियना, ऑस्ट्रिया के परिवहन विभाग ने फाजिल्का का अध्ययन अपनी पाठ्यक्रम के साथ अपनी वेबसाइट पर भी प्रकाशित किया हुआ है। 

यह देखेगी टीम : ग्रेजुएट्स वेलफेयर एसोसिएशन फाजिल्का की ओर से शुरू की गई डायल -ए -रिक्शा यानि ईको कैब और नगर कौंसिल के सहयोग से घंटा घर बाजार को बनाया गया कार फ्री जोन ने देश विदेश में ख्याति हासिल की है। एल्बर्ट चिंग इन दोनों जगहों को देखेंगे। गवफ सचिव नवदीप असीजा ने बताया क एल्बर्ट चिंग अपनी रिसर्च में अध्ययन कर रहे है कि एशियाई देशों में किस तरह परंपरागत यातायात के साधन जैसे कि रिक्शा को सूचना तकनीक के साथ जोड़ कर मौजूदा समय की जरूरतों को पूरा किया जा रहा है। पुराने एशियाई शहरों में रिक्शा ही एक ऐसा पर्याप्त यातायात का साधन है जिससे तंग गलियों व पुराने शहरों के अंदर तक जाया जा सकता है।

Only promises, no bridge for village near Pakistan border

The 400-odd residents of Mohar Jamsher village under Fazilka municipal corporation, it seems, are too small an entity to matter to the political powers.

In a move that is repeated year after year, the only bridge connecting the village, which shares a border with Pakistan on one side and is locked by river Sutlej from three sides, was dismantled by the Army officials after the monsoon set in. The bridge would be reconstructed only after the monsoon is over. In the rainy season, the villagers are forced to use boats.

Deputy Commissioner Kamal Kishor Yadav, who visited the villages along the Sutlej river in Ferozepur District to take stock of flood like situation, said,"It does not seem possible to construct a bridge for a population of about 400. The temporary bridge here is demolished and reconstructed every year. As of now boats are the only way for the villagers to move for work in other villages. They have been commuting like this for the past many years."

Fearing flood, the villagers have started shifting their valuables to nearby villages.They feel cheated as once again the construction of a permanent bridge has been put on the back burner. Every year, the temporary bridge costing more than Rs 2 lakh, is demolished ahead of the monsoon and re-built after the rainy season.

Yadav expressed helplessness when he said the administration has no permanent solution for the problem faced by the villagers. "In case of rise in level of river water, our teams will evacuate the villagers."

Ironically, every time there are elections, the contestants promise to a get a bridge connect the village to the main road constructed. However, the promises have remained on paper only. In fact Sher Singh Ghubaya, who won the parliamentary elections from Ferozepur, had even mentioned the construction of the bridge in his election agenda. However, he failed to visit the village after winning the elections.

Former CBI Director Joginder Singh would release the local author Ashwani Ahuja's self-help book "Let's Write Our Destiny" on July 6 at Aaha Restaurant here. Press Council, Fazilka, would organise a programme to release the book.

Fazilka SDM Ajay Sood would preside over while Capt MS Bedi would review the book. "This book is for all those who dream to become big achievers," claimed Ahuja.
