Eco-friendly ‘Nano’ on Fazilka roads

Located in the close vicinity of the Indo-Pak border, this small town famous for its wool market and 'juttis' (foot wears), became first town of the country where the eco-cab rickshaw named as 'Nano' has been introduced today by the Graduates Welfare Association Fazilka (GWAF).
The GWAF has already introduced eco-cab under its 'Dial-a Rickshaw' project, last year and it has been running successfully. The introduction of Nano rickshaw is done under the concept of modern transportation system in the city.
Navdeep Asija, secretary (Administration), GWAF, while talking to TNS today said that Nano rickshaw had been fitted with number of features to make it attractive, comfortable for the commuters and puller, road friendly and safe. He added that within a few months, the lanes and by-lanes Nano rickshaw of the city would be flooded with Nano rickshaw, exclusively produced by the GWAF.
He pointed out that design of Nano rickshaw was prepared by Kirti Dixit, a student M. Tech in the Industrial Designing of School of Planning and Architecture, Delhi. The model of Nano rickshaw from that design was prepared by him along with Bhupinder Singh, retired professor of IIT, Roorkee.
The Nano rickshaw is light in weight weighing around 55 kilograms as compared to 85 kilograms weight of normal rickshaw. It was fitted with roofs for saving the pullers and commuters from blistering sun and rains. The rickshaw was made of iron pipes instead of wooden sheets to increase its durability and to decrease its weight.
There would be enough space in the Nano rickshaw to keep luggage of the commuters. The ride on the rickshaw would be so comfortable that commuters could read while travelling on the same. The Nano rickshaw was fitted with reflector, which would make it safer on the roads.
The floor level of Nano rickshaw had been lowered than the floor level of normal rickshaw to enable the elderly people to climb on it with ease. The rear side of this rickshaw would be used for displaying the advertisements for business houses on rent basis.
Talks were going on with a Delhi-based bank to make arrangements for the soft loans for the rickshaw pullers of this town, who were now using wooden rickshaws made in Meerut and other parts of the country, to purchase Nano rickshaws.
He said that formal launching of Nano rickshaw would be done tonight.

Centre for Active Transport (CAT) with the generous support of DIMTS, iTRANS and TI Cycles facilitated a community dialog on "Status of Non-Motorised Transport in India" at the Urban Mobility India 2009 Conference and Exhibition at the India Habitat Centre during December 3-5, 2009. This event was organized by The Institute of Urban Transport, India, and sponsored by Ministry of Urban Development (MOUD) as envisaged in the National Urban Transport Policy, 2006.
Centre for Active Transport created a coalition with multiple agencies representing the government, business and civil societies for the Urban Mobility India 2009. These include Centre for Science and Environment (CSE), Delhi Integrated Multi- Modal Transit System Ltd (DIMTS), EcoMove Solutions, Goa Cycle Club (GCC), Graduates Welfare Association Fazilka (GWAF), Innovative Transport Solutions Pvt. Ltd (iTrans), Interface for Cycling Expertise (I-CE), Institute of Democracy and Sustainability (IDS), Indian National Trust for Art and Cultural Heritage (INTACH), I-Initiate, Khar Bandra Santa Cruz Foundation (KBSF), MOZAIC Design, Pradeep Sachdeva Design Associates (PSDA), Pune Traffic and Transportation Forum (PTTF), Ride A Cycle Foundation (RACF), Sandeep Gandhi Architects (SGA), TI Cycles, Transport Research and Injury Prevention Programme (TRIPP) and United Traffic and Transport Infrastructure Planning and Engineering Centre (UTTIPEC).CAT coordinated a community voice on non-motorized transport in India at the common exposition space where all friends of non-motorized transport were invited to contribute their message in the form of posters and audio visuals or by just being in the space and engaging the conference participants in a dialogue on the importance of non-motorized transport

The policy still remains on paper, therefore, the coalition of friends of active transport have gathered here to create a critical mass of voices for on the ground change. The Ecocab service of Fazilka, popularly known as Fazilka Pushpak Sewa, today turned one year old. Notably, with the launch of the service - a brainchild of the Graduate Welfare Association, Fazilka (GWAF) - a year ago, eco-friendly rickshaw became just a call away in the city.
