Punjab’s agro-processing sector cheers as investments flow in

Saturday, January 29, 2011 08:00 IST
Our Bureau, Mumbai

The union ministry of food processing industries must be sulking for investmnets in the sector but for Punjab the story is certainly different. With Rs 300-crore investment proposals coming in the agro-processing sector, the state is looking forward to potential employment opportunities and growth in the state's economy.

The investment proposals that came in the state's agro-processing sector included setting up of two textile units, expansion of barley processing plant, union food processing ministry's mega food park and a biogas-plant in the state.

"The screening committee of the Punjab government has cleared these projects," a senior official of the state-owned Punjab Agro Industries Corporation (PAIC), said.

Punjab offers incentives such as exemption in stamp duty on buying land, electricity duty, etc, on setting up a mega project with an investment over Rs 25 crore in the state.

The UB Group's subsidiary, Maltex Malsters, has proposed to expand its barley processing into malt capacity from 20,000 tonnes to 50,000 tonnes per annum in the next 12 months, at a cost of Rs 31 crore. The company had a unit in Patiala and it uses malt for its distillery business.

Another project proposal in the offing is the state's first mega food park, conceptualised by the union food processing ministry, to be set up at Fazilka with an investment of Rs 132 crore, offering 5,000 jobs. The ministry has assigned this project to International Fresh Farm Products Limited.

The park will have a state-of-the-art infrastructure meant for agro or food-processing sector along with value chain from farm to market that would help in attracting investments in food processing and fetch remuneratives to the farmers.

Another company called Sampuran Agri Ventures has proposed to set up a paddy straw- based biogas generation plant at Fazilka, entailing an investment of Rs 62 crore, with a processing capacity of 105 tonnes per hour.

Punjab has received investments worth Rs 5,000 crore in farm processing units in the last four years.

Zamindara Farm Solutions launches programme, training centres

Vijay C Roy/New Delhi/ Chandigarh - Jan 28,2011 00:15 AM

Taking a step ahead, Punjab-based Zamindara Farm Solutions (Pvt) Ltd, which offers agricultural equipment to farmers at a nominal rent, intends to open 150 training centres covering 800-900 villages across the state in the next 12 months to train rural youth on agricultural equipment. According to the company, the initiative will not only help the rural youth to get employment but also help in making agriculture sustainable for small and marginal farmers.

It has transformed itself into a large supplier of agriculture goods and services. It operates one of the largest equipment bank, one of its kind, in Punjab.

Speaking to Business Standard, Zamindara Farm Solutions Director Vikram A Ahuja said, "We had set up a training centre in Malout for rural youth on farm mechanisation equipment including maintenance in association with the state government which would be inaugurated very soon. Similarly, we wish to set up sub-centre across the state. Initially, we plan to set about 150 centres in association with local panchayats, local people or may be in association with state government.&"

He added, farmers in Punjab have traditionally taken costly bank loans to buy expensive farm equipment. This equipment has been by and large underutilised due to the small size of the farm holdings (4.2 million hectares are cultivated by 1.5 million families) and the seasonality of use. With this situation in mind we have formed the company. "We have launched Karz Mukt Kisan (Debt Free Farmer) program, which in addition to providing equipments on hiring basis also encourages water conservation and soil improvement,&" he added.

National Rural Games:Fazilka girl wins bronze in badminton

Praful C. Nagpal

Fazilka, January 20
Despite the blot of female foeticide on the Malwa region, girls here are surpassing the boys in various fields. A teenaged girl of Fazilka, Vasundhara (14) has achieved the rare distinction of winning a bronze in the national rural games that concluded at Fatehgarh Sahib in Punjab recently.

A student of class VIII at the local Army School, she is the daughter of a sports teacher, Neeraj Bhaskar, and a BSNL employee, Pawan Sharma.

Vasundhara has won the bronze in the under-16 category in the national-level badminton tournament. Notably, Vasundhara had led the Punjab state badminton team in the tournament in this category.

She has been shining in the games at the state and national-level during the past two years. In November 2010, in the state-level tournament, held at Ludhiana, the badminton team of Ferozepur district led by Vasudhara had also won the gold medal.

