Losing green cover? Call helpline for a tree

Fazilka (Punjab), July 31 (IANS) If a lack of time or resources is preventing you from planting new trees, then it's time you heard of a unique green initiative in this border town of Punjab. To check the rapid decline in green cover, a group of social activists here has launched an innovative 'dial-a-tree' helpline, which will start supplying saplings and carry out plantation free of cost from Aug 1.

"We have converted three cycle rickshaws into 'green ambulances' to transport and plant tree saplings at people's doorstep," Chandrika Ahuja, coordinator of the dial-a-tree project, told IANS.

"The ambulances will have two trained green warriors each, a variety of tree saplings, manure, cutter and basic equipment for trenching." Fazilka residents simply have to dial 9915184000 and book saplings.

The service has been started by the Graduates Welfare Association Fazilka (GWAF) in association with an agriculture resource centre, Zamindara Farmsolutions, and the Punjab government. GWAF celebrates Aug 1 as Anand Utsav, an annual function organised with the aim of spreading awareness about environmental protection.

"This service will be extended free of cost. Trained volunteers will plant the tree and ask the house or land owner to furnish an undertaking that he will protect and take care of the saplings and later they will be awarded with the Green Citizen award," said Ahuja.

For bulk plantation at schools and other institutions, GWAF would ensure a free supply of saplings via green ambulances. This service will remain active till Aug 15, India's Independence Day. According to GWAF officials, trees would be planted within 24 hours of a request and besides planting new trees, the green warriors would also assist in maintaining already existing plants.

"The dial-a-tree helpline is open and we are getting a whopping response. We will start the plantation drive from Aug 1 and it will continue till Aug 15 as this is the most appropriate time of the year for plantation," Navdeep Asija, secretary of GWAF, told IANS.

Talking about the green cover of Fazilka and Punjab, Asija said, "As per information procured through the Right to Information (RTI), municipal authorities in Fazilka had planted less than 800 trees in a decade. About 30 trees survived."

He said Fazilka has a 10.4 sq km area under urban settlement and the green belt is less than 0.5 percent. Asija said this is the first time in India that any such service will be launched to save the environment.

Fazilka falls in Faridkot district of Punjab, which shares the international border with Pakistan. It is around 250 km from Chandigarh.

"We have trained volunteers as green warriors and hope that the public will respond well. Depending on the response we will replicate the model in other towns of the state," said Vikram Ahuja, director of Zamindara Farmsolutions here.

‘Dial-a-tree’ service launched in Fazilka

The local Graduate Welfare Association Fazilka (GWAF) with the support of other associations and individuals launched the "dial-a-tree" service - first of its kind in the country - to carry out plantation drives in a big way on the doorstep of citizens.

Earlier, the town, which has been facing blatant neglect by successive state governments, has made a mark in the field of education, social service and other human welfare activities when various organisations launched eco-friendly rickshaw, set up car-free zone and cyber cafes in localities inhabited by poor people. Three green ambulances would be launched for tree plantation, replacing the dying saplings and treating the injured plants in the town on August 1 to mark the occasion of Anand Utsav, an annual function organised by the GWAF to create awareness among people regarding environment.

"The tree plantation as per the demand will start formally on August 1. The Zamindara Farm Solutions and the Department of Forests and Wildlife Preservation, Punjab, have joined hands with us for making this task a big success," said Navdeep Asija, Secretary (administration), GWAF.

पर्यावरण को स्वच्छ बनाने के लिए अगर आप घर, गली या स्कूल में पौधा लगाना चाहते हैं तो सिर्फ फोन घुमाओ और पौधा लगाने में टें्रड वॉलंटियर ग्रीन एंबूलेंस के साथ आपके बताए स्थान पर पहुंच जाएगी। उनके पास पेड़, मिट्टी और खाद होगी, जो आपके फोन के 24 घंटे के बीच ही पेड़ लगा देंगे। साथ ही आपको पौधे की संभाल के तरीके भी बताएंगे। जी हां, ग्रेजुएटस वेलफेयर एसोसिएशन फाजिल्का की ओर से वातावरण मेला आनंद उत्सव के तहत इसका आयोजन एक अगस्त से शुरू किया जा रहा है, जो लगातार 15 दिन तक चलेगा। यह लोगों को डायल- ए- ट्री सर्विस निशुल्क होगी।

