SADQI is a little-known border observation post (BOP) of the BSF in the newly-created Fazilka district of Punjab. It is no less than the Wagah joint check-post in Amritsar. This BOP with Pakistan's Sulemanki post on the other side of the barbed wire fence is the third place in the state where the Retreat ceremony is held every evening when the national flags of both countries are unfurled.

The BOP is 14 km away from Fazilka. It is virtually mini Wagah where BSF personnel and Pakistani Rangers perform the Retreat ceremony on their respective soils. However, in Wagah and Hussainiwala, the forces of the two sides march much closer. You can hear patriotic songs of yesteryear being played at high volume as you step into the BOP area.

What goes to the credit of the Malwa region is that it hosts the Retreat ceremony at two places — Sadqi and Hussainiwala. Both these places were earlier in Ferozepore district but now the former has come into the jurisdiction of Fazilka district.

What is common between Wagah and Sadqi is that a meeting between BSF personnel and Rangers is held every month at these two places to sort out local issues.

What is lacking here is the large number of visitors to witness the colourful ceremony. However, the crowd is bigger during holidays on Saturday and Sunday when men, women and children from the neighbouring areas of Haryana and Rajasthan come to witness the ceremony. BSF soldiers say that during week days 40 to 50 persons come to witness the Retreat, and the number goes up to 200 on Sundays.

Vimal Satyarthi, DIG, BSF (Abohar Range), says that the Sadqi BOP is gradually catching up with Wagah and Hussainiwala. It is also being given a facelift.

While the BSF, after the Retreat, allows the visitors to have a closer glimpse of the Pakistani post from this side of the barbed wire fencing, no such activity is noticed on the other side of the border, where a handful of visitors cheer the Rangers by clapping.

Satyarthi says that an unexpected number of about 15,000 visitors descended to witness the Retreat on Independence Day last year, and the number is expected to increase to about 20,000. The civil administration of Fazilka has been informed and asked to take precautionary steps to regulate the crowd.

He says that two platoons of the BSF will be separately deployed to maintain order in and around the BOP area.

The Retreat ceremony is a spectacular affair at Sadqi where the Sulemanki post of Pakistan is situated on a small hillock. The Indian BOP is at a lower elevation but the parade of the Pakistani Rangers wearing blacksalwars and shirts is also visible from this side. The distance between Sadqi and Sulemanki is about 150 metres but the commands of the officers on both sides during the Retreat are clearly audible.

Both border posts are divided by a creek, and the Pakistanis are filling the depression on their side with sand and mud to create a platform, apparently to enable the Retreat ceremony to be held at the ground level of the BSF. The ceremony is held at 6.30 pm in summers and at 5 pm in winters.

There is a marked difference between the two BOPs. While the BSF allows the farmers to cultivate their fields right up to the zero line, the Pakistani post is surrounded by elephant grass and other wild vegetation.

On the Indian side, personnel of the women battalion of the BSF have also been deployed on guard duty. They frisk the women who accompany their menfolk for working in the fields.

Before 1961, the Indian territory extended up to the Sulemanki headworks, but it was transferred to Pakistan following a treaty. As a result of this, the Sadqi BOP came into existence. In the pre-Partition days, Sadqi was a major trade route to Multan, now in Pakistan.

गांव आजमवाला के युवक प्रदीप सरां ने वायस आफ पंजाब का खिताब जीत लिया है। यह मुकाबला एक टीवी चैनल द्वारा कराया गया था। प्रदीप सरां को गायकी विरासत में मिली है। उसके पिता प्रकाश सिंह सरां पंजाबी के प्रसिद्ध लोक गायक हैं और माता अमृतपाल कौर पंजाबी की कवयित्री व बठिंडा के कालेज में पंजाबी की प्रोफेसर हैं। प्रदीप के परिजनों ने बताया कि, प्रदीप ने जब 64 प्रतियोगियों में से सुपर 10 में अपनी जगह बना ली तो उन्हें इस बात की उम्मीद हो गई थी कि अब प्रदीप वायस आफ पंजाब का खिताब जरूर जीतेगा। शुक्रवार की रात जब प्रतियोगिता का फाइनल मुकाबला चल रहा था तो सबकी निगाहें इसके विजेता घोषित होने पर लगी हुई थी, जैसे ही प्रदीप को विजेता घोषित किया गया, पूरे गांव में खुशी की लहर दौड़ गई। गांव के लोग प्रदीप सरां के घर पहुंच गए, जहां उसके ताया भूपेंद्र सिंह मौजूद थे। उन्होंने कहा कि प्रदीप सरां के विजेता बनने के पीछे सभी लोगों की दुआएं व उन लोगों का सहयोग रहा है, जिन्होंने उसे मैसेज कर वोट दिए। जिसकी बदौलत वह विजयी बना। गौर हो कि प्रदीप आजकर बठिंडा में रह रहा है।

A year after its launch, Haryana debates eco cabs’ utility

In October last year, the Punjab and Haryana High Court had directed the Haryana government to launch the light-weight, eco-friendly rickshaws in its cities. A year later, Haryana is still studying whether these rickshaws can indeed be called "eco-friendly".