Celebrating the occasion, the association brought the rickshaw pullers under insurance cover, besides, launching welfare schemes for their kids.
The GWAF provided Digital Identity Cards (DIC) to altogether 250 registered rickshaw pullers of the town. The digital cards were distributed by the municipal council president Anil Sethi.
The notable feature of the DIC is that all the card holder rickshaw pullers have been covered under the health insurance scheme up to Rs 50,000.
The premium of which will be paid by the GWAF. With the health insurance cover, the rickshaw pullers will be entitled to free treatment up to Rs 50,000 at private nursing home of the town, namely Chandravati Hospital, Sachdeva Hospital, Gurpta Nursing Home, Jassi Heart Care Centre and Dhawan clinic.
According to the GWAF general secretary, Navdeep Asija, the insurance cover had been offered to the rickshaw pullers to provide them better health facilities in case of any accident or disease.
The GWAF active member Vikram Ahuja said that besides the GWAF has also made provision to provide education to the children of rickshaw pullers at a nominal rate of Rs 10 per month at a local Satsang Primary School.
The school managing committee would provide the children with free text books, notebooks and a set of winter uniform.
On this occasion, MC president Anil Sethi said that those rickshaw pullers, who had no houses, would be offered residential plots measuring 675 square feet at nominal rates on easy installments to enable them a better living.
The GWAF has suggested the rickshaw pullers that they could display publicity material of different companies like flex board on rear part of their rickshaw and hence earn about Rs 100 per month for such display.
He said that according to a survey conducted by the GWAF, each rickshaw puller runs a distance equal to an auto three wheeler which would consume two litres of fuel per day. Hence about 900 litres of fuel consumption is saved everyday besides preventing air pollution.
To mark the first anniversary of sewa, the MC president Anil Sethi inaugurated the office of rickshaw union opposite the local main bus stand.

Punjab celebrates success of eco-cabs-Asian Age

June 21: A group of IIT graduates in the remote south-western Punjab city of Fazilka are celebrating the success of the eco-cab — a new ergonomically designed cycle-rickshaw launch as part of an unprecedented, environmentally friendly public transport service in June 2008.
Mr Navdeep Asija, a young design engineer, and his colleagues who helped launch Fazilka's eco-cabs as part of a community service programme said a number of initiatives have now been included to make the service sustainable.
"All rickshaw pullers who opted for the new eco-cabs have been insured for Rs 50,000 each. They have also been given access to free medical care in five privately-run hospitals in the city," he said adding that as further incentive, "we are offering free education to the 10 brightest children of the eco-cab pilots (rickshaw pullers)."
Much like radio-cab services in bigger cities but completely non-polluting, the eco-cab service was launched with a single call centre in the centre of town where rickshaw pullers respond to calls from prospective customers.
Today there are multiple call centres and the average call rate is happily rising. "We are up from about 20 to 35 calls per day," Mr Asija said.
Joining in the determined venture, Fazilka's municipal council recently chipped in with permanent sheds with proper drinking water arrangement for rickshaw pullers at all the eco-cab call centres.
Mr Asija and his friends say they want to change the face of their city. "People who see our city must wish they had also been brought up on the water of Fazilka," says a single line that seeks to sum it all on the design engineer's blog.