एसोसिएशन की ओर से करवाए गए सर्वे अनुसार लोगों के दिलों में पेड़ लगाने की भावना तो है, लेकिन कभी पौधा, कभी खाद और कभी मजदूर की कमीं खटकती है। इस कारण पौधा रोपित नहीं हो पाता। नगर कौंसिल भी इसके प्रति जागरूक नहीं है। आरटीआई के तहत मांगी गई जानकारी मुताबिक कौंसिल ने दस वर्ष में मात्र 764 पौधे ही रोपित किए हैं, लेकिन हैरानी की बात यह है कि उनमें सिर्फ 24 पौधे ही हरे -भरे हैं। एसोसिएशन के सचिव इंजीनियर नवदीप असीजा ने बताया कि बीते साल एसोसिएशन की ओर से पहला वातावरण मेला आनंद उत्सव नई आबादी, धींगड़ा कालोनी, बस्ती चंदोरा और टीचर कालोनी में करवाया गया था। इस दौरान करीब 1200 पौधे घरों, स्कूलों और गलियों के अलावा खुले प्रागण में लगाए गए थे। इसके तहत ही ग्रीन रामलीला में भी पौधे बांटे गए थे। सरकारी आंकड़ों अनुसार दस फीसदी ही पौधे रहे भरे हो पाते हैं, जबकि एसोसिऐशन की ओर से 50 प्रतिशत पेड़ हरे- भरे किए गए हैं।
आज से शुरू होगी हैल्प लाईन : जमींदार फार्म शल्यूशन के डायरेक्टर विक्रम आहूजा ने बताया कि डायल -ए- रिक्शा की तर्ज पर डायल -ए- ट्री सर्विस शुरू की गई है।

इसके लिए हल्प लाइन शुरू की गई है, जिसके तहत रोजाना सुबह 9 बजे से सांय 5 बजे तक फोन पर पौधा मंगवाया जा सकता है। पांच से अधिक पौधे मंगवाने वाले को भी निशुल्क पौधे उपल्ब्ध करवाए जाएंगे, लेकिन उन्हें रोपित करने के जिम्मेदारी पौधा मंगवाने वाले की होगी। पौधा लगवाने वाले से पौधे की संभाल का शपथ पत्र लिया जाएगा। एसोसिएशन के संरक्षक डा.भूपिन्द्र सिंह ने बताया कि बुकिंग हैल्प लाइन शुक्रवार से शुरू की जा रही है। इसके तहत एडवांस बुकिंग भी करवाई जा सकती है। डायल- ए -ट्री का सुचारू ढंग से चलाने के लिए चंद्रिका आहूजा को नेतृत्व सौंपा गया है। गौरतलब है कि एसोसिएशन की ओर से वातावरण को साफ सुथरा रखने के लिए पहले साइकिल रैली, सांझा चुल्हा, डायल- ए- रिक्शा और बाधा झील को बचाने का प्रयास जैसे प्रोजेक्टों की शुरूआत की जा चुकी है|

Fazilka: Environmental activists in Punjab are set to launch an innovative "dial-a-tree" service to promote tree plantation and keep the small town green. Already accredited for introducing car-free zone at Fazilka – a small town near the Indo-Pak border, these environmentalists would launch the India's first service of its kind on August 1.

The service is proposed to be launched by Graduates Welfare Association Fazilka (GWAF) on Anand Utsav – an annual function organized with an aim to spread awareness about environmental protection. Zamindara Farmsolutions – an agriculture resource centre has extended support to GWAF for training the volunteers to plant trees and green phone helpline. Department of Forests and Wildlife Preservation Punjab are partnered with us for the same. "Our department is very happy to associate with such unique citizen's initiative" said H.S. Grewal, CF Ferozepur Circle.

Chandrika Ahuja, coordinator of Dial-a-Tree project said that they converted three cycle rickshaws into Green Ambulances in service to transport and plant tree saplings at people's door step. These "ambulances" would have two trained green warriors each, variety of tree saplings, manure, cutter and basic equipment for trenching. The service shall be extended to citizen free of cost.

The trained volunteers would plant the tree and seek the house or land owner to furnish an undertaking that he would protect and take care of the saplings and later they will be awarded with Green Citizen honour. Anyone, who desires the association to plant a tree on his premises could call up a helpline number or email a request.

Vikram Ahuja, director, Zamindara Farmsolutions said that they had been motivating people to plant trees on their birthdays or other special occasions. "We have trained volunteers and hope that public would respond well to the project," he said. The response to already launched Dial-a-Rickshaw project at Fazilka was encouraging and GWAF hoped to replicate the success, said Vikram, who is also one of the GWAF founders. Dial – a- Tree green helpline will start from tomorrow for the pre booking and plantation drive shall be started from 1st of August 2010. Any Fazilka city resident can dial at 99151-84000 and book for tree sapling. For bulk plantation at schools and other institutions, GWAF will ensure free supply of saplings via Green Ambulances. This service will remain active till 15th August 2010.