In a high-powered meeting held recently, senior officers deliberated upon the issue and found that these "the so-called eco rickshaws are no different from ordinary rickshaws". This, despite the fact that the new rickshaws are not wood-intensive like the traditional ones, but are made of hollow steel pipes. As a result, while the traditional rickshaw weighs 90-95 kg, the new ones weigh only 65 kg approximately. Hence, the rickshaw puller has to strain less while pulling the rickshaw.

The committee decided that the municipal corporations and committees can facilitate the holding of workshops to study the aspect of weight. "The concept can be studied to find out as whether eco-rickshaws indeed require 30 per cent less force," noted the committee. It was also decided that if these facts were found to be right, the state could launch these light-weight rickshaws. The Panchkula deputy commissioner, who was present at the meeting, was asked to take initiative in the matter.

While these light-weight rickshaws have been launched in many cities of Punjab, Haryana is still dragging its feet on the matter. Last month, the high court had rapped the Haryana government for the delay in launching eco-cabs. Irked after Haryana did not file its response in the court with regard to the steps taken by it for the purpose, the court directed the director of the state urban bodies department to be present before the court on the next date of hearing in September. A division bench comprising Justices Surya Kant and Ajay Tewari had also observed that the state's response was not very serious towards the issue.

The high court's rap has led to some activity on the Haryana side. K K Jain, Executive Officer of Panchkula Municipal Corporation, said the district administration will soon organise a presentation on the new light-weight rickshaws. "We will invite members of the rickshaw pullers' union and traders who sell these rickshaws. We want them to understand how these rickshaws are different and also motivate them to ply these here," said Jain.

In March, the high court had asked Haryana government to consult Navdeep Asija, who had pioneered the eco-cab movement at Fazilka by launching them in the border city. Speaking to The Indian Express, Asija said: "Rickshaw operation itself is eco-friendly. The lesser weight of 30 kg weight is direct proof that this requires lesser traction force for the operator. Further strengthening and organising the industry is an environment-friendly move," he said.

Ravee Ahluwalia of The Patiala Foundation, an NGO which has introduced these rickshaws in the heritage city of Punjab, added that light-weight rickshaws are mutually beneficial for the puller, passengers and the environment.

पुडा को कारण बताओ नोटिस-Badha Lake Wetland

उपमंडल के गांव बाधा के निकट स्थित बाधा झील के किनारे खाली जगह पर पुडा द्वारा कालोनी काटने का पर्यावरण प्रेमियों का विरोध रंग ले आया है। हाईकोट ने इस संबंध में नागरिकों की याचिका को स्वीकार करते हुए पुडा को कारण बताओ नोटिस जारी किया है।

गौर हो कि वेटलैंड बाधा झील के किनारे पुडा द्वारा करीब आठ एकड़ जमीन में कालोनी काटे जाने की न केवल घोषणा की गई है, बल्कि कालोनी में काटे जाने वाले प्लाटों का नक्शा समेत उसकी कीमत भी जारी कर दी है। आगामी कुछ दिनों में उस जगह की बोली भी शुरू होने वाली थी। लेकिन फाजिल्का के पर्यावरण प्रेमियों ने बाधा झील का अस्तित्व समाप्त होने की आशंका के मद्देनजर पहले तो पुडा के अधिकारियों से बातचीत का प्रयास किया। लेकिन बात न बनने पर झील को बचाने के लिए संघर्ष कर रही संस्था वेलफेयर एसोसिएशन फाजिल्का के सचिव इंजीनियर नवदीप असीजा ने हाईकोर्ट में याचिका दायर की। याचिका को स्वीकार करते हुए हाईकोर्ट ने पुडा को कारण बताओ नोटिस जारी किया है। अदालत ने सुनवाई के लिए 25 अगस्त की तिथि मुकर्रर की है। याचिका स्वीकार किए जाने पर पर्यावरण प्रेमियों में खुशी की लहर है जबकि झील किनारे प्लाट खरीदने का सपना संजोए बैठे लोगों को निराशा छाई है।