रिक्शा चालकों का जीवन सुरक्षित करेगा श्रम विभाग

मजदूर वर्ग का जीवन स्तर ऊंचा उठाने के लिए सरकार ने गंभीरता से प्रयास शुरू कर दिए है। इसके तहत राज्य के लेबर कमिश्नर ने सभी जिलों के असिस्टेट लेबर कमिश्नरों को रिक्शा चालकों व गलियों में रेहड़ी लगाने वाले श्रमिकों का विवरण इकट्ठा करने के निर्देश दिए है, ताकि उनका जीवन बीमा किया जा सके।
केंद्र की मिनिस्ट्री आफ लेबर एंड इंप्लायमेंट के आदेश पर राष्ट्रीय स्वास्थ्य योजना के तहत गरीबी रेखा से नीचे रहने वाले गरीब श्रमिको के साथ गरीबी रेखा से ऊपर रहने वाले गरीब श्रमिकों का जीवन व स्वास्थ्य सुरक्षित करने के लिए उनका बीमा करने का निश्चय किया है। इसके लिए सभी असिस्टेट लेबर कमिश्नरों को आदेश दिया गया है कि वह अपने अपने इलाके में रहने वाले गरीब रिक्शा चालको व गलियों में रेहड़ी लगाकर अपना व अपने परिवार का भरण पोषण करने वालों का विवरण जुटाएं, ताकि उनका बीमा किया जा सके। हालांकि यह आदेश जारी हुए दो महीने से अधिक हो गए है और साथ ही मंत्रालय ने यह आदेश भी दिया था कि 15 दिन के भीतर सभी आंकड़े विवरण सहित तैयार कर लिए जाएं, लेकिन इस रास्ते में सबसे बड़ा अड़ंगा यह लग रहा है कि बीमा योजना का लाभ सिर्फ उन्हीं रिक्शा पुलर या स्ट्रीट वेंडर को मिलेगा, जिन्होंने नगर परिषद से उक्त कार्यो का लाइसेंस प्राप्त किया होगा। हालांकि नगर परिषद में लाइसेंस बनाने का प्रावधान है, लेकिन अधिकांश रिक्शा पुलर व स्ट्रीट वेंडर कागजी कार्रवाई से बचने के लिए खुद का लाइसेंस बनवाने की बजाए रिक्शा किराए पर लेकर चलाते है।
इसके चलते असिस्टेट लेबर कमिश्नर विवरण इकट्ठा करने में असहाय महसूस कर रहे है। वह नगर परिषद के सहयोग या किसी स्वयंसेवी संगठन के सहयोग की आस में है जो रिक्शा पुलर व स्ट्रीट वेंडर के लाइसेंस तैयार करवा, उनका विवरण तैयार करने में सहयोग कर सके।
इस बारे में रिक्शा पुलर की बेहतरी के लिए कार्य कर रही एनजीओ संस्था ग्रेजुएट वेलफेयर एसोसिएशन फाजिल्का के युवा इंजीनियर नवदीप असीजा से संपर्क किया तो उन्होंने इस योजना पर प्रसन्नता जताई। उन्होंने कहा कि बीमा लाइसेंस के आधार पर नहीं बल्कि रजिस्ट्रेशन को आधार बनाकर किया जाए। इस कार्य में उनकी एसोसिएशन सरकार का पूर्ण सहयोग करेगी।

A festival helped a small town in Punjab discover car-free mobility
Fazilka is a small, 162 year-old town on the India-Pakistan border in Ferozepur district. Its unkempt, garbage-strewn congested streets with small, bustling shops are nothing out of the ordinary. But this town of about 68,000 people—and about 45,000 vehicles on its narrow lanes—has removed one source of congestion: cars.
From November 21 this year, it has banned the entry of cars in the main market around the Ghanta Ghar (Clock Tower) between 10 am, when most shops open, and 7 pm, when the shopkeepers head home. Two wheelers are allowed, but the town plans to take care of them gradually. This despite opposition to the ban initially, especially from shopkeepers who feared losing clientele.
Fazilka’s unusual story began with a festival in 2006. In the last week of March that year, a citizens’ group of about 250 people called Graduates Welfare Association Fazilka (GWAF) organized the Fazilka Heritage Festival.
For this, a stretch of 300 metres on the Sadhu Ashram Road, not far from the current car-free zone, was converted into a pedestrian street.
The festival was a success, said Bhupender Singh, a retired professor of mechanical engineering studies at iit Roorkee and an architect of this project.
“Without cars, there was a lot of road space for everybody. There were stalls selling everything from food to handicrafts and people danced on the streets without the fear of being run over,” he added.
Festivals change cities
The festival was held again next year, though at a different location: the Salem Shah East West Corridor, which crosses the Ghanta Ghar, was chosen.
This time, the car-free zone extended about a kilometre. The festival went down well with the residents and set the tone for a dedicated car-free zone.
“It is only logical that first the most congested area of the town should be freed from traffic,” said Navdeep Asija, project manager of the Punjab Roads and Bridges Development Board, now based in Chandigarh. Asija had been studying the town’s traffic problems since 2006. “Fazilka is approximately 10.29 sq km big with each side spanning just a little over three kilometres. It can easily become a pedestrian’s city, with motorized vehicles used primarily for transportation of goods.”
The festivals alone did not ensure a permanent car-free zone. gwaf was trying to convince the municipality to designate a car-free zone. Initially, the shopkeepers were not too keen on the idea as they thought it would drive away customers, said Asija, adding that the municipality feared protests.
The stalemate continued till September 2008, when Anil Sethi took over as the president of the municipal committee. A trader himself, Sethi heard gwaf’s idea of a car-free zone, got interested, and set about implementing it. He considered such a scheme beneficial to Ghanta Ghar shopkeepers because it would decongest the area. Sethi’s clout among the traders helped him convince them.
In the following month Sethi, along with gwaf members, held several meetings with traders and their associations for creating consensus. “It was mainly the wholesellers who were against the scheme. They thought it would obstruct the movement of their goods. But we convinced them,” said Sethi.
The Ghanta Ghar market has three roads jutting out of it in three different directions. The lane encircling the Ghanta Ghar is about 200 metres long and is now free of traffic as the three roads have been barricaded. About 800 metres of the road connecting Hotel Bazar in the north to Wool Bazar in the south has been blocked. Another 400 metres of the Salem Shah Road on the east, starting at Sarafan Bazar, has been barricaded. The fourth arm in the west had already been blocked by a temple.
Profits follow car ban
Once apprehensive, the shopkeepers in the Ghanta Ghar market are happy with the ban now. There is no official monitoring of pollution in Fazilka, but shopkeepers claim the air is cleaner. "I used to keep a jug of water for my staff and customers. Before the car ban, I had to change the water every hour as it would turn dirty," said Vicky Chabbra, owner of Fancy Bartan Store, a utensils shop. "Now, it remains in the jug for an entire day and still looks clear." Chabbra said sales in his shop have increased 25 per cent since the ban.
One less wheel, more convenience
Roshan Lal, who sells chaat a few metres away from the utensils shop, corroborates Chabbra. "People have more time now. They come and enjoy their food without being hassled about whether their cars are blocking the road," Lal said. Vikram Ahuja, owner of Zamindara Farm Solutions, wants the concept replicated in other parts of the town. "Fazilka is a small town; one can easily walk from one corner to the other," he said.
The car-free zone has spurred many an ambitious dream. There are talks of converting the Ghanta Ghar market into a pedestrian mall, with brightly coloured shops selling everything from cotton handkerchiefs to LCD televisions. There are plans to renovate a section of the market and make it an exclusive food court.
Sethi plans to free most of the city of cars eventually. Asija mentioned the next street to be freed of cars: about 800 metres of the Bank Street running parallel to the north-South Street would be brought under regulation.
There is a popular desire to see municipal president Sethi win the world's best mayor award for successfully making a part of the city an eco-healthy zone.
Post-modern transport
In tune with a car-free zone, the Graduates Welfare Association Fazilka promotes cycle rickshaws—as ecocabs. There are about five rickshaw unions in Fazilka, each registered over 40 years ago. Talking about Fazilka’s innovative ecocab project, which works much along the dial-a-cab line, Umesh Kukkar, association president, said, “The rickshaws and their union already existed; all we had to do was organize them.”