An all-rounder, Vasundhara has not only exhibited her talent in sports but has also proved her capability in the education. The achievement of Vasundhara has become more significant as she belongs to a border town where the basic facilities are negligible.

Despite repeated demands, no wooden badminton court has been set up in any of the government or private institutions. Moreover, no good badminton coach is available in the town to boost the game.

"I am fascinated with Gopi Chand Pulela, a former All-England badminton champion. My target is to win the reputed international grand slam for my country," said Vasundhara.

Dream to make border town a tourism hub likely to come true - Fazilka

Praful Chander Nagpal

Fazilka, January 17
Fazilka, the 165-year-old historical town situated on the Indo-Pak border, is going be developed as tourism hub soon. The representatives of different NGOs have been yearning to set up a tourist centre in this area for long.

"We have prepared a comprehensive plan for setting up a tourism hub in the rural area of Fazilka sub-division and have sent it to the Tourism Department (Government of India) through the state government for approval. The administration is keen to develop the important and historic areas of Fazilka as tourist centres," confirmed Ferozepur Deputy Commissioner Kamal Kishore Yadav.

"If the Central government approves the project, a sum of Rs 75 lakh can be allotted for the project," he added. "The Graduate Welfare Association Fazilka (GWAF) has been demanding a tourism hub in Fazilka for the last two years. Now, it has also released a Fazilka tourism logo," said Navdeep Asija, general secretary, GWAF.

As per the information available, Sadiqi JCP where the retreat ceremony is performed daily, War Memorial of the 1971 Indo-Pak war heroes at the border village Asafwala, the historical Clock Tower of Fazilka, footwear (Jutti) and Raghuvar Bhawan Bangla (old name of Fazilka), where at present the official residence of the Fazilka SDM is situated and Gol Kothi (the oldest buildings of the town) can be promoted and developed as tourist spots.

The magnificent war memorial of the 1971 Indo-Pak heroes, who had attained martyrdom while defending the country during the war, is situated in the border village Asafwala, seven kilometres from here on the national highway 10.

About 280 officials and jawans of four Jat Regiment, 15 Rajput Regiment and three Assam Regiment of the Indian Army had made supreme sacrifice in the war.

A collective cremation of the martyrs of of four Jat Regiment was performed here. Shaheedon Ki Samadhi Committee Asafwala (Fazilka) has been maintaining the memorial properly. The photographs of the martyrs, war history, war scenes and insignias related to war and Army have also been displayed in a museum raised in the premises of the war memorial. Scores of people daily pay the obeisance at this place.

The president of the committee Sandeep Gilhotra has demanded that this best privately managed war memorial should also be taken into consideration to be developed as a tourist place.

"Sadiqi joint check-post (JCP) is the last point on the national highway no 10 in Fazilka sector. Sadiqi border was named after the nearby shrine of Peer Sadiqi. People from both the countries, who had segregated during the partition of the country can meet and greet each other after the daily retreat ceremony," he said.

"Hundreds of residents visit the JCP daily to see the retreat ceremony, which is carried out by a thrilling parade by the Border Security Force (BSF) and the Pakistan Rangers.

"It has been proving to be a spectacular entertainment for the crowd," added Sandeep Gilhotra.

Gilhotra further said that if somebody comes to Fazilka and does not visit the North India's tallest Clock Tower and its beautiful complex brimming with lustrous and sparkling lights at twilight atop it, he misses the most beautiful view.

The Fazilka Clock Tower complex is the city's commercial as well shopping hub. It is also the first 'car-free zone.'

Fazilka's Clock Tower, designed by architect SD Wasan and built by the city's philanthropist Ram Narayan Periwal, is an example of the finest quality of masonry.

Another project which can be involved in tourism, can be Fazilka's famous footwear (Jutti) venture. Most of the politicians, bureaucrats and VIPs prefer to wear Fazilka Jutti.

Besides dozens of shops are stacked from floor to ceiling with these slippers in the Indira Market and in the Clock Tower vicinity.

The art of making colourful artistic and tilla embroidered jutti of Fazilka came along with the migrated people from Kasur area of Pakistan after the partition, who settled in Fazilka.

According to Asija, about 500 artisan families and their next generations are involved in the business.

"The popular Jhoomer dance of the state, which originated from Fazilka, Moora (a type of settee), waan and Munj (used in weaving beds in the rural areas) can also attract the tourists to the rural areas of this border sub-division," he added.

The GWAF is hoping that the Centre would give its nod, thus giving fillip to tourism in the area

IFFCO chief Jakhar dies in freak gunfire

Times of India, 18 January 2011
ABOHAR: Former Lok Sabha speaker Balram Jakhar's son and IFFCO chairman Surinder accidentally shot himself in the head and died on Monday when he was cleaning his revolver at his farm. The incident took place in Maujgarh village, 12 km from Abohar in Ferozepur district, police said.

Surinder, 58, was an apolitical person and directors elected him chairman of the cooperative unopposed for four terms. The gun went off accidentally and the bullet pierced his head, police said, quoting Sandeep, son of Sat Narayan, a relative of the deceased. Superintendent of police Varinder Singh affirmed that the death of Surinder was accidental.

The farmers' cooperative chief was dead by the time he was wheeled into the civil hospital at Abohar, senior medical officer Romesh Verma said. The police registered a case under Section 174 of the Indian Penal Code. The body was handed over to the family after autopsy.

Surinder had asked his manager and an aide to leave for the farm office while he finished some work, a source said. His younger brother, Sunil Jakhar, who was in Ferozepur to attend a meeting of the Congress party when the incident took place, rushed to Abohar. Balram Jakhar, a senior Congress leader and also former governor of Madhya Pradesh, was in Delhi and left for Abohar immediately after he got to know of the tragedy.

Surinder is survived by his wife, son Sandeep, who is district president of Youth Congress and a married daughter. He was involved with cooperatives for about three decades and is known for his work on agricultural and rural development.

He was widely travelled and worked on ways to give farmers better financial returns through the cooperative movement. In 1987, he was elected managing director of the Fazilka Cooperative Society and became director of IFFCO, the country's biggest farm inputs cooperative, in 1988. He took over as the cooperative's youngest chairman in 1997.

Zealous advocate of co-operative movement

ABOHAR: Born on April 5, 1953, in a prominent family of Congressmen, Surinder Jakhar remained apolitical throughout his life, though he started his career as a sarpanch of Panchkosi village in 1980.

Jakhar, who chose not to follow in the footsteps of his father, Balram Jakhar, former Lok Sabha Speaker, and younger brother Sunil, who is an MLA from Abohar, was a graduate from DAV College, Punjab University, Abohar. He was actively involved in cooperatives for about three decades. During his long and illustrious career, he made significant contribution towards accelerating agricultural and rural development.

A widely travelled person, he carried with him rich and varied experience in the field of agriculture and cooperatives. His zeal in solving and improving the financial position of rural people, particularly the farmers, and augmenting their income through cooperatives was the inspiration behind his joining the cooperative movement.

Jakhar's dream comprised networking cooperatives all over the world to meet the various requirements of people at large for their economic betterment. In 1987, he was elected as the MD of Fazilka Cooperative Society and presently was enjoying his fifth term.

He first became director of IFFCO in 1988 and then became the youngest chairman in 1997. He was serving his fourth term as chairman IFFCO. He was the founder chairman of IFFCO Tokyo general insurance company and also served as director Kribhco and Markfed. He was awarded best co-operator of the year in 2001 in a state-level function. He also became the director of International Co-operative Association (ICA) twice.

Under Jakhar's leadership, IFFCO set new record of selling 112 lakh MT of fertilizers in 2008-09 and achieved an all-time record turnover of Rs 32,933 crore in 2008-09. IFFCO had earned a net profit of Rs 360 crore in 2008-09.

During his tenure, IFFCO successfully forayed into the rural telecom sector by forming IFFCO Kisan Sanchar Limited, IFFCO Chattisgarh Power Limited in Power sector and became the first company in India to make a SEZ for farmers as IFFCO Kisan SEZ.