क्षेत्र की धरोहर बाधा झील और बंगले के किनारे की भूमि को पुडा की ओर से प्लाट काट कर बेचे जाने की घोषणा के मामले में फाजिल्का के एक जागरूक नागरिक की ओर से दायर याचिका में पंजाब एंड हरियाणा हाईकोर्ट ने राज्य सरकार और पुडा को तलब कर लिया है। इसके तहत 25 अगस्त को उन्हें अपना पक्ष रखने को कहा गया है। यह याचिका समाजसेवी नवदीप असीजा की ओर से दायर की गई थी। जिस पर डिवीजन बैंच चीफ जस्टिस आदर्श गोयल और जस्टिस राजेश बिंदल ने पुडा और राज्य सरकार को तलब किया है। 
जरूरी है झील का बचना 
याचिका में नवदीप असीजा ने बताया कि 1844 में ब्रिटिश सरकार के अधिकारी वंस एगन्यू की ओर से बाधा झील यानि हार्स शू लेक की सुंदरता को देखकर बंगला का निर्माण किया गया था। झील के कारण क्षेत्र का भूमिगत पानी स्वच्छ था। उन्होंने बताया कि झील के आसपास मनमोहक नजारा होने के कारण यहां राष्ट्रीय पक्षी मोर के अलावा अनेक पक्षियों का निवास है। हरे भरे पेड़ों के कारण शहर का वातावरण शुद्ध है। अगर यहां पुडा की ओर से कालोनी बनाई गई तो पक्षियों का रहन बसेरा उजड़ जाएगा और शहर का वातावरण दूषित हो जाएगा। इस कारण यहां कालोनी नहीं बननी चाहिए।

HC issues notice to PUDA, govt over Badha Lake colony

FAZILKA: The Punjab and Haryana high court has issued a notice to Punjab Urban Planning and Development Authority (PUDA) and the state government on a petition filed by a social activist from Fazilka, challenging the process of colonization of Badha Lake wetland in Fazilka, against environmental norms and violating Indus Water Treaty. PUDA plans to sell 8 acres of land in the vicinity of Badha Lake to set up a new colony. 

The division bench of the acting Chief Justice, Justice Adarsh Goel and Justice Rajesh Bindal, keeping in view the urgency of the matter as PUDA has already completed the required formalities to auction 56 residential plots in the proposed colony, issued notices. 

Navdeep Asija of an NGO Graduate Welfare Association of Fazilka (GWAF), had approached the high court, appealing its intervention, to direct PUDA to drop the proposal of planning a residential colony in the eco-sensitive area. It was contended by the council for the petitioner that in the view of the fact that Badha Lake wetland is a natural flood buffer created by nature provides natural shelter to the national bird peacock and is an overall area of importance in view of entire biodiversity and public health of the region. 

PUDA itself had ordered registration of criminal cases FIR against illegal colonizers in the area and at the same time itself being part of state government was sacrificing ecology and natural environment of an area for profit, stated the petition. 

The next court hearing is on August 25.

अबोहर-फाजिल्का के बीच कब चलेगी रेलगाड़ी

रेलवे की तरफ से फाजिल्का-अबोहर रेल लाइन परियोजना लगभग पूरी हो चुकी है, लेकिन इसमें ओर देरी होने की संभावना बढ़ गई है, क्योंकि परियोजना के लिए बनाई गई रेल लाइन की अभी तक चैकिंग नहीं हुई और न ही इस पर रेल की स्पीड चैक हुई है। खास बात यह है इसके लिए अभी तक विभाग के लखनऊ स्थित सेफ्टी कमिश्नर ने अभी तक इसकी कोई तिथि घोषित नहीं की गई है, जबकि फिरोजपुर डिविजन की ओर से इस बारे में काफी समय पहले लिखा जा चुका है। इसकी पुष्टि सहायक डीआरएम सुधीर कुमार सिंह ने नार्दर्न रेलवे पैसेंजर्स समिति के पदाधिकारियों से की है। गौर हो कि इसका शिलान्यास एक फरवरी 2004 को तत्कालीन रेल मंत्री नीतीश कुमार ने किया था। 
ऊंचे होंगे प्लेटफार्म : समिति के अध्यक्ष डॉक्टर अमर लाल बाघला, महासचिव एडवोकेट बाबू राम, सचिव पूर्ण सिंह सेठी, उपाध्यक्ष राज पाल गुंबर और राजेश कुमार ने बताया कि उन्हें अधिकारियों ने विश्वास दिलाया है कि फाजिल्का से कोटकपूरा तक के सभी रेलवे स्टेशनों के प्लेटफार्मों को जल्दी ऊंचा करवाया जा रहा है। इसके अलावा फाजिल्का स्टेशन पर 1990 में उखाड़ी गई वाशिंग लाइन को फिर से स्थापित करने, फाजिल्का, जलालाबाद, मुक्तसर, कोटकपूरा स्टेशनों पर फुट ओवरब्रिज बनाने आदि की मांग की गई।अबोहरवासी भी चाहते हैं : जल्द चले टे्रन
अबोहर & रेलवे पैसेंजर वेलफेयर एसोसिएशन के महासचिव हनुमान दास गोयल ने रेलवे उच्चाधिकारियों को एक पत्र भेजकर अधर में लटके अबोहर-फाजिल्का रेल निर्माण का कार्य पूरा करके लाइन को शुरू करने की मांग की है। उच्चाधिकारियों को भेजे पत्र में गोयल ने लिखा है कि मंडल रेल प्रबंधक फिरोजपुर ने लगभग एक माह पहले कमिश्नर रेलवे से सेफ्टी को ऊपर लिखित लाइन को टैस्ट करके लागू किए जाने में पत्र लिखा था, लेकिन लखनऊ स्थित रेलवे सेफ्टी विभाग मुख्यालय से अभी तक रेलवे लाइन टैस्ट करने के बारे में कोई पत्र नहीं आया। गोयल ने बताया कि रेलवे बोर्ड के अध्यक्ष को लगभग एक महीने इस लाइन को आरंभ करने के लिए लगातार पत्र भेजे गए, लेकिन कोई सुनवाई नहीं हुई। उन्होंने कहा कि इस रेलवे लाइन देशहित में सुरक्षा का काम करेगी, इसलिए इस लाइन को जल्द आरंभ किया जाएगा।ट्रायल खत्म, फिरोजपुर-हैदराबाद ट्रेन बंद 
फिरोजपुर & रेलवे द्वारा तीन माह के ट्रायल के तौर पर चलाई गई फिरोजपुर-हैदराबाद ट्रेन को बंद कर दिया है। वीरवार को ट्रेन का ट्रायल पीरियड खत्म हुआ और ट्रायल के अंतिम दिन ट्रेन यहां से रवाना हुई। रेल विभाग सूत्रों अनुसार इस ट्रेन को चलाने से जहां रेलवे को लाभ नहीं पहुंचा, वहीं यात्रियों में भी इस ट्रेन के प्रति क्रेज नहीं देखने को मिला। विभाग की योजना थी कि अगर ट्रेन विभाग एवं यात्रियों के लिए लाभकारी सिद्ध हुई तो इसके ट्रॉयल को एक्सटेंड कर दिया जाएगा, लेकिन तीन माह के दौरान ऐसा कुछ भी नहीं हुआ।

Plans for digital library remain a distant dream in Fazilka

The ambitious plan to convert the library of the MR Government College into a digital library, a premier educational institute since the pre-partition days, remains unfulfilled so far. The building of the digital library has not been completed due to paucity of funds even when a sum of Rs 36 lakh had already been spent on the new building of the library.

At present, the library is being run in an old portion of the college building. The library has a total of 22144 books on record but it has no librarian for the past seven years since the retirement of the last incumbent.

Rakesh Saha, a restorer and Junior Lecturer Assistant (JLA) Chuni Lal, working on temporary basis from PTA funds, are managing the library, which has a transaction of around 400 books per day during the academic session. The books are stocked in five-decade-old cupboards. Some of the books are tattered. Recently updated books are seldom added to the library.

With the development of the latest information and technology techniques, the necessity of converting the library into a digital one was felt a long time back.

The University Grant Commission (UGC) in 2009 sanctioned the funds amounting to Rs 36 lakh for the construction of a new double-storeyed block for the digital library. However, due to the escalation of the cost of the project, the building was left incomplete about a year back. As per the contractor Manoj Kumar, the work related to steel railing, plinth protection, boundary wall, aluminum main gate, some electronic equipment, submersible pump motor, water cooler with RO system is yet to be carried out reportedly due to paucity of funds.

Eminent socialite and educationist Raj Kishore Kalra has demanded that requisite funds should be sanctioned to make the project operational. Executive Engineer, PWD, Prem Kumar said at least Rs 10 lakh is required for the completion of library and installation of electronic gadgets.

Hence, the library has still not been handed over to the college authorities. For this reason, the building has virtually become a place of merry making for some anti-social elements.

Tribhuvan Ram, officiating principal of the MR Government College, said the college officials want the library building to be completed soon and its control be assigned to them to ensure its proper functioning and maintenance.

64 years on, residents still awaiting freedom Mohar Jamsher village near Pak border

To get married is the biggest problem in this tiny village surrounded by the Indo-Pak border from three sides and by the Sutlej on the other. The country is preparing to celebrate its 64th Independence Day but nearly 700 residents of this village are still 'caged' as they have to take the permission of the Border Security Force (BSF) every time while entering or leaving the village and that too through a lone medium — an old wooden boat that is used to ferry light vehicles as well.

The strictness of the security forces and the topography of the village have made it totally different from the outer world. A few villagers have recently witnessed the rejection of marriage proposals. During a visit to the village after taking permission from the BSF and crossing the Sutlej on a boat, a mini India was found within the fence crying for immediate development.

Though a primary school, temple, gurdawara and panchayat house are there, yet the lack of any permanent link to connect it with the rest of the country is forcing its residents to lead a tough life.

Some of the villagers even got married in their own village as a majority of people from villages outside had a break in relations with them due to its unusual topography. "My brother got marriage proposals twice from other villages, but when the families visited, they dropped the idea without citing any reason," rued Gulshan, who runs a flour mill in the village.

Besides Gulshan, a number of villagers said they had spent their life but the future of their next generation was in the hands of the government.

"The elections are again approaching and the politicians would come to seek votes, but we have decided not to vote, as all the governments have failed to solve our problems," said Sher Singh. "Make this village separate from the rest of the country as we do not want to its part."

"Every monsoon, the swollen Sutlej wreaks havoc on this village by not only washing away the temporary bridge made by us over the Sutlej but also by causing damage to the fields and the cattle," rued the 50-year-old Sher Singh.

The BSF officials posted there informed that a pontoon bridge used to be there but it was dismantled this morning following the water level that touched the 9.6 feet mark. At this level of water, the floating bridge fails to sustain, so the CPWD officials dismantle it in July-August and reassemble it by the end of October, when the rainy season ends.

Speaking to a number of villagers, it was noticed that the literacy rate was about 10 per cent. Kulwant Singh, village sarpanch, said, "After completing class V, when our children go to nearby villages for further studies, they usually reach the school late and the teachers do not allow them to attend the classes, which results in a drop in the number of students."

Diseases like cancer, skin infection, dental problems and joint pain have gripped the residents in the absence of supply of potable water. There is no government health centre and the villagers face a number of problems while taking the patients or cattle for medical assistance.

Punjab rides on ecocabs to conserve environment

Punjab cycle industry is all geared up to be an eco friendly. Ludhiana-based cycle major HiBird has started a new 'EcoCab' initiative that is aimed at revamping the ordinary rickshaw and promoting it as a major energy-saving form of transportation.

"In existing rickshaw, mainly wood material has been used specially for the rear structure, but we have avoided use of wood. Secondly, we have made the Rickshaw so attractive in looks, comfortable for the passenger, easy and light weight for the puller so that people love riding on the new rickshaw," informed R D Sharma, Chairman of HiBird Safari Group.

Earlier around 30 kilogram wood was used in a single rickshaw and there was no resale value of the vehicle, but as steel is a metal and value of metals increases over time, it has a high resale value even after many years. Sharma said the eco-rickshaw used high tenfile pipes that reduced the weight of the vehicle by almost 50 kilogram.

These rickshaws have been made to look attractive with more comfortable seats, a special kid seat, seat belts, provision of a FM radio. After independence, when almost all modes of transports went through a drastic change, the rickshaw was one vehicle that remained unchanged. 

Till 1950, the rickshaw constituted only two wheels and the rickshaw puller had to work hard in pulling the rickshaw. After 1950, the third wheel was introduced and the burden became a little less. But even then, pulling a 105-110 kilogram weighing vehicle, laden with at least 50-60 kilogram of additional load, is something that is quite unacceptable. But the rickshaw-pullers have been doing so," informed Navdeep Asija, founder of the EcoCab Concept.

One of the major reasons for the introduction of the Ecocab is that the demand of the rickshaw was going down and as the eco-friendly means of transport was being faced by the problem of accessibility and quality of the rickshaw.

"While the dial a rickshaw service is aimed at tackling the accessibility problem, Hi-bird Safari Group has helped in making the product qualitative by taking this social project, to a corporate level. The non-motorised and personalised mode of transport has picked up ever since its launch and after the initial start from Fazilka, it is now popular in Amritsar, Patiala, Ludhiana, Malaut, Fatehgarh Sahib, Ropar, Faridkot and many other districts of Punjab," informed Asija.

He said one important feature of the EcoCab is that it cost Rs 9,500 inclusive of taxes and the rickshaw pullers could own a rickshaw in 14-15 months, by saving only Rs 20 per day as the government had provided the special differential rate of interest (DRI) scheme to the people below the poverty line (BPL)

Suresh Sharma, Executive Director, HiBird Group, said that each and every component of Hi-Bird Rickshaw has been manufactured under ISO norms checked in well-equipped technical and chemical labs.

परिवहन, तकनीकी शिक्षा व औद्योगिक प्रशिक्षण मंत्री एवं स्थानीय विधायक सुरजीत कुमार ज्याणी ने कहा कि उन्होंने चुनाव से पहले किए अपने सारे वादे पूरे कर दिए हैं, यहां तक कि फाजिल्का को जिला बनाने का वादा भी पूरा हो गया है। अब इस इलाके की उन्नति के लिए जरूरी भारत-पाकिस्तान बार्डर व्यापार के लिए खुलवाने की दशकों पुरानी मांग वह राज्य में गठबंधन के साथ केंद्र में एनडीए सरकार आने पर हर हाल में पूरी करवाएंगे। ज्याणी फाजिल्का को जिला बनवाने के बाद पहली बार यहां के सिटी गार्डन पैलेस में पत्रकारों से मुखातिब हुए।

उन्होंने कहा कि चुनाव से पहले फाजिल्का को जिला बनाने का दावा उन्होंने अपना राजनीतिक करियर दांव पर लगाकर पूरा कर दिया है। अब वह कांग्रेसी नेता भी फाजिल्का को जिला बनाने के संघर्ष में साथ देने की बात कह श्रेय लेने का प्रयास कर रहे हैं, जिन्होंने मरणव्रत पर बैठे होने के दौरान उनका हाल तक नहीं पूछा। मरणव्रत स्थल पर आए और नंबर बनाकर चलते बने। लेकिन जनता सब जानती है कि जिले के लिए किसने क्या कुर्बानी दी। अब फाजिल्का में क्या कमी है, पूछने पर ज्याणी ने कहा कि जिला बनने से विकास की राह खुली है, लेकिन विकास फाजिल्का सेक्टर स्थित भारत-पाक सीमा की सादकी बार्डर व्यापार के लिए खुलने पर ही संभव है। क्योंकि यहां कोई बड़ी इंडस्ट्री नहीं है। इसलिए बार्डर का खुलना जरूरी है। इसके लिए उन्होंने अकाली सांसद शेर सिंह घुबाया से बात कर ली है कि वह संसद के शुरू होने वाले सत्र में इस मुद्दे को उठाएं। इसके अलावा वह खुद भी फाजिल्का से एक शिष्टमंडल को लेकर केंद्रीय नेताओं से मिलेंगे व उनसे पाकिस्तान सरकार के साथ पत्र व्यवहार शुरू करने की मांग करेंगे। उन्होंने फाजिल्का में उच्च शिक्षा के लिए नए डिग्री कालेज जिनमें लड़कियों का कालेज खोलने, यहां से चंडीगढ़ वाया पटियाला बस चलवाने का आश्वासन दिया। इस समय नगर परिषद अध्यक्ष अनिल सेठी, मार्केट कमेटी चेयरमैन अशोक जैरथ, गुरविंदर टिक्का, नवीन कवातड़ा व बलजीत सहोता भी मौजूद थे।

ट्रस्ट के जमीन अधिग्रहण नोटिस पर उठे सवाल

फाजिल्का नगर सुधार ट्रस्ट का पिछले काफी समय से फाजिल्का के शहरी सीमा में पड़ते जमीन के मालिकों से अधिग्रहण संबंधी विवाद चल रहा है। ट्रस्ट ने कई आवासीय व कमर्शियल योजनाओं के नाम पर शहर के भीतर व सीमा में पड़ती विभिन्न जमीनों को अधिग्रहण करने के नोटिस निकाले थे। इसे लेकर जमीन के मालिकों में रोष है।

अब ट्रस्ट द्वारा अखबारों में समय समय पर इस बारे में विज्ञापन भी दिए जा रहे हैं। ट्रस्ट के अधिग्रहण के खिलाफ गत दिनों फाजिल्का के कई जमीन मालिक चंडीगढ़ में तीक्ष्ण सूद से मिलने भी गए थे। बातचीत में सूद ने स्पष्ट किया था कि जबरन किसी से भी जमीन नहीं ली जाएगी।

ट्रस्ट द्वारा अधिग्रहण का नोटिस पाए एक जमीन मालिक श्रवण कुमार ने दैनिक जागरण को बताया कि उन्हें व अन्य जमीन मालिकों को पिछले साल सितंबर में नोटिस मिले थे। उन्होंने अपनी आपत्तियां ट्रस्ट को लिखित तौर पर भेज दी थीं। लेकिन ट्रस्ट ने आपत्तियों का न तो निराकरण किया और न ही उनका पक्ष सुनने के लिए बुलाया। ट्रस्ट द्वारा अखबारों में नोटिस निकालकर जन सूचनाओं के नाम पर जमीन मालिकों को परेशान किया जा रहा है, जबकि ट्रस्ट के पास चालीस पचास लाख से अधिक का फंड ही नहीं है और जितनी जमीनों के अधिग्रहण के लिए नोटिस निकाले गए हैं, उनके डीसी रेट ही 15 करोड़ के करीब बनते हैं।

इस बारे में जब ट्रस्ट के चेयरमैन महेंद्र प्रताप धींगड़ा से बात की गई तो उन्होंने माना कि हमारे पास फंड बेशक कम हैं, लेकिन हमारी विभिन्न बैंकों से योजनाओं के लिए आर्थिक मदद देने की बात चल रही है।

फाजिल्का नगर सुधार ट्रस्ट की ओर से जमीन मालिकों को भेजे जा रहे नोटिस पर स्थानीय निकाय मंत्री तीक्ष्ण सूद ने साफ किया है कि नगर सुधार ट्रस्ट फाजिल्का की ओर से भेजी गई किसी भी आवासीय या कमर्शियल योजना को विभाग की ओर से मंजूरी नहीं दी गई है। अगर किसी परियोजना के लिए जमीन का मालिक अपनी जमीन देने का इच्छुक नहीं है तो जबरन कोई भी जमीन अधिग्रहित नहीं की जाएगी। दैनिक जागरण द्वारा इस विवाद बारे में सूद का कहना था कि फाजिल्का नगर सुधार ट्रस्ट का विभाग के पास ऐसा कोई मामला आता भी है तो जबरन कोई जमीन अधिग्रहित नहीं की जाएगी।

ट्रस्ट को नोटिस का अधिकार पर अंतिम निर्णय विभाग का

फाजिल्का : पंजाब टाउन इंप्रूवमेंट एक्ट 1922 के तहत स्थानीय निकाय विभाग की स्वायत संस्थाएं व ट्रस्ट जनहित में सार्वजनिक परियोजनाओं के लिए जमीन अधिग्रहण का प्रस्ताव स्थानीय निकाय विभाग को भेज सकती हैं। इसके तहत एक्ट की धारा 36, 38, 40 व 41 के तहत नोटिस निकालकर यह प्रक्रिया शुरू की जाती है। लेकिन अंतिम फैसला स्थानीय निकाय विभाग द्वारा ही लिया जाता है।

नया जिला बनने से खुश हैं लोग

हमारे प्रतिनिधि, अबोहर : फाजिल्का के जिला बनने से लोग काफी खुश हैं। लोगों का कहना है कि जिला मुख्यालय की दूरी कम होने से उनको काफी सुविधा मिलेगी। क्योंकि पहले 150 किलोमीटर दूर फिरोजपुर आने-जाने में उनका काफी समय बबार्द हो जाता था।

विभिन्न विभागों के कर्मचारियों और अधिकारियों का कहना है कि उन्हें मीटिंग आदि में भाग लेने के लिए महीने में कई बार फिरोजपुर जाना पड़ता था। इसके लिए सुबह घर से जल्दी निकलना पड़ता था। वापस आते-आते रात हो जाती थी। नाम न छापने की शर्त पर उन्होंने बताया कि उन्हें कई बार जिला हैड क्वार्टर जाने पर किराया आदि भी नहीं मिलता था। रात के समय वापस आने पर टैक्सी करवानी पड़ती थी। जिससे काफी परेशानी होती थी। अब जब जिला मुख्यालय की दूरी मात्र तीस किलोमीटर रह गई है तो उनको काफी राहत मिलेगी।