The association promises that the tree would planted within 24 hours following request. Rickshaws had been chosen as "ambulances" since they are non-polluting vehicles. The trained personnel using these ambulances would also take care of existing tress and prevent them from dying.

Navdeep Asija, secretary, GWAF said that an RTI query revealed that municipal authorities in Fazilka planted less than 800 trees in a decade. About 30 trees survived. The town has a total 10.4 sqkm urban settlement and the present green belt is less than 0.5 per cent. "It is alarming," he added.

"Last year, during Anand Utsav, we planted more than 1200 tree saplings and out of which more than 600 survived; we made it possible through community participation, our idea is not to plant more saplings but to made tree grow with full protection and care", said Dr Bhupinder Singh, Patron GWAF and retired professor from IIT Roorkee.

सीआईडी ने मांगी पानी के सैंपल की रिपोर्ट

फिरोजपुर-अशुद्ध पानी को लेकर राज्य सरकार काफी गंभीर है। इसकी गंभीरता का अंदाजा इसी बात से लगाया जा सकता है कि जिला स्वास्थ्य विभाग द्वारा पिछले दो माह में सीमावर्ती गांव से भरे गए साधारण व हैवी मैटल पानी के सैंपल की रिपोर्ट राज्य के खुफिया विभाग (सीआईडी) द्वारा मांगी गई है। इस बात की पुष्टि जिला सहायक यूनिट अधिकारी राजेंद्र गगनेजा ने की है। जानकारों से पता चला है कि सीआईडी द्वारा यह रिपोर्ट पंजाब सरकार के कहने पर मांगी गई है।

गौरतलब है कि स्वास्थ्य विभाग द्वारा जून माह में जिले के विभिन्न क्षेत्रों और सीमावर्ती गांव से कुल 74 सैंपल भरे गए थे। भरे गए सभी सैंपलों की रिपोर्ट विभाग को मिल चुकी है। विभाग के आंकड़ों के मुताबिक 74 में से 31 सैंपल फेल पाए गए हैं। जुलाई माह में विभाग द्वारा कुल 80 सैंपल भरे गए जिनकी रिपोर्ट आनी अभी बाकी है।

दूसरी ओर विभाग द्वारा हैवी मैटल के कुल 18 सैंपल भरे गए थे जिनमें से 11 की रिपोर्ट चंडीगढ़ स्थित पंजाब स्टेट बैक्टीरियोलाजिकल लैब द्वारा जिला स्वास्थ्य विभाग को करीब एक सप्ताह पहले भेज दी गई है।

Abandoning godowns, FCI opts for the open

FCI won't pay 80 paise per sq ft for covered storage, but will pay almost twice that to let grains rot outside
Chandigarh: Hemant Gupta's 30,000-tonne capacity godown for storing foodgrain is one of the largest in Ferozepur, Punjab.

In 1978, the Food Corporation of India (FCI) hired it on a monthly rent of Rs75,000, or 50 paise per sq. ft—eventually raised to 80 paise per sq. ft. In 2004, Gupta says, FCI abruptly vacated his godown and stocked the grains in the open nearby.

"See the rot within FCI," says an exasperated Gupta. "They won't pay me 80 paise for keeping their foodgrains under the roof, but (they are) allowing (the) foodgrains to perish in the open, for which they are paying Rs1.44 per sq.ft."

Open storage means buying two-three times more gunny bags, wooden crates and tarpaulin sheets than what's needed in a covered facility, and fumigation. "It's plain corruption," Gupta says.

"The government (is) desperately seeking investment, even eyeing foreign investors...but who will put in money if this is the approach?" asks Gupta.

Thirty-two years ago, FCI hired Colonel T.S. Dhillon's 7,500-tonne capacity godown in Chabal, Amritsar, at a monthly rent of Rs15,000, or 40 paise per sq. ft.

Today, he gets 67 paise per sq. ft, or Rs25,125 a month, far below FCI's going rate of Rs2.40-2.50 per sq. ft for godowns set up in 2001-02.

"There is no clear policy. Our godowns are as good as others, but we get four times less rates. Are we that illiterate a nation? Nobody could have dared to let a single grain rot in China," says Dhillon, one of the oldest people in this business.

"This is definitely an issue," admits Punjab's FCI senior regional manager Nilkanth S. Avhad. "We, too, feel there has to be a uniform policy." The matter is being discussed at the highest level so owners of older godowns get fair rates, he adds.

In Punjab, Central and state procurement agencies are accused of whimsical and indifferent functioning when it comes to storing foodgrains. While India reworks its food security Bill to ensure sufficient food for all, wastage of foodgrains during storage and transit or on account of pilferage and theft remains a major issue.