The scheme provided relief to a public health problem in Fazilka: fluorosis. The Geological Survey of India had had said a few years ago that Fazilka should be put on fluoride red alert. Studies have shown that the fluoride content in tubewell water in Fazilka is 6-12 mg per litre—four to eight times the standard. Almost 70 per cent of Fazilka’s population suffers from dental decay.
Pain and damage to joints are common (see ‘Flooded with fluoride’, Down to Earth, March 31, 2003). The dial-a-rickshaw business, launched in June 2008, has been a
hit, especially among the elderly, more vulnerable to fluorosis-related joint pains.
“It is convenient because you have a mode of transport round the clock, which is not just economical but also ecologically friendly,” said Pritam Kaur, retired principal of a girls’ senior secondary school.
To call a rickshaw, residents can call one of five lines that are widely advertised. The call centres are located at five rickshaw stands across the town; rickshaw pullers manage these themselves.
Once a call is made for a rickshaw, it makes a house call and picks up the customer. “The rickshaws usually take about five minutes to reach a house; all rickshaw stands are strategically located at no more than 500 metres from any given locality,” said Navdeep Asija.
The rickshaws do not charge for the house call. Trip charges are fixed: Rs 10 for one passenger and Rs 15 for two passengers—for any destination in the city.
On an average every rickshaw stand gets up to 50 calls per day, said Manjinder Singh, president of Fazilka Rickshaw Union. “Earlier, we used to make about 10 trips per day. After the call centre opened, the number of trips increased to 15,” he said.
About 450 rickshaws are enrolled under the Ecocab scheme.

फाजिल्का : मोबाइल सेवाओं, बैंकों, रेलवे इत्यादि के कॉल सेंटरों के बाद अब यदि कोई आपसे कहे कि रिक्शा बुलाने के लिए कॉल सेंटर शुरू किया जा रहा है, तो बड़ा आश्चर्य होगा। शायद आप उसकी बात को पहले-पहल मानेंगे भी नहीं, लेकिन यह सच है। ग्लोबल वार्मिग कम करने के क्षेत्र में पहले ही नाम कमा चुका फिरोजपुर जिले का फाजिल्का शहर अब रिक्शा बुलाने के लिए कॉल सेंटर खोलने वाला देश का पहला शहर बनने जा रहा है। इस कॉल सेंटर से दुपहिया व चौपहिया वाहनों में ईधन की खपत से फैलने वाली ग्लोबल वार्मिग को कम करने में मदद मिलेगी। रिक्शा कॉल सेंटर की शुरुआत दो दिन बाद 20 जून से की जा रही है। ग्लोबल वार्मिग इस समय पूरे विश्व के लिए एक बड़ी समस्या बनी हुई है। दुनिया के हर देश द्वारा लाख प्रयासों के बावजूद ग्लोबल वार्मिग कम करने के प्रयास सफल नहीं हो पा रहे हैं। पर फाजिल्का की ग्रेजुएट वेलफेयर एसोसिएशन एक ऐसी संस्था है, जो सौ देशों की सदस्यता वाले चेक गणराज्य के कार फ्री नेटवर्क के साथ जुड़कर ग्लोबल वार्मिग कम करने में नित नया प्रयास कर रही है। पहले एसोसिएशन के सदस्यों के प्रयासों से शहर के उच्च व मध्यवर्गीय लोगों ने कार पर चलना छोड़कर व साइकिल अपनाकर ग्लोबल वार्मिग कम करने की दिशा में प्रभावी कदम उठाया था। नतीजतन वर्ल्ड कार फ्री नेटवर्क ने फाजिल्का को दुनिया का सबसे कम कारों के प्रयोग वाला शहर घोषित कर ग्लोबल वार्मिग कम करने में सहयोगी बताया था। अब एसोसिएशन के संरक्षक आईआईटी, रूढ़की के प्रो. भूपिंदर सिंह व युवा इंजीनियर नवदीप असीजा के प्रयासों से फाजिल्का में रिक्शा बुलाने के लिए पांच कॉल सेंटर शुरू किए जा