इसके अलावा फाजिल्का के जिला बनने से स्कूली खिलाड़ी भी खुश हैं। खिलाड़ियों के अनुसार उन्हें जिला स्तर पर खेलने के लिए 150 किलोमीटर दूर फिरोजपुर जाना पड़ता था। अब नया जिला बनने से उनको राहत मिलेगी। प्रिंसिपल सुमित कालड़ा का कहना है कि इतनी दूर जाने से खिलाड़ियों खासकर लड़कियों को परेशानी होती थी। अब नया जिला बनने से खिलाड़ियों को भी राहत मिली है।

Fazilka Dial-a-rickshaw project on MIT radar

the newly-created district of Punjab, is making news on the international front. Massachusetts Institute of Technology (MIT) in US is studying its eco cab project, where a rickshaw arrives at your doorstep soon after you call up a call centre. Their objective: To see how the new experiment can help civic bodies offset the traditional car-centric development patterns that have handicapped many cities — from Beijing to Bangalore.

The project, titled "Future of Urban Mobility", has been given to MIT by the Singapore government to study solutions in regard to sustainable urban transport. What has excited MIT about the dial-a-rickshaw project in Fazilka is how intelligence systems (cellphone network) can be used with existing transportation modes to benefit townships.

To study the project in detail, Albert Ching — a research assistant in the Department of Urban Studies and Planning at MIT — recently visited Fazilka. His specific mandate was to study the eco cab project in the township.

Speaking to The Indian Express, Ching said preliminary study has revealed that intelligence infrastructure (mobile telephony) in India has developed much ahead of transport infrastructure. "India has more than 700 million cellphones versus about 13 million cars. After visiting Fazilka, I learnt fully how their project works. They have five call centres — one for each sub-zone. You dial the call centre in your area and within five to ten minutes, the rickshaw puller reaches you," said Ching.

The aspiring urban innovator said this is almost a revolution in terms of urban transport. "It takes care of multiple issues like traffic congestion, air pollution, parking, road safety, etc," he said. With the efforts of Graduates Welfare Association Fazilka (GWAF) — a local NGO — and the local administration, Fazilka now has car-free zones and pedestrian areas.

Ching was told to study the Fazilka project by P Christopher Zegras, associate professor in Transportation and Urban Planning at MIT. "The Fazilka experiment seems to offer an important demonstration of merging advanced mobile communications technology with sustainable mobility services. Such advances will be crucial to improving the quality of life in urban areas across the world in the 21st century — offering affordable, reliable, convenient, job-creating, low-carbon mobility solutions," Zegras told The Indian Express.

The researchers studying the "Future of Urban Mobility" project at MIT have found that a major problem being faced by developed countries like Singapore is their car-centric infrastructure. This has caused a high auto-dependence, with too many people choosing to use cars. "Countries like Singapore can't turn back the clock. But many other cities which have rickshaws in public transport can replicate the eco cab concept. Fazilka will be a case study for our project, to spread the word about how it can be done. If something good happens in Fazilka but nobody comes to know about it, it will be a big waste," said Ching.

GWAF Secretary Navdeep Asija said the township has five call centres for the eco cab project. The project will get a further boost with a new scheme introduced by Bharat Sanchar Nigam Limited (BSNL).

Sandeep Diwan, BSNL's General Manager (Enterprise Business) said that for the first time in the country, the Nigam has given 900 pre-paid mobile connections under a closed user group. Within the group, users have free unlimited calling. With a dedicated series, the project will soon have nine call centres and greater access to rickshaw pullers.

"The eco cab project works best within a zone of 3 km. Bigger cities can create sub-zones to ensure success of the project," said Asija.



HC flak for Haryana for not launching eco cabs


Irked over non-filing of a response with regard to the steps taken for the launch of eco cabs, the Punjab and Haryana High Court on Friday directed the director of Haryana urban bodies department to be present before the court on the next date of hearing.

A division bench comprising Justices Surya Kant and Ajay Tewari observed that the state's response was not too serious towards the issue. The directions were passed during the resumed hearing of a PIL arising out of a suo motu notice taken by the high court on a news item published in The Indian Express.

The court held that on March 25, the bench had asked the government to get in touch with Navdeep Asija — running a Graduates Welfare Association in Fazilka — to take his views into consideration on the issue of introducing eco rickshaws.