Over the past four years, an estimated 600,000 tonnes of foodgrains have been lost due to poor storage, and around 675,000 tonnes in transit.

In Punjab alone, 48,315 tonnes of wheat, procured over the last three years, have been declared unfit for humans, ironically by FCI.

"Nobody's bothered. In fact, FCI has always promoted open plinth culture," says Sandeep Gilhotra, president of the Punjab Godown Owners' Association. Gilhotra, who himself owns an open storage area with a capacity of 250,000 tonnes in Fazilka, says FCI officers encourage foodgrain storage in the open.

He is among 128 investors who put up godowns with a collective capacity of 2.5 million tonnes (mt) in 2001-02 for the Punjab State Grains Procurement Corp. Ltd, which took the spaces on rent on behalf of FCI. These investors are still better off than Gupta and Dhillon as they get a higher monthly rent from FCI.

Some of the older investors are considering a rather harsh route: demolishing their godowns. "I told them (FCI officials)...take your stocks out and allow me to demolish my godown so that I could then rent out just the land and still earn more rent," says Dhillon.

Over the past 60 years, India has created 80.3 mt of covered storage facilities, but still has 17.8 mt of foodgrain lying in the open. According to Union food minister Sharad Pawar, India urgently needs an additional capacity of another 14 mt.

"This would, however, require an investment of Rs4,000 crore. Since it's a big amount, the government is doing it through the public-private partnership model," said a top FCI official, who didn't want to be named. "We expect to create 150 lakh tonnes (15 mt) of storage facility in the next two years."

Of this, Punjab alone would be creating about 7 mt of storage facilities by next year, said the state's finance minister, Manpreet Singh Badal. "There's no point getting into a blame game. What we need is to set up more silos in Punjab like the one by the Adani group's 2 lakh-tonne (200,000 tonne) facility in Moga. We've to look ahead."

पानी के 11 में से आठ सैंपल फेल

फिरोजपुर-जिला स्वास्थ्य विभाग द्वारा भारत-पाकिस्तान सीमा से सटे गांव व सतलुज दरिया से लिए गए पानी के हेवी मैटल सैंपल की रिपोर्ट चंडीगढ़ के सेक्टर 11 डी स्थित पंजाब स्टेट बेक्टिरीयोलोजिकल लैब द्वारा जिला विभाग को भेज दी गई है। रिपोर्ट से जो खुलासा हुआ है वह सीमावर्ती गांव के लोगों के लिए गंभीर समस्या बनकर सामने आया है। रिपोर्ट के मुताबिक पानी के हेवी मैटल सैंपल में आर्सेनिक की मात्रा पाई गई है जो किसी भी इंसान के लिए बड़े खतरे की घंटी से कम नहीं है।

गौरतलब है कि विभाग की ओर से करीब एक माह पहले सीमा से सटे करीब एक दर्जन गांवों व सतलुज दरिया से हेवी मैटल की जांच के लिए 11 सैंपल लिए गए थे जिन्हें जांच के लिए चंडीगढ़ स्थित पंजाब स्टेट बेक्टिरीयोलोजिकल लैब भेजा गया था। जांच के बाद वीरवार को आई रिपोर्ट के मुताबिक भेजे गए 11 सैंपलों में से आठ फेल पाए गए हैं। इस बात की पुष्टि जिला स्वास्थ्य विभाग के सहायक जिला यूनिट अधिकारी राजिंदर गगनेजा ने शुक्रवार को की है।

गगनेजा ने बताया कि चंडीगढ़ से पहुंची सैंपल की रिपोर्ट उन्होंने वीरवार को ही सिविल सर्जन और जिला स्वास्थ्य अधिकारी राकेश सीकरी व अन्य संबंधित अधिकारियों को सौंप दी थी। जिसे वरिष्ठ अधिकारियों द्वारा जल्द ही डिप्टी कमिश्नर(डीसी) कमल किशोर यादव, वाटर सप्लाई विभाग व नगर कौंसिल के अधिकारियों को भेज दिया जाएगा। उन्होंने बताया कि गांवों गंट्टी राजों के, हुसैनीवाला, भाने वाला, जल्लों के, गंट्टी रहीमे के, नेहाले किल्चे, सीएचवीडीआई वाला व चांदी वाला से लिए गए हेवी मैटल सैंपल फेल पाए गए हैं। उक्त सभी गांवों से लिए गए पानी में भारी मात्रा में आर्सेनिक पाया गया है। इस पानी से कैंसर, दमा, पैरालाइस, सिर के बाल झड़ने तथा गुर्दे फेल होना के अलावा कई अन्य गंभीर बीमारियां लग सकती हैं।

