'पर्यटन के नक्शे पर फाजिल्का की बनेगी पहचान '

मुख्य सचिव पंजाब सरकार की अध्यक्षता में यूएनडब्ल्यूटीओ पंजाब टूरिज्म डेवलपमेंट मास्टर प्लान 2028-2023 के तहत फाजिल्का को पर्यटन की दृष्टि से विकसित करने के लिए महत्वपूर्ण कदम उठाए जा रहे हैं। इस संबंध में मंगलवार को ब्रिगेडियर टीपीएस चौधरी एवीएम (सेवानिवृत्त) यूएनडब्लूटीओ नेशनल प्रोजेक्ट और कोआर्डिनेटर सुधीर साही यूएनडब्लूटीओ इंटरनेशनल कंसलटेंट आन रूरल टूरिज्म ने जिले के विभिन्न सांस्कृतिक और विरासती स्थलों का दौरा किया।

डीसी डा. बसंत गर्ग ने बताया कि जिले में सैर सपाटे से संबंधित स्थानों की पहचान की जा रही है। ऐसे स्थानों का पर्यटन के लिए समुचित विकास किया जाएगा। दो दिवसीय दौरे पर आई टीम ने फाजिल्का के गांव रामपुरा, 1971 के युद्ध में शहीद हुए जवानों की समाधि आसफवाला, आर्गेनिक तकनीक से की जा रही खेत से संबंधित ज्याणी फार्म कटहेडा, भारत-पाक सीमा पर स्थित सादकी चौकी, गांव मौजम, मुहार जमशेर, मौची मुहल्ला आदि स्थानों का दौरा किया। इसके अतिरिक्त टीम ने जिले के विभिन्न समाजसेवी संस्थाओं के प्रतिनिधियों से भी मुलाकात की और जानकारी एकत्रित की। इस मौके पर उनके साथ तहसीलदार आत्मा सिंह विशेष तौर पर मौजूद थे।

ईजी डे मैनेजर पर पर्चा दर्ज होने पर सवाल

ईजी डे से डीसी डा. बसंत गर्ग के कपड़े चोरी होने पर पुलिस द्वारा शोरूम के स्टोर कीपर के साथ मैनेजर पर पर्चा दर्ज करने पर शहर में तीव्र प्रतिक्रिया देखने को मिली। ज्यादातर लोग व विभिन्न संस्थाओं के प्रतिनिधियों नेपुलिस कार्रवाई पर हैरानी व विरोध प्रकट करते कहा कि आम आदमी के वाहन, नकदी व घरों में सामान चोरी होने पर भी पुलिस पर्चा दर्ज करने में आनाकानी करती है लेकिन डीसी के कपड़े चोरी होने पर न केवल पर्चा दर्ज कर लिया जाता है बल्कि दोनों जिम्मेवार लोगों को गिरफ्तार कर पुलिस रिमांड ले लिया जाता है।

लोगों का सवाल था कि अगर कल को किसी प्रशासनिक अधिकारी के कार्यालय से कोई वाहन चोरी हो जाए तो क्या पुलिस उक्त अधिकारी के खिलाफ पर्चा दर्ज कर उसे गिरफ्तार कर लेगी। व्यापार मंडल के अध्यक्ष अशोक गुलबद्धर ने कहा कि शहर में इतनी चोरियां व वाहन गायब हो रहे हैं, इस पर पुलिस हरकत में क्यों नहीं आती।

वहीं बार्डर एरिया विकास फ्रंट के प्रतिनिधि बलजिंदर सिंह का कहना था कि डीसी के कपड़े चोरी होने पर पुलिस बेशक मामला दर्ज करे लेकिन आम आदमी व किसानों के वाहन व ट्रांसफार्मर चोरी होने पर शिकायत दर्ज करवाने में पीड़ितों की जूतियां क्यों घिसवाई जाती हैं।

वहीं, मानवाधिकार सुरक्षा संगठन के अध्यक्ष एवं सेवानिवृत्त पुलिस अधिकारी राजपाल गुंबर ने कहा कि ईजी डे के शोरूम से डीसी के कपड़े चोरी होने पर मैनेजर पर पर्चा दर्ज करना गलत है।

इस बारे में जिला पुलिस प्रमुख अशोक बाठ ने गार्ड के साथ मैनेजर पर पर्चा दर्ज करने को सही ठहराते कहा कि चूंकि मैनेजर शोरूम का इंचार्ज है, इसलिए उसकी भी बराबर की जिम्मेवारी बनती थी। जब उनसे ये पूछा गया कि क्या किसी सरकारी कार्यालय में किसी का वाहन चोरी होने पर भी पुलिस उक्त कार्यालय के प्रमुख या अधिकारी पर पर्चा दर्ज करेगी तो एसएसपी का कहना था कि अगर उक्त अधिकारी की जिम्मेवारी बनती पाई गई तो मामला जरूर दर्ज किया जाएगा।

UN team finds spark in Fazilka - BORDER DISTRICT’S POTENTIAL FOR DEVELOPMENT AS RURAL TOURISM HUB

"There is great potential for tourism in this border district of Fazilka and a number of rural places can be developed as tourist spots. We have liked the area very much," said United Nations World Tourism Organisation (UNWTO) consultant on rural tourism Sudhir Sahi and the national project coordinator with the UNWTO retired brigadier TPS Chaudhary after touring different historical and culturally rich places in the border and other areas.

The UNWTO representatives were here in connection with their two-day visit to explore the possibilities for rural tourism in this border district.

"We are not supposed to disclose at this juncture which particular area would be developed as a tourist spot," said Sahi.

Fazