Fazilka Dial-a-rickshaw project on MIT radar

the newly-created district of Punjab, is making news on the international front. Massachusetts Institute of Technology (MIT) in US is studying its eco cab project, where a rickshaw arrives at your doorstep soon after you call up a call centre. Their objective: To see how the new experiment can help civic bodies offset the traditional car-centric development patterns that have handicapped many cities — from Beijing to Bangalore.

The project, titled "Future of Urban Mobility", has been given to MIT by the Singapore government to study solutions in regard to sustainable urban transport. What has excited MIT about the dial-a-rickshaw project in Fazilka is how intelligence systems (cellphone network) can be used with existing transportation modes to benefit townships.

To study the project in detail, Albert Ching — a research assistant in the Department of Urban Studies and Planning at MIT — recently visited Fazilka. His specific mandate was to study the eco cab project in the township.

Speaking to The Indian Express, Ching said preliminary study has revealed that intelligence infrastructure (mobile telephony) in India has developed much ahead of transport infrastructure. "India has more than 700 million cellphones versus about 13 million cars. After visiting Fazilka, I learnt fully how their project works. They have five call centres — one for each sub-zone. You dial the call centre in your area and within five to ten minutes, the rickshaw puller reaches you," said Ching.

The aspiring urban innovator said this is almost a revolution in terms of urban transport. "It takes care of multiple issues like traffic congestion, air pollution, parking, road safety, etc," he said. With the efforts of Graduates Welfare Association Fazilka (GWAF) — a local NGO — and the local administration, Fazilka now has car-free zones and pedestrian areas.

Ching was told to study the Fazilka project by P Christopher Zegras, associate professor in Transportation and Urban Planning at MIT. "The Fazilka experiment seems to offer an important demonstration of merging advanced mobile communications technology with sustainable mobility services. Such advances will be crucial to improving the quality of life in urban areas across the world in the 21st century — offering affordable, reliable, convenient, job-creating, low-carbon mobility solutions," Zegras told The Indian Express.

The researchers studying the "Future of Urban Mobility" project at MIT have found that a major problem being faced by developed countries like Singapore is their car-centric infrastructure. This has caused a high auto-dependence, with too many people choosing to use cars. "Countries like Singapore can't turn back the clock. But many other cities which have rickshaws in public transport can replicate the eco cab concept. Fazilka will be a case study for our project, to spread the word about how it can be done. If something good happens in Fazilka but nobody comes to know about it, it will be a big waste," said Ching.

GWAF Secretary Navdeep Asija said the township has five call centres for the eco cab project. The project will get a further boost with a new scheme introduced by Bharat Sanchar Nigam Limited (BSNL).

Sandeep Diwan, BSNL's General Manager (Enterprise Business) said that for the first time in the country, the Nigam has given 900 pre-paid mobile connections under a closed user group. Within the group, users have free unlimited calling. With a dedicated series, the project will soon have nine call centres and greater access to rickshaw pullers.

"The eco cab project works best within a zone of 3 km. Bigger cities can create sub-zones to ensure success of the project," said Asija.

Irked over non-filing of a response with regard to the steps taken for the launch of eco cabs, the Punjab and Haryana High Court on Friday directed the director of Haryana urban bodies department to be present before the court on the next date of hearing.

A division bench comprising Justices Surya Kant and Ajay Tewari observed that the state's response was not too serious towards the issue. The directions were passed during the resumed hearing of a PIL arising out of a suo motu notice taken by the high court on a news item published in The Indian Express.

The court held that on March 25, the bench had asked the government to get in touch with Navdeep Asija — running a Graduates Welfare Association in Fazilka — to take his views into consideration on the issue of introducing eco rickshaws.

फाजिल्का में जश्न का माहौल

फाजिल्का के लिए इससे एतिहासिक दिन शायद नहीं हो सकता था। बुधवार को जिला बनने की चर्चा हमेशा की तरह दिन की शुरूआत से ही हो गई थी, लेकिन बार-बार उड़ती अफवाहों से डरा सहमा हर शख्स चुप था। ज्यों ही शाम को जिला बनने की अधिकारिक घोषणा की खबर मीडिया में आनी शुरू हुई तो अचानक ही सुबह से दम साधे बैठे फाजिल्का वासी खुशी से झूम उठे। पटाखों की गूंज ने शहर में एक खबर की तरह काम किया। जिसने भी पटाखों की गूंज सुनी, वो समझ गया कि फाजिल्का जिला बन गया। चारों ओर मिठाइयां बांटने व पटाखे फोड़ने का सिलसिला शुरू हो गया। लोग शहर की प्रमुख जगहों घंटाघर चौक, शास्त्री चौक, गांधी चौक, राजा सिनेमा चौक आदि पर एकत्र होकर खुशी में झूमने लगे। युवा मोटरसाइकिलों पर शहर में घूम घूमकर खुशी मना रहे थे।

1844 में अंग्रेज अफसर वंस एगेन्यू ने बसाया था फाजिल्का

फाजिल्का : सतलुज किनारे पड़ती जमीन के टुकड़े को जब मशहूर एतिहासिक यात्री रहे इबन-ए-बतूता ने अंग्रेज सरकार को यहां एक शहर बसाने का सुझाव दिया तो अंग्रेजी सरकार ने सामरिक जरूरतों के चलते इस शहर को महाराजा रंजीत सिंह की सेना द्वारा सतलुज के उस पार की जाने वाली गतिविधियों पर नजर रखने के लिए बसाया था। 1844 में अंग्रेज अफसर वंस एगेन्यू ने इस शहर की नींव रखी। उसने यह जमीन इसके मालिक मियां फजल वट्टू से 102 रुपये में खरीदी थी। राजस्थान व हरियाणा से कुछ जमींदार परिवारों को यहां लाकर बसाया गया। अंग्रेज सरकार ने पूरे योजनाबद्ध तरीके से इस शहर को बसाया था। ऊन की मंडी के रूप में यह शहर इतना मशहूर हुआ कि यहां की ऊन इंग्लैंड के मानचेस्टर व लिवरपूल तक जाती थी। कराची तक गोल्डन ट्रैक के जरिए विशेष ट्रेन भी फाजिल्का से चलती थी। लेकिन विभाजन ने इस शहर को पछाड़ने का जो उलटा पहाड़ा पढ़ना शुरू किया वो शायद अब जिला बनने पर आकर रुक जाए।

पंजाब की सबसे पुरानी तहसील है फाजिल्का

फाजिल्का : फाजिल्का विभाजन से पहले पंजाब की सबसे बड़ी तहसील हुआ करता था। यह अंग्रेजों द्वारा बनाई तहसील है, जिसकी सीमाएं दूर तक फैली थीं। अब हरियाना का जिला बन चुका सिरसा इस तहसील का हिस्सा था, वहीं ममदोट, बहावल नगर व राजस्थान की तरफ बीकानेर तक इसकी सीमाएं लगती थीं। लेकिन आजादी के बाद इस तहसील के इतने टुकड़े किए गए कि यह कट कटकर कस्बे का रूप धारण कर गई थी। इतना ही नहीं कभी फाजिल्का लोकसभा सीट भी हुआ करता था। लेकिन आजादी के बाद इसके इतने टुकड़े हुए कि फाजिल्का तहसील तक सिमटकर रह गया। दो दशक में इससे जुड़ी अबोहर व जलालाबाद सब तहसीलों को भी फाजिल्का से अलग कर तहसील बना दिया गया था। 1965 व 1971 के युद्ध के जख्मों की निशानी या कहें कि बहादुरी की निशानी के तौर पर फाजिल्का का आसफवाला स्मारक अपनेआप में एक एतिहासिक धरोहर है। इसी के साथ फाजिल्का का 1936 में बना रामनारायण पेड़ीवाल घंटाघर व अंग्रेजी शासनकाल के दौरान बनी कुछ पुरातत्व महता वाली इमारतें भी पंजाब के इस 22वें जिले की धरोहर है।

इन नेताओं ने दिलाई फाजिल्का को पहचान

फाजिल्का : फाजिल्का को अलग-अलग समय पर पहचान दिलाने में यहां के प्रमुख नेताओं का अहम योगदान रहा है। सबसे पहले यहां के कामरेड नेता चौ. वधावा राम ने जेल में बंद होने के बावजूद फाजिल्का का पहला विधानसभा चुनाव जीतकर रिकार्ड कायम किया था। इसी फाजिल्का से वर्तमान मुख्यमंत्री स. प्रकाश सिंह बादल भी एक उप चुनाव लड़ चुके हैं। इसके अलावा यहां से मंत्री रहे चौ. राधाकृष्ण ने फाजिल्का में सरकारी आइटीआइ की स्थापना करवाई। बाद में चौ. कांशी राम ने फाजिल्का क्षेत्र में शूगर मिल की स्थापना करवाई और मुंशी राम कालेज को सरकार के अधीन करवाया।

जिले के तूफान से पहले छाई रही चुप्पी

फाजिल्का : दूध का जला छाछ को भी फूंक फूंककर पीता है। बुधवार को पंजाब के ट्रांसपोर्ट मंत्री सुरजीत ज्याणी की हालत कुछ ऐसी ही थी। फाजिल्का को जिला बनाने को लेकर भूख हड़ताल व मरणव्रत पर बैठने वाले ज्याणी ने चार माह में जिला बनाने को लेकर कई बार बयान दिए। तारीखें व समय तक दे डाला, लेकिन बुधवार जब जिला बनने का समय आया, तो सुबह से शाम तक ज्याणी ने अपना मुंह सिले रखा। कैबिनेट की बैठक में इस बारे फैसला होने तक ज्याणी ने सुबह से चल रही इस चर्चा पर मीडिया को कोई भी बयान देने से इंकार कर दिया।

दरअसल जिला बनाने को लेकर तीन-चार माह में इतनी बार अफवाहें उड़ चुकी थीं कि ज्याणी इस मामले में पहले कुछ बोलकर जोखिम नहीं लेना चाहते थे। और तो और फेसबुक व आरकुट जैसी सोशल नेटवर्किंग साइट पर भी इस खबर को लेकर पूरा दिन चुप्पी छाई रही। जबकि तीन चार दिन पहले इस बारे पूरी अफवाह के बाद इन सोशल नेटवर्किंग साइटों पर फाजिल्का को जिला बनाने संबंधी पोस्टों की बाढ़ सी आ गई थी। लेकिन जैसे ही टीवी चैनलों पर फाजिल्का को जिला बनाने की पहली खबर आई तो लोगों ने उसी की फोटो ले नेटवर्किंग साइटों पर बधाई संदेश के साथ स्टेटस अपडेट कर दिया।

सुरजीत ज्याणी की है जीत

पंजाब सरकार द्वारा फाजिल्का को जिला घोषित करने पर ट्रांसपोर्ट मंत्री व फाजिल्का के विधायक सुरजीत ज्याणी की पहली प्रतिक्रिया थी कि यह फाजिल्का की जनता की जीत है। बयान तो ठीक है लेकिन राजनीतिक दृष्टि से ये जीत सौ फीसदी खुद सुरजीत ज्याणी की जीत मानी जा रही है।

फाजिल्का को जिला बनाने की मांग करीब दो दशक पुरानी है। फाजिल्का बार एसोसिएशन, व्यापार मंडल, बार्डर एरिया विकास फ्रंट व सांझा मोर्चा सहित विभिन्न संगठनों ने समय समय पर इस मांग को उठाया। दो दशक में यहां से चुनाव लड़ने वाले हर नेता ने अपने चुनावी वादे में फाजिल्का को जिला बना दूंगा शब्द जोड़े हैं। लेकिन ये बातें घोषणापत्र की घोषणाएं व मांगें ही सिद्ध हो रही थीं। जिले की मांग की इस आग में घी डालने का काम किया विधायक सुरजीत ज्याणी के मरणव्रत पर बैठने के फैसले ने। ज्याणी मरणव्रत पर क्या बैठे, पूरी सरकार में खलबली मच गई। भाजपा विधायक दल के मौजूदा नेता तीक्ष्ण सूद को जिले का आश्वासन दे ज्याणी को मरणव्रत से उठाना पड़ा। उसके बाद जिले की मांग को लेकर ज्याणी ने या जिला या राजनीति छोड़ दूंगा, का अंतिम हथियार तक चला डाला। घोषणा की समय सीमा मार्च में खत्म होने के बाद विपक्षी पार्टियों व विभिन्न संगठनों ने ज्याणी की आलोचना तक शुरू कर दी। लेकिन हर बार आत्मविश्वास के साथ उन्होंने जिला बनाने का दावा नहीं छोड़ा। तीन चार महीने में पूरे विधानसभा हलके में एक ही मुद्दा रह गया था, वो था फाजिल्का जिला बनेगा या नहीं। ज्याणी का राजनीतिक भविष्य जिला बनने या न बनने पर टिका था और बुधवार को जिला बनने के बाद फाजिल्का शहर में जहां करीब 44 हजार वोट हैं व फाजिल्का उपमंडल के कुछ पुराने गांव, जिनकी करीब 30-35 हजार वोटें हैं, में राजनीतिक पंडित ज्याणी को माइलेज मिलने का दावा कर रहे हैं।

पूर्व कांग्रेसी विधायक ने जताया मुख्यमंत्री का आभार

फाजिल्का : कांग्रेस के पूर्व कांग्रेसी विधायक डा. महेंद्र रिणवा ने फाजिल्का के जिला बनने के बाद मुख्यमंत्री प्रकाश सिंह बादल का आभार जताया। उन्होंने कांग्रेसी कार्यकर्ताओं को भी इस मुहिम के साथ जोड़ते हुए, उन्हें धन्यवाद दिया। डा. रिणवा ने जल्द से जल्द इस बारे नोटिफिकेशन जारी करने की मांग करते हुए कहा कि फाजिल्का की तरक्की के लिए कांग्रेस हमेशा वचनबद्ध है। लेकिन इस सारे एपीसोड में मुख्य भूमिका निभाने वाले भाजपा विधायक सुरजीत ज्याणी का पूरे प्रैसनोट में कहीं कोई जिक्र नहीं था।

ਚੰਡੀਗੜ੍ਹ, 27 ਜੁਲਾਈ (ਚ.ਨ.ਸ.) : ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਅੱਜ ਦੋ ਨਵੇਂ ਜਿਲ੍ਹੇ ਫਾਜਿਲਕਾ ਤੇ ਪਠਾਨਕੋਟ ਬਣਾਏ ਜਾਣ ਦਾ ਐਲਾਨ ਕਰਦਿਆਂ ਇਨ੍ਹਾਂ ਇਲਾਕਿਆਂ ਦੇਲੋਕਾਂ ਦੀ 45 ਸਾਲ ਪੁਰਾਣੀ ਮੰਗ ਨੂੰ ਪੂਰਾ ਕਰ ਦਿੱਤਾ ਹੈ ਤੇ ਇਸ ਨਾਲ ਪੰਜਾਬ ਅੰਦਰ ਜ਼ਿਲ੍ਹਿਆਂ ਦੀ ਗਿਣਤੀ ਵਧਕੇ 22 ਹੋ ਗਈ ਹੈ। ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਮੋਗਾ ,ਪਠਾਨਕੋਟ ਤੇ ਫਗਵਾੜਾ ਨੂੰ ਵੀ ਤਿੰਨ ਨਵੇਂ ਨਗਰ ਨਿਗਮਾਂ ਵਜੋਂ ਅਧਿਸੂਚਿਤ ਕਰ ਦਿੱਤਾ ਹੈ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਰਾਜ ਸਰਕਾਰ ਨੇ ਆਮ ਲੋਕਾਂ ਦੇ ਸ਼ਸ਼ਕਤੀਕਰਨਲਈ 67 ਨਾਗਰਿਕ ਸੇਵਾਵਾਂ ਨਿਰਧਾਰਿਤ ਸਮੇਂ 'ਚ ਪ੍ਰਦਾਨ ਕਰਨ ਵਾਲੇ ਨਿਵੇਕਲੇ ਸੇਵਾ ਦੇ ਅਧਿਕਾਰ ਕਾਨੂੰਨ ਨੂੰ ਵੀ ਲਾਗੂ ਕਰਨ ਸਬੰਧੀ ਅਧਿਸੂਚਨਾ ਵੀ ਜਾਰੀਕਰ ਦਿੱਤੀ ਹੈ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਪੰਜਾਬ ਸਿਵਲ ਸਰਵਿਸਜ਼ (ਰੈਸ਼ਨੇਲਾਈਜੇਸ਼ਨ ਆਫ ਸਰਟਨ ਕੰਡੀਸ਼ਨਲਜ਼ ਆਫ ਸਰਵਿਸ ) ਐਕਟ 2011 ਨੂੰ ਰੱਦ ਕਰਨਸਬੰਧੀ ਇਕ ਆਰਡੀਨੈਂਸ ਵੀ ਪੰਜਾਬ ਦੇ ਰਾਜਪਾਲ ਵਲੋਂ ਜਾਰੀ ਕਰ ਦਿੱਤਾ ਗਿਆ ਹੈ ਤੇ ਇਹ ਆਰਡੀਨੈਂਸ 5 ਅਪ੍ਰੈਲ 2011 ਤੋਂ ਲਾਗੂ ਸਮਝਿਆ ਜਾਵੇਗਾ। ਇਸ ਦੇਨਾਲ-ਨਾਲ ਪੰਜਾਬ ਸਰਕਾਰ ਵਲੋਂ ਧਰਮਕੋਟ ਤੇ ਗੁਰੂ ਹਰਸਹਾਏ ਕਸਬਿਆਂ ਨੂੰ ਉਪ ਮੰਡਲ/ਤਹਿਸੀਲ ਵਜੋਂ ਅਪਗ੍ਰੇਡ ਕਰਨ ਦਾ ਐਲਾਨ ਕੀਤਾ ਗਿਆ ਹੈ। ਅੱਜਇੱਥੇ ਪੰਜਾਬ ਮੰਤਰੀ ਪ੍ਰੀਸ਼ਦ ਦੀ ਮੀਟਿੰਗ ਉਪਰੰਤ ਪੱਤਰਕਾਰਾਂ ਨਾਲ ਗੱਲਬਾਤ ਕਰਦਿਆਂ ਉਪ ਮੁੱਖ ਮੰਤਰੀ ਸ. ਸੁਖਬੀਰ ਸਿੰਘ ਬਾਦਲ ਨੇ ਕਿਹਾ ਕਿ ਸ਼੍ਰੋਮਣੀਅਕਾਲੀ ਦਲ ਭਾਜਪਾ ਸਰਕਾਰ ਨੇ ਇਹ ਫੈਸਲੇ ਲੈ ਕੇ ਆਪਣੇ ਮਨੋਰਥ ਪੱਤਰਾਂ 'ਚ ਪੰਜਾਬ ਦੇ ਲੋਕਾਂ ਨਾਲ ਕੀਤੇ ਗਏ ਵਾਅਦਿਆਂ ਨੂੰ ਪੂਰਾ ਕਰ ਦਿੱਤਾ ਹੈ। ਉਨ੍ਹਾਂਕਿਹਾ ਕਿ ਇਹ ਇਤਿਹਾਸਕ ਫੈਸਲੇ ਇਸ ਗੱਲ ਦੇ ਪ੍ਰਤੀਕ ਹਨ ਕਿ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਭਾਜਪਾ ਸਰਕਾਰ ਪੰਜਾਬ ਨੂੰ ਤੇਜੀ ਨਾਲ ਵਿਕਾਸ ਦੇ ਮਾਰਗ 'ਤੇ ਲਿਜਾਣਪ੍ਰਤੀ ਵਚਨਬੱਧ ਹੈ ਤੇ ਰਾਜ ਦੇ ਲੋਕਾਂ ਦੀਆਂ ਭਾਵਨਾਵਾਂ ਪ੍ਰਤੀ ਵੀ ਪੂਰੀ ਤਰ੍ਹਾਂ ਸੁਚੇਤ ਹੈ। ਸ. ਬਾਦਲ ਨੇ ਦਸਿਆ ਕਿ ਨਵੇਂ ਬਣਾਏ ਗਏ ਜ਼ਿਲ੍ਹੇ ਫਾਜ਼ਿਲਕਾ 'ਚਫਾਜ਼ਿਲਕਾ, ਜਲਾਲਾਬਾਦ ਤੇ ਅਬੋਹਰ ਦੇ ਰੂਪ 'ਚ 3 ਉਪ ਮੰਡਲ ਤੇ ਅਰਨੀਵਾਲਾ ਸ਼ੇਖ ਸੁਭਾਨ, ਸੀਤੋ ਗੁੰਨੋ ਤੇ ਖੂਈਆਂ ਸਰਵਰ ਦੇ ਰੂਪ 'ਚ ਤਿੰਨ ਸਬ ਤਹਿਸੀਲਾਂ ਨੂੰਸ਼ਾਮਿਲ ਕੀਤਾ ਗਿਆ ਹੈ। ਫਾਜ਼ਿਲਕਾ ਜ਼ਿਲ੍ਹੇ ਦਾ ਮੁੱਖ ਦਫਤਰ ਫਾਜ਼ਿਲਕਾ ਸ਼ਹਿਰ ਹੋਏਗਾ ਤੇ ਇਸ 'ਚ 314 ਮਾਲ ਪਿੰਡ ਸ਼ਾਮਿਲ ਹੋਣਗੇ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿਪਠਾਨਕੋਟ ਜਿਲ੍ਹੇ 'ਚ ਪਠਾਨਕੋਟ ਤੇ ਧਾਰਕਲਾਂ ਦੇ ਰੂਪ 'ਚ ਦੋ ਉਪ ਮੰਡਲ ਤੇ ਨਰੋਟ ਜੈਮਲ ਸਿੰਘ ਤੇ ਬਮਿਆਲ ਦੇ ਰੂਪ 'ਚ ਦੋ ਸਬ ਤਹਿਸੀਲਾਂ ਨੂੰ ਸ਼ਾਮਿਲ ਕੀਤਾਗਿਆ ਹੈ ਤੇ ਜਿਲ੍ਹੇ ਦਾ ਮੁੱਖ ਦਫਤਰ ਪਠਾਨਕੋਟ ਸ਼ਹਿਰ ਹੋਵੇਗਾ। ਇਸ 'ਚ 421 ਪਿੰਡ ਸ਼ਾਮਿਲ ਕੀਤੇ ਗਏ ਹਨ। ਮੀਟਿੰਗ 'ਚ ਨਵੇਂ ਬਣਾਏ ਗਏ ਜ਼ਿਲਿਆਂ ਲਈਲੋੜੀਂਦੇ ਸਟਾਫ ਦੀ ਪ੍ਰਵਾਨਗੀ ਵੀ ਦੇ ਦਿੱਤੀ ਗਈ ਹੈ। ਸ. ਬਾਦਲ ਨੇ ਦੱਸਿਆ ਕਿ ਮੰਤਰੀ ਪ੍ਰੀਸ਼ਦ ਨੇ ਮੋਗਾ ਜਿਲ੍ਹੇ ਦੇ ਧਰਮਕੋਟ ਤੇ ਫਿਰੋਜ਼ਪੂਰ ਜਿਲ੍ਹੇ ਦੇ ਗੁਰੂਹਰਸਹਾਏ ਕਸਬੇ ਨੂੰ ਉਪ ਮੰਡਲ/ਤਹਿਸੀਲ ਵਜੋਂ ਅਪਗ੍ਰੇਡ ਕਰਨ ਦਾ ਵੀ ਫੈਸਲਾ ਲਿਆ ਹੈ। ਧਰਮਕੋਟ 'ਚ 150 ਤੇ ਗੁਰੂ ਹਰਸਹਾਏ 'ਚ 166 ਪਿੰਡ ਸ਼ਾਮਿਲਹੋਣਗੇ। ਮੰਤਰੀ ਪ੍ਰੀਸ਼ਦ ਨੇ ਨਵੇਂ ਉਪ ਮੰਡਲਾਂ ਲਈ ਲੋੜੀਂਦੇ ਸਟਾਫ ਦੀ ਪ੍ਰਵਾਨਗੀ ਦੇ ਦਿੱਤੀ ਹੈ। ਸ. ਬਾਦਲ ਨੇ ਕਿਹਾ ਕਿ ਜਲੰਧਰ 'ਚ ਕੀਤੇ ਗਏ ਐਲਾਨ ਮੁਤਾਬਿਕਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਪਠਾਨਕੋਟ, ਫਗਵਾੜਾ ਤੇ ਮੋਗਾ 'ਚ ਵਿਕਾਸ ਦੀ ਰਫਤਾਰ ਤੇਜ ਕਰਨ ਲਈ ਇਨ੍ਹਾਂ ਅਹਿਮ ਸ਼ਹਿਰਾਂ ਨੂੰ ਨਗਰ ਨਿਗਮਾਂ ਵਜੋਂ ਵੀ ਅਧਿਸੂਚਿਤਕਰ ਦਿੱਤਾ ਹੈ। 
ਸ. ਬਾਦਲ ਨੇ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਨੇ ਆਮ ਨਾਗਰਿਕਾਂ ਨੂੰ 67 ਸੇਵਾਵਾਂ ਇਕ ਨਿਸ਼ਚਿਤ ਸਮਾਂ ਸੀਮਾ 'ਚ ਹਾਸਲ ਕਰਨ ਲਈ ਅਧਿਕਾਰਤ ਕਰਦਿਆਂ ਪੰਜਾਬ ਰਾਇਟਟੂ ਸਰਵਿਸ ਆਰਡੀਨੈਂਸ ਨੂੰ ਅਧਿਸੂਚਿਤ ਕਰਕੇ ਦੇਸ਼ ਅੰਦਰ ਅਜਿਹਾ ਪਹਿਲਾ ਸੂਬਾ ਹੋਣ ਦਾ ਇਤਿਹਾਸ ਰਚ ਦਿੱਤਾ ਹੈ। ਉਨ੍ਹÎਾਂ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਨੂੰ ਇਸਵਿਆਪਕ ਕਾਨੂੰਨ ਨੂੰ ਲਾਗੂ ਕਰਨ ਦਾ ਮਾਣ ਹਾਸਲ ਹੋਇਆ ਹੈ ਜਦੋਂ ਕਿ ਕਈ ਰਾਜਾਂ ਵਲੋਂ ਸਿਰਫ ਦੋ ਜਾਂ ਤਿੰਨ ਸੇਵਾਵਾਂ ਲਈ ਅਜਿਹਾ ਵਿਵਸਥਾ ਕੀਤੀ ਗਈ ਹੈ ।ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਹੁਣ ਆਮ ਨਾਗਰਿਕ ਸਹੀ ਮਾਅਨਿਆਂ 'ਚ ਬਾਦਸ਼ਾਹ ਬਣ ਗਏ ਹਨ ਜਦੋਂ ਕਿ ਸਰਕਾਰੀ ਕਰਮਚਾਰੀਆਂ ਨੂੰ ਜਨਤਕ ਸੇਵਾਵਾਂ ਇਕ ਨਿਰਧਾਰਿਤਸਮੇਂ ਅੰਦਰ ਪ੍ਰਦਾਨ ਕਰਨ ਲਈ ਜਵਾਬਦੇਹ ਬਣਾਇਆ ਗਿਆ ਹੈ। ਸ. ਬਾਦਲ ਨੇ ਦੱਸਿਆ ਕਿ ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਪੰਜਾਬ ਸਿਵਲ ਸਰਵਿਸਜ਼ (ਰੈਸ਼ਨੇਲਾਈਜੇਸ਼ਨਆਫ ਸਰਟਨ ਕੰਡੀਸ਼ਨਲਜ਼ ਆਫ ਸਰਵਿਸ ) ਐਕਟ 2011 ਨੂੰ ਰੱਦ ਕਰ ਦਿੱਤਾ ਹੈ। 

State gets Fazilka, Pathankot districts

Chandigarh The Punjab government on Wednesday announced the formation of two new districts — Fazilka and Pathankot — taking the number of districts to 22 from the current 20. Two more sub-divisions were also formed.

Addressing mediapersons, Deputy Chief Minister Sukhbir Singh Badal, who headed the Cabinet meeting in place of Chief Minister Parkash Singh Badal, said: "Fazilka will include three sub-divisions of Fazilka, Jalalabad and Abohar and three sub-tehsils of Arniwala, Shiekh Subhan, Sito Guno and Khuhian Sarvar. Headquarters of Fazilka district will be Fazilka City and it have 314 revenue villages."

The Pathankot district will include Pathankot and Dhar Kalan sub-divisions, besides the sub-tehsils of Naraut Jaimal Singh and Bamial. The headquarters of the district will be at Pathankot and comprise 421 revenue villages. The meeting also sanctioned the requisite staff for newly created districts.

The council of ministers also took a decision to upgrade Dharamkot in Moga district and Guru Harsahai in Ferozepur district as sub-divisions. While Dharamkot will have 150 villages, Guru Harsahai will comprise 166 villages. The Cabinet also sanctioned the requisite staff for the new sub-divisions. Also, two posts of additional deputy commissioners (Development and Litigation) have been created in Batala and Phagrawa so that people from those areas do not have to go to the district headquarters' for redressal of their grievances.

By taking all these decisions, the SAD-BJP government has fulfilled its promises made in the manifesto to the people of Punjab, said Badal.

He added that in a major step to clear the backlog of 75,000 tubewell connections, while 25,000 connections will be released as part of the General Scheme, 50,000 additional connections will be released as part of the Accelerated Release of Tube Well Connections (ARTC) scheme within three months.

Badal went on to add that during last four years, the SAD-BJP government had released 1,82,589 tubewell connections and with the release of 75,000 more, 2,57,589 connections will be released in the government's tenure.

This will be the highest number of connections released by any government in its tenure, he claimed. At present, there were 14 lakh tubewell connections in the state, out of which 11,43,267 were operated with power connections, said Badal.

Number of districts in Punjab go to 22, Fazilka, Pathankot are new districts

Chandigarh: Heeding to the years-long demands of the people in the region, Punjab government on Wednesday declared Fazilka and Pathankot as the new districts of the state. The decision takes the number of districts in the state to 22.

Apart from that, Dharmkot of Moga district and Guru Harsahay of Firozpur district have been made sub-divisions.

The decision was taken in a meeting chaired by Deputy Chief Minister Sukhbir Singh Badal. During a press conference, Badal said, "The Shiromani Akali Dal (SAD)-BJP government has taken into consideration the demands put forth by the locals of these areas from past 45 years."

Badal informed that in the newly formed Fazilka district, Jalalabaad, Abohar and Fazilka would be the three new sub-divisions while Arniwala Sheikh Subhan, Seeto Guno and Khuyian Sarovar have been established as tehsils.

Whereas in newly formed district of Pathankot, Dhar Kalan and Pathankot have been converted into sub divisions and Narot Jaimal Singh and Bamiyal have been introduced as two new tehsils. In total, 421 villages have been included under Pathankot district.

Also, 150 villages have been included in the newly introduced sub-division of Dharmkot, while 166 villages fall under Harsahay sub-division.

The state government has sanctioned the post for new staff in newly formed districts and divisions. In Batla and Phagwara, new post of ADC (D) has been created.

At last, Fazilka gets dist HQ status

After the residents of the border town received the news of Fazilka being declared a new district of Punjab, they celebrated the event like a feast. The residents thronged the historic Clock Tower where the months-long agitation was started last year.

Sustained struggle of the people for over two decades and support by Fazilka MLA and Cabinet minister Surjit Kumar Jyani, who had declared to get district headquarters status for Fazilka succeeded at last.

Jyani, who was overjoyed with the decision, said he has fulfilled his promise and duty towards the people of Fazilka, who had shown confidence in him. He thanked the CM Parkash Singh Badal for taking the appropriate decision.

Sanjha Morcha convener Sushil Gumber and member Raj Kishore Kalra, who had been leading the agitation for getting the district headquarter status, said it is a victory of the people of the area.

Graduate Welfare Association general secretary Navdeep Asija said the century old historical town, which was one of the oldest sub-divisional headquarters of the state, got its due recognition at last. "The decision would boost the economy of the newly carved out border district and provide more employment avenues to the younger generation," he added.

Beopar Mandal president Ashok Gulbadhar and secretary Satish Dhingra said it is a matter of great satisfaction that the long-pending demand of the traders and entire area residents and people of nearby Jalalabad sub-division has been fulfilled. They said the traders would be benefitted the most. They said now the residents of Abohar, Fazilka and Jalalabad do not need to undertake a tardy journey for official works at district headquarters.

Block Congress Committee Fazilka president Surinder Kalra thanked the Punjab Government for granting district headquarters status to Fazilka. He said the Congress party had been supporting the demand during the agitation.

All Employees Coordination Committee senior vice-president Shashi Kant hailed the decision. Notably, the demand was raised consecutively by all the socio-political and traders organisations. A joint body under the banner of Sanjha Morcha started a relay fast from August 15, last year. Surjit Kumar Jyani sat on fast-unto-death on January 5, this year and ended his fast after the constitution of a two-member cabinet committee to look into the demand.

The committee comprised Deputy CM Sukhbir Singh Badal and then local government minister Manoranjan Kalia. After the exit of Kalia from the cabinet, Tikshan Sud was nominated as member.

It was Tikshan Sud, who was instrumental on behalf of the government to persuade Jyani to end his fast. He had then assured of a favourable decision which ultimately came true with the report by him and Sukhbir to create a new district.

सद्भाव की प्रतीक है सादकी बार्डर की रिट्रीट सेरेमनी

भारत-पाकिस्तान की सीमा पर रिट्रीट सेरेमनी के दौरान प्रतिदिन शाम को झंडा उतारने की रस्म का ख्याल आने से ही आंखों के शोले उगलने और एक दूसरे पर टूट पड़ने वाली शारीरिक भाषा का ख्याल आता है। लेकिन फाजिल्का सेक्टर स्थित सादकी चौकी दोनों देशों के रखवालों के बीच अकसर पाई जाने वाली तल्खी का अपवाद है।

उल्लेखनीय है कि भारत-पाक सीमा पर रिट्रीट सेरेमनी के लिए निर्धारित चौकियों पर अपने अपने देश का राष्ट्रीय ध्वज सम्मानपूर्वक उतारने की सांझी प्रक्रिया में दोनों देशों के रखवाले जितनी तल्खी से एक दूसरे की आंखों में आंखें डालकर इक दूजे को घूरते हैं और चलने, सलामी देने के मौके पर पूरे जोरशोर के साथ पैर पटकते हुए अपनी शारीरिक भाषा की नुमाइश करते हैं। इसे देखकर दोनों देशों की दर्शक दीर्घा में बैठे दर्शक रोमांचित हो जाते हैं। लेकिन फाजिल्का सेक्टर की सादकी चौकी इस तरह की तल्खी से कोसों दूर है। यह सेक्टर भारत-पाकिस्तान के बीच भीषण युद्धों का गवाह बन चुकी है। शायद यही वजह है कि जिस अमन व भाईचारे की बात भारत हमेशा करता आया है, उसी अमन व भाईचारे की भाषा यहां तैनात रहने वाले अधिकारी अनुशरण करते हैं।

करीब तीन माह पहले अमृतसर सेक्टर में हुई दोनों देशों के आला अफसरों की बैठक में रिट्रीट सेरेमनी दौरान एक दूसरे को खा जाने वाले हाव भाव का प्रदर्शन कम करने संबंधी जो फैसला हुआ था, उसका असर सादकी बार्डर पर देखने को मिल रहा है। आलम यह है कि अपने अपने राष्ट्रीय ध्वज उतारने के मौके पर दोनों देशों के अधिकारी गले मिलने से भी नहीं कतराते।

BSF, Pak Rangers exude bonhomie at Sadiqi JCP

An atmosphere of change and easing of tension is visible during the retreat ceremony at the Sadiqi Joint Check Post (JCP) in the Fazilka sector. The relation between the BSF and Pak Rangers appears to have become more cordial.

After the completion of the ceremony, Border Security Force Commandant PP Singh hugged his Pakistan counterpart Amzid at the Zero Line. Although the stretching shoulders, daring glances and raising of the eyebrows is continuing during the flag lowering ceremony, both the sides have toned it down to some extent. "We always want to maintain cordial relations with the Pak Rangers," says Ved Kandpal, Commandant, 199 Battalion, BSF. While performing the parade, a Pak Ranger slipped and fell on the ground. BSF Commandant PP Singh enquired about his well-being from his counterpart Amzid.

The entry of number of visitors has increased on the Pakistan side, said a BSF official on the condition of anonymity, but he could not ascertain the reason behind it. On the Indian side, the schoolchildren outnumber the visitors. "To inculcate the spirit of patriotism amongst the coming generation is the aim behind bringing them to this historical Sadiqi JCP, says Ramesh Chuchra, Principal of SD Model High School who brought 54 schoolchildren to witness the retreat ceremony.

"I feel adventurous in seeing the farmers cultivating their fields till the last inch of the land in Indian territory," says Delhi-based poetess Poonam Matia who had come along with her husband to see the ceremony. The couple was excited to see the visitors on either side of the Radcliff line enjoying and waving at each other from a distance. There was a virtual competition in playing aloud patriotic and Punjabi folk songs on both the sides of the great divide which added to the joy of the visitors.

NGO to take legal route to save lake

FAZILKA: The controversy over raising a colony on 8 acres of land in the vicinity of theBadha Lake continues to simmer. While the district administration and Punjab Urban Development Authority (Puda) is firm about using the area to develop a colony on the banks of the dry lake to earn revenue, an NGO,Graduates Welfare Association of Fazilka (GWAF), has decided to move the high court against 
this plan. 

Residents of this border town are up in arms against the PUDA colony, which is planned in the vicinity of the Badha Lake. 

In order to save the lake, GWAF has approached the ministry of forests and environment, Punjab Pollution Control Board and the local administration, appealing their intervention to direct Puda and the local municipal council to drop the proposal of planning a residential colony in the eco-sensitive area of Badha Lake. 

While dashing all hopes of residents and NGOs of the area, who were trying hard to revive the lake, deputy commissioner, Ferozepur, Kamal Kishor Yadav claimed that there are no notified wetlands in Fazilka, while adding that the Badha lake does not exist anymore. 

A notification, issued in 1923, defining the urban limits of Fazilka had earmarked the entire area of Badha Lake and its banks to be a part of the eco-sensitive zone. 

Navdeep Asija, general secretary, GWAF, said in reply to their representation to the DC urging that the colony not be built the DC said that the lake does not exist any more. Now the association has decided to move the court in order to save Badha Lake, he said. 

"The logic that the lake has dried up over the years and cannot be revived and instead concrete construction should be allowed on its banks is hard to understand. We had submitted a detailed plan with the district administration and the state government regarding revival of the lake in which water can be pumped into it from the river in Badha village," he added. 

"The revival of the lake will help us preserve our heritage and we can contribute for the cause of environment as well," he said. The GWAF plan could get some unlikely support from a Punjab State Science and Technology report, which states that the lake must be revived. However, the deputy commissioner has categorically stated that as of now, no revival plans are on the anvil.
 

Meanwhile, the Punjab Pollution Control Board (PPCB) chairman AS Pannu said that a team would conduct a study on the lake to ensure that no environmental norms are violated while building the proposed colony.

Letting rickshaws ply to hit Govt plan to decongest Chandni Chowk

In a move that could put a spanner in the Government's plans to decongest the Chandni Chowk area, the governing body of the Unified Traffic and Transportation Infrastructure (Planning & Engineering Centre) (UTTIPEC) has recommended plying of cycle rickshaws in the area. The recommendation of the technical body that approves all infrastructure projects in the city is contrary to the observation of the Delhi High Court that had justified the ban on cycle rickshaws last year. The observation of the court was on the basis of a scientific survey conducted by the Central Road Research Institute and Housing and Urban Development Corporation Ltd which was also approved by the Delhi Government.

It was decided in the meeting that as per the Cycle Rickshaw policy formulated by the Task Force Group under the Chief Secretary of Delhi and submitted to High Court, cycle rickshaws will have a right to ply on all arterial roads, including in Chandni Chowk. The UTTIPEC's observation is against the views of other stakeholders, including the Delhi Government and the Delhi Traffic Police that have been pressing for a ban on plying of cycle rickshaws in the area.

Traders in the Chandni Chowk area said as there is no control over cycle rickshaws, movement of the battery-operated buses have also become difficult in the area. The traders' association has also written to the Lieutenant-Governor of Delhi against the decision. "The system of laning has been tried several times in the past several years and has failed on each occasion. Banning cycle rickshaws is the only solution to the congestion in Chandi Chowk," said Sanjay Bhargava, general secretary, Chandni Chowk Sarv Vyapar Mandal in a letter written to the Lieutenant-Governor.

The Delhi Traffic Police, too, said it was difficult to decongest Chandni Chowk without prohibiting cycle rickshaws. "In absence of a law, we cannot prosecute rickshaws for obstructing traffic movement," said Satyendra Garg, Joint Commissioner of Police (Traffic). Notably, in 2006, HUDCO and CRRI had conducted an on-the-spot survey and their report found that the main cause of congestion was rickshaws and on their recommendation to the Delhi Government, the Cabinet had decided to introduce CNG buses after stopping rickshaws. There is a High Court ban in force on plying of rickshaws in the area.

पर्यावरण प्रहरी पर भारी हरियाली के दुश्मन

एक तरफ सरकार 'नन्हीं छांव' अभियान चलाकर व एनजीओ अलग अलग अभियानों के तहत वृक्षारोपण कर पंजाब में वनों का जरूरी रकबा पूरा करने में जुटे हैं वहीं कुछ लोग ऐसे भी हैं जो खुद तो पर्यावरण संरक्षण में सहयोग नहीं करते बल्कि दूसरों के प्रयासों को विफल बनाने में जुटे रहते हैं। इसका एक बड़ा उदाहरण स्थानीय गांधी मोहल्ले का पीपल वाला चौक है, जहां एक दुकानदार द्वारा अपनी दुकान के सामने सड़क पर लगाए वृक्ष को फलने, फूलने से पहले ही कोई व्यक्ति खतरनाक रसायन डालकर जला देता है। पर्यावरण का उक्त दुश्मन कितना शातिर है, इसका अंदाजा इसी बात से लगाया जा सकता है कि वृक्ष लगाने वाले दुकानदार द्वारा चोर को रंगेहाथ पकड़ने के लिए लगाए सीसीटीवी कैमरे को भी धोखा दे वह वृक्ष पर खतरनाक रसायन छिड़क जाता है।

वृक्ष लगाकर पर्यावरण सहेजने वाले मै. नानक चंद लखविंदर कुमार के मालिक नानक चंद ने बताया कि उन्होंने करीब आठ महीने पहले अपनी दुकान के बिल्कुल बाहर सड़क किनारे बकायन का वृक्ष लगाया था। वह वृक्ष अब तक छांव देने वाला बन जाना था लेकिन जब भी वृक्ष फलने-फूलने लगता है, उस पर कोई व्यक्ति खतरनाक रसायन छिड़ककर उसे जला देता है। चार बार ऐसा होने पर उन्होंने उक्त व्यक्ति को रंगेहाथ पकड़ने के लिए वृक्ष की निगरानी के लिए सीसीटीवी कैमरा लगवा दिया। लेकिन वह इतना शातिर है कि उसने 21 जुलाई को दिनदहाड़े सीसीटीवी कैमरे की जद में आए बिना ही वृक्ष पर रसायन डालकर उसे जला दिया। शाम चार बजे जब वह दुकान से बाहर आए तो उन्होंने देखा कि वृक्ष के पत्ते जले हुए थे। उन्होंने एक पत्ते को सूंघकर देखा तो पता चला कि उस पर किसी खतरनाक रसायन का छिड़काव किया गया था।

दुकानदार नानक चंद ने बताया कि वह भी वृक्ष को बचाने के लिए अडिग हैं, इसके लिए वह न केवल वृक्ष को नष्ट करने वाले व्यक्ति को रंगेहाथ पकड़ेंगे बल्कि उसके खिलाफ कानूनी कार्रवाई भी करवाएंगे।

PUDA for colony by dry lake, NGO says revive it

Ludhiana The controversy over raising a colony on 8 acres of land in the vicinity of the Badha Lake continues to simmer. While the district administration and Punjab Urban development Authority (PUDA) are firm about using the area to develop a colony on the banks of the dry lake to earn revenue, an NGO, Graduates Welfare Association of Fazilka (GWAF), has decided to move the High Court against the plan.

The deputy commissioner (DC) Kamal Kishore Yadav had earlier said that Badha Lake dried up many years ago and is not even a notified wetland now. However, a notification, issued in 1923, defining the urban limits of Fazilka had earmarked the entire area meant for Badha Lake and its banks as well.

Navdeep Asija, General Secretary (administration), GWAF, said, "We have sent a reply to the DC. We will be approaching the court as well because authorities are not listening to us."

Cycle, Cycling Culture and Bollywood

This is an unusual post of mine, but I hope u will appreciate it.  As we all know, unholistic planning and policies have just not influenced and reduced the bicycle usage and cycling culture across the country but also forced Bollywood to chance their onscreen mode of transportation. Happy riders of yesteryear are the road crash victims of Today.
 
In Punjab against per 100 people 12 people own bicycle and only 2 people owns a car. Saddest part in Punjab is, cycle ownership is there but not ridership, due the reasons well known to all of us. Facilitation and early licensing to one car user going to put life of 12 cycle user and many pedestrian at risk and government claim it as achievement.

Anyways, I made this collection of bollywood songs, being picturised or written on theme "Cycle and Cycling". 

Today's cyclists are the people with" no voice" and have almost no influence over the policy makers road construction agencies and we need to be the voice of them.  See, in this era of transition for both transport planner and Bollywood, if we can do something to revive the cycling culture on our roads and Bollywood, it will be really great to humanity i belive.