उन्होंने बताया कि फाजिल्का, अबोहर व अन्य क्षेत्रों से लिए गए पानी के हेवी मैटल सैंपल की रिपोर्ट आनी अभी शेष है।

झील को ही हड़प कर गए लोग-Badha Lake Fazilka

फाजिल्का-शहर की सामाजिक संस्था ग्रेजुएट वेलफेयर एसोसिएशन व सैकड़ों नागरिकों द्वारा कभी इलाके की शान रही व फिलहाल सूख चुकी बाधा झील को पुनरुद्धार करने के प्रयास रंग लाने लगे हैं। लोगों की शिकायत के बाद पंजाब अर्बन डेलवपमेंट अथारिटी (पुडा) ने बाधा झील व उसके आसपास रिहायशी प्लाट काटने वाले सात लोगों को नोटिस जारी किया है।

उल्लेखनीय है कि फाजिल्का व गांव बाधा के बीच पड़ने वाली हार्स शू लेक कही जाने वाली बाधा झील में इंडस वैली जल संधि 1960 के तहत पानी देना बंद कर दिया गया। उसके बाद भी सतलुज दरिया का पानी अन्य राज्यों को देने के लिए हुए समझौतों के बाद सतलुज दरिया की इस फाट (क्रीक) यानी बाधा झील सूखने लगी। फिर सूखी झील में खेती की आड़ में शुरू हो गया आवासीय कालोनी काटने का दौर। झील व उसके आसपास वाली जगह पर आवासीय कालोनियां काटी जाने लगीं और करीब 50 एकड़ क्षेत्र में फैली झील महज 18 एकड़ में सिमटकर रह गई। वह 18 एकड़ जमीन भी पंचायत के नाम है, इसलिए बच गई।

बिना पुडा की मंजूरी के काटी जा रही आवासीय कालोनी से तबाह हो रहे कुदरती स्त्रोत से आहत शहर की सामाजिक संस्था ग्रेजुएट वेलफेयर एसोसिएशन और शहर के सैकड़ों नागरिकों ने अभियान चलाकर बाधा झील को फिर से जीवित करने की मांग उठाई। सैकड़ों स्कूली बच्चों ने जनवरी 2010 में अपनी वाटर बाटल का पानी खुद पीने की बजाए झील में डालकर सरकार को झील को पुनर्जीवित करने का संदेश दिया। सैकड़ों लोगों ने आन लाइन व लिखित रूप से पुडा को शिकायतें भेजकर बाधा झील वाली जगह पर अवैध रूप से कालोनियों के खिलाफ कार्रवाई की मांग की थी। इस बात पर संज्ञान लेते हुए पुडा ने बाधा झील पर कालोनी काटने वाली नीलम रानी, टहल सिंह, सुनीता रानी, शांति देवी, चरण सिंह व गौरव कुमार को नोटिस जारी किया है। पुडा बठिंडा के सुपरिंटेंडिंग इंजीनियर से मिली जानकारी के अनुसार अगर उक्त लोगों पर पुडा के नियमों की अनदेखी के रिपोर्ट सिद्ध हो गए तो उनके खिलाफ पर्चा दर्ज होना निश्चित है।

झील सूखने से हुआ यह नुकसान

फाजिल्का : ग्रेजुएट वेलफेयर एसोसिएशन के सचिव इंजीनियर नवदीप असीजा ने बताया कि अवैध रूप से काटी आवासीय कालोनी से कुदरती स्त्रोत तो तबाह हुआ ही है, साथ ही झील के आसपास पाए जाने वाले करीब 150 मोर झील के आसपास का वन्य क्षेत्र समाप्त होने से मर गए। यहां कमल के फूल भी खिलने बंद हो गए। यानी राष्ट्रीय पक्षी और राष्ट्रीय फूल दोनों ही प्रभावित हुए हैं। लोगों के मुताबिक अभी भी समय है कि सरकार सूख चुकी बाधा झील में गंग नहर के जरिए पानी दे ताकि यहां मछली पालन, बोटिंग के साथ साथ झील को पर्यटन स्थल के रूप में विकसित किया जा सके।

ऐसे प्रोजैक्ट लगाएं, बचेगा जल

मानसून के मौसम में अरबों मिलियन लीटर पानी बेकार चला जाता है। इससे निजात पाने के लिए वर्षा जल संरक्षण को बढ़ावा देना जरूरी हो गया है। अगर देश में टिकाऊ विकास करना है तो गिरते भूजल को रोकना होगा। इस सोच को कामयाब करने के लिए फाजिल्का के सीनीयर एडवोकेट जयपाल सिंह संधू ने पानी रीचार्ज प्रोजैक्ट बनाया है। इसके जरिए पानी को समुचित मात्रा में रिचार्ज हो किया जा रहा है। भले ही यह प्रोजैक्ट छोटे स्तर पर शुरू किया गया है, लेकिन जल संरक्षण में काफी फायदेमंद साबित हो रहा है। 

फिल्टर होकर धरती में समायेगा दूषित पानी

मानसून का मौसम है और बारिश का पानी पानी गलियों में खड़ा हो जाता है। यह सिस्टम निचले इलाके में बनाया गया है, ताकि बारिश और टीवी टावर कालोनी के करीब 500 घरों की नालियों और गलियों का पानी इसमें पहुंच सके। आगे सिस्टम दूषित पानी को साफ करके धरती के अंदरले हिस्से में पहुंचा देता है। इससे गलियों और नालियों में दूषित पानी जमा नहीं होगा और दूषित पानी से बीमारियां भी नहीं फैलेंगी। इसके अलावा सीवरेज सिस्टम जल्दी खराब नहीं होगा। 

सरकार दे प्रोत्साहन

एडवोकेट संधू ने बताया कि जलवायू परिवर्तन दुनिया में चिंता का विषय बना हुआ है। भूजल गिरने के कारण ग्लेशियर पिंघल रहे हैं और नदियों में पानी कम हो रहा है। इन कारणों के चलते कहीं बाढ़ आ रही है तो कहीं सूखा पड़ गया है। अगर देश में ऐसे प्रोजैक्ट लगाये जाएं तो इन मश्किलों से छुटकारा पाया जा सकता है। इस मौके पर मौजूद ग्रेजूऐटस वैलफेयर एसोसिएशन फाजिल्का के सरंक्षक व ऊर्जा पुरूष डा. भूपिन्द्र सिंह ने बताया कि जलवायू परिवर्तन की चुनोती का सामना करने के लिए सरकार को ऐसे प्रोजैक्ट लगाने के लिए लोगों को प्रोत्साहित करना चाहिए।

कौंसिल देगी आधी हिस्सेदारी

नगर कौंसिल के अध्यक्ष अनिल कुमार सेठी ने भी इस प्रोजैक्ट को देखा है। उन्हें यह प्रोजैक्ट पसंद आया है। वह कहते हैं कि ऐसे प्रोजैक्ट लगाने वाले व्यक्ति को कुल खर्च का 50 प्रतिशत हिस्सा नगर कौंसिल की ओर से दिया जाएगा। कौंसिल की अगली बैठक में प्रस्ताव पास किया जाएगा।

कबाड़ हो गए लाखों के झूले

फाजिल्का-पूर्व राज्यसभा सदस्य वीरेंद्र कटारिया के इलाके में नौनिहालों को भेंट की गई सौगात 'चिल्ड्रन पार्क' अब कबाड़खाना बन गया है। इसका मुख्य कारण नगर कौंसिल की अनदेखी है। करीब चार-पांच साल से झूलों को ठीक करवाकर चलाने के दावे करने वाली नगर कौंसिल ने आखिरकार उक्त झूलों को कबाड़ घोषित कर दिया है।

उल्लेखनीय है कि पूर्व सांसद वीरेंद्र कटारिया ने संसदीय कोटे से फाजिल्का व अबोहर में दो चिल्ड्रन पार्क बनवाए थे। फाजिल्का के प्रताप बाग में बनाए गए चिल्ड्रन पार्क में बच्चों के मनोरंजन के लिए इलेक्ट्रिकल झूले लगाए गए थे, जिन पर करीब आठ लाख रुपये खर्च आया था। इन झूलों की मेंटीनेंस के लिए लोगों से शुल्क भी लिया जाता था। पार्क के प्रति लोगों ने काफी उत्साह भी दिखाया था। लोग अपने बच्चों को पार्क में स्थापित छुक-छुक ट्रेन, कैटर पिल्लर व अन्य झूले पर मनोरंजन के लिए पार्क लाते थे। लेकिन नगर कौंसिल बच्चों के इस सौगात को ज्यादा देर तक संभाल नहीं सकी। धीरे-धीरे पार्क में लगे सभी झूले तकनीकी खराबी के चलते बंद हो गए और पार्क को ताला लगा दिया गया। प्रताप बाग आने वाले बच्चे पिछले पांच साल से ललचाई नजरों से पार्क में लगे झूलों को देखकर ही वापस लौट जाते है।

एक बार सर्दी में अलाव से छुक छुक ट्रेन का बड़ा हिस्सा जल गया। तब भी थोड़ी मरम्मत के बाद झूले चलने की उम्मीद बाकी थी। नगर कौंसिल भी करीब दो साल से प्रस्ताव पारित कर झूलों की मरम्मत पर दो लाख रुपया खर्च कर पार्क का संचालन ठेके पर देने की बात कह रही है। लेकिन न तो किसी ने पार्क का ठेका लिया और न ही कौंसिल ने झूले ठीक करवाए।

इस बारे में जब नगर परिषद अध्यक्ष अनिल सेठी से बात की गई तो उन्होंने कहा कि पार्क में लगे झूले बिल्कुल खराब हो चुके हैं वह सही नहीं हो सकते। उन्होंने कहा कि उन झूलों को बेचकर नए झूले लगाने का प्रबंध किया जाएगा। जब उनसे यह पूछा गया कि नए लगने वाले झूले भी इलेक्ट्रिकल होंगे तो उन्होंने कहा कि यह तो बजट पर निर्भर है।

आबादी छह हजार, सुविधाएं कुछ नहीं

फाजिल्का-करीब छह हजार की आबादी वाले गांव कुहाड़ियांवाली के बाशिंदे को पेयजल मुहैया करवाने के लिए वाटर व‌र्क्स तक नहीं है। इतना ही नहीं, गांव के बच्चों की शिक्षा के लिए कोई हाई या एलीमेंट्री स्कूल भी नहीं है।

गांव बुर्जा से पीने के लिए स्वच्छ पानी की सप्लाई की जा रही है, लेकिन रास्ते में कई जगह पाइप लीकेज होने के चलते ग्रामीणों को पर्याप्त पानी तक नहीं मिल पाता। गांव में एक सरकारी प्राइमरी स्कूल है, लेकिन शिक्षा पूरी होने के बाद बच्चों को एलीमेंट्री, हाई या उससे ऊंची शिक्षा प्राप्त करने के लिए आसपास के गांवों में जाना पड़ता है। सबसे ज्यादा परेशानी गांव की लड़कियों को हो रही है। इनके अभिभावक उन्हें पांचवीं के बाद पढ़ने के लिए दूसरे गांवों में भेजने से कतराते हैं। गांव तक नहरी पानी भी पर्याप्त मात्र में नहीं पहुंचता, जिसके चलते किसान जमीनी पानी पर ही निर्भर हैं जो कि मोटरों व जेनरेटर पर भारी राशि खर्च करना पड़ता है। गांव में छप्पड़ तो है, लेकिन गंदे पानी की निकासी का प्रबंध नहीं होने से छप्पड़ में महीनों जमा रहने वाला पानी बीमारियां फैलाने का कारण बन रहा है। भयंकर बदबू के कारण आसपास रहने वालों व उसके निकट से निकलने वाले लोगों का सांस लेना तक मुहाल हो जाता है।

गांव की खेल प्रतिभाओं को निखारने के लिए स्टेडियम का निर्माण तो करवाया गया है, लेकिन वह काम भी अधर में लटका होने के चलते सैकड़ों खिलाड़ियों को आगे आने का मौका नहीं मिल रहा। गांव में जिम के नाम पर हॉल तो बना दिया गया है, लेकिन उसमें सामान उपलब्ध नहीं करवाए जाने से लाखों रुपये की इमारत सफेद हाथी बनकर रह गई है। गांव की अधिकांश नालियां व गलियां भी कच्ची हैं। यहां तक कि श्मशानघाट को जाने वाली सड़क की हालत बेहद ही खस्ता है।

कम आय वालों को आसान किस्तों में मिलेगा आवास

फाजिल्का-शहीद भगत सिंह मार्केट के लिए प्लाट बेचकर खाता खोलने वाले नगर सुधार ट्रस्ट की ओर से अपना आगामी प्रोजेक्ट शहर के करीब आठ सौ बेघर गरीब परिवारों को छत मुहैया कराना है। यह दावा नगर सुधार ट्रस्ट (इंप्रूवमेंट ट्रस्ट) के अध्यक्ष एडवोकेट महिंदर प्रताप धींगड़ा ने किया है।