रहे हैं। असीजा ने बताया कि फाजिल्का में करीब 500 लोग रिक्शा चलाते हैं, लेकिन हर घर में दुपहिया व चौपहिया वाहन की लालसा के चलते रिक्शा चालकों का काम बहुत कम हो गया है। शहर में किसी काम से निकलने वाले व्यक्ति को ज्यादा से ज्यादा तीन किलोमीटर दूर जाना होता है। अब तक रिक्शा आसानी से और वाजिब किराए पर उपलब्ध न होने के चलते लोग दुपहिया वाहन या कार से कहीं आने-जाने में रोजाना 900 लीटर पेट्रोल खपा देते हैं। इस प्रकार पेट्रोल जलने से प्रतिदिन 14 हजार किलो शुद्ध हवा खराब होती है, जो ग्लोबल वार्मिग का कारण बनती है। असीजा के अनुसार, रिक्शा कॉल सर्विस 20 जून शाम छह बजे लांच होगी। फाजिल्का में रिक्शा सर्विस को इस तरह से तैयार किया गया है, जैसे दिल्ली में दो-दो मिनट बाद मेट्रो ट्रेन की सर्विस मिलती है। इसी तह फाजिल्का में एक कॉल करने पर दो मिनट के भीतर रिक्शा घर के बाहर तैयार खड़ा मिलेगा। यह सुविधा लागू करने के लिए फाजिल्का को पांच जोन उत्तरी, पूर्वी, दक्षिणी, पश्चिमी व मध्य में बांटा गया है। हर जोन पर एक फोन उपलब्ध करवाया गया है, जिसे अटेंड करने के बाद ऑपरेटर ज्यादा से ज्यादा आधा किलोमीटर दूर से रिक्शा बुलाने वाले के पास दो मिनट के भीतर रिक्शा भेज देगा। मोटे तौर पर हर 1500 घरों के लिए एक रिक्शा सेंटर उपलब्ध होगा। यह सुविधा मिलने से महिलाओं, खासकर बुजुर्गो को कहीं काम पर आने-जाने में एक लोकल कॉल पर सामान्य किराये पर रिक्शा उपलब्ध हो जाएगा। इस योजना में फाजिल्का रिक्शा यूनियन को साथ लिया गया है।

Fazilka ECOCAB Project Launched
It gives me immense pleasure to announce that, we have successfully launched the “Dial-a-Rickshaw” facility in Fazilka. We have named it as “ECOCABS”. At present cycle rickshaws are fulfilling the demand of public transport system of our small city Fazilka.
In the last couple of years, we observed the change of modal share in the total trip distribution by personalized motorized mode of transportation instead of our conventional rickshaw. Primarily because of two reasons; inaccessibility of cycle rickshaws and quality of rickshaws. Fazilka, where average trip length is shorter than 3km, it is very easy to promote cycle based public transport system. Narrow street design of Fazilka city encourages the use of cycle based public transport system. As a part of value addition to existing cycle rickshaw project; serving city’s transportation need from last 60 years, we decided to launch “ECOCABS”. Now cycle rickshaws in Fazilka are available on phone call away. It’s our own metro, but on rubber tyres. We have divided the city into five zones, mainly North, South, East, West and Central and started Rickshaw Call centre in each Zone. This zoning was based upon the number of household served. All these locations are near to residential areas of Fazilka city. Now with a phone call, rickshaw is available at your doorstep within five minutes. You all are cordially invited to experience our Rapid Rickshaw Transit system. Residents of Fazilka are very excited about this service. Our Ecocab project is just not only supporting the livelihood of 500 families who are depended on cycle rickshaw but with this pedal power we are saving an estimated 900 liter of fuel and 14000kg fresh air on daily basis. It’s first of its kind citizen effort to control the oil consumption and minimize the effect of global warming on this planet.