धींगड़ा ने बताया कि शहर के सैनियां रोड पर सैकड़ों लोगों ने अवैध रूप से सरकारी जगह पर कब्जा जमा रखा था, जिसे पिछले दिनों नगर परिषद ने भारी मशक्कत के बाद खाली कराया है। साथ ही नगर परिषद ने करोड़ों रुपये की उक्त जमीन के एक हिस्से पर गरीब परिवारों को प्लाट देने का वादा किया है। उससे एक कदम आगे बढ़ाते हुए नगर परिषद ने लो सैनियां रोड पर ही लो इनकम ग्रुप (निम्न आय समूह) फ्लैट बनाकर देने का निर्णय लिया है। धींगड़ा ने बताया कि ऐसा करने से एक ही जगह पर कम से कम तीन फ्लैट बन जाएंगे, जिससे जगह भी कम घिरेगी और गरीब परिवार मकान बनाने के झंझट से भी मुक्त होंगे। गरीब आदमी या तो जमीन खरीद सकता है या मकान बना सकता है। अगर वह डीसी रेट पर जमीन खरीदेगा तो उसकी किस्तें उतारना ही उसके लिए मुश्किल होगा और मकान बना पाना उसके बूते से बाहर होगा। ट्रस्ट की योजना से जहां गरीब परिवार को आधुनिक ढंग से बना बनाया मकान मिलेगा, वहीं उन फ्लैट्स में हर सुविधा मिलेगी। अपने द्वारा विकसित किए जाने वाले लो इनकम ग्रुप फ्लैट्स में ट्रस्ट द्वारा नगर कौंसिल के सहयोग से बिजली पानी की व्यवस्था भी दी जाएगी। ट्रस्ट चेयरमैन ने बताया कि गरीब परिवारों के उत्थान के लिए ट्रस्ट की इस योजना को पार्टी के शीर्ष नेतृत्व ने हरी झंडी दे दी है।

उल्लेखनीय है कि नगर परिषद द्वारा पिछले माह चलाए अवैध कब्जे हटाने के अभियान में दो सौ से अधिक ऐसे लोगों से कब्जे छुड़वाए थे जिन्होंने परिषद की जमीन पर झोंपड़ियां, कच्चे और पक्के मकान बना लिए थे। इसके अलावा भी शहर में लो इनकम ग्रुप के सैकड़ों परिवार हैं, जिनके पास सिर छुपाने के लिए रैन बसेरा नहीं है। अगर नगर परिषद व नगर सुधार ट्रस्ट के दावे सच होते हैं, तो कम से कम आठ सौ से एक हजार फ्लैट बनाए जाएंगे जिनमें ऐसे परिवारों को डीसी रेट पर किस्तों में आवास मिल जाएंगे।

Green Man of Fazilka : Advocate Jaipal Singh Sandhu

Advocate Jaipal Singh Sandhu's New House in Fazilka is an example for
many. He has spent almost 5% of the total construction cost amount on
environment protection. Rainwater Harvesting, 4000sqm of dedicated
green belt, 100% CFL, small watershed management n many more. Work of
founder member of Graduates Welfare Association Fazilka is an
inspiration for many like me and I hope Yuva Fazilka will learn a lot
from Advt. Sandhu. His personal budget on environment protection is
more than what Municipal Council Fazilka has spent in last 3 years for
the entire city.

Perhaps it should be called a decrease-fire. Whatever the word, India
and Pakistan last week demonstrated the flexibility of their own,
ten-day-old ceasefire. From Kashmir to the Sind, patrols probed at one
another, hoping to grab more high ground before the United Nations
truce could be properly policed. During the course of the week, India
charged Pakistan with 42 violations; Pakistan charged India with 26.
The most blatant:
> At Sundra, a caravansary in the salt wastes of the Thar, Pakistani irregulars were doing their laundry one morning when an Indian 3-in. mortar shell slammed into their midst. Killed: a brown goat. The Paks — camel-riding Indus Rangers and bearded Hur rifle men — ducked behind mud walls and blazed back in the best Gunga Din fashion. A strafing run by Indian Vampire jets failed to dislodge the Pakistanis —indeed, they reported, did not even disturb the vultures circling overhead.
> At Fazilka, a farm town south of Lahore, a 100-man Indian company politely asked a band of 1,000 Pakistani marauders to withdraw. At that, claimed the outraged Indians, the Pakistanis opened fire with their rifles. Out numbered 10 to 1, the Indians had no choice but to fight. They killed 59 Paks, while losing only eleven men themselves.
The stories were the same all along the frontier between the two
armies. Only the name of the violator was changed, depending on which
side was making the complaint. With only 41 U.N. observers on hand to
patrol nearly 1,000 miles of contested border, it was impossible to
tell who was the true aggressor. Clearly, both India and Pakistan had
a lot to gain — and little to lose — by trying to grab more territory
while they could. Old U.N. hands recalled that it took 123 days for
the Suez cease fire to really take effect. The Indo-Pakistani
cooling-off period was likely to take just as long — or longer.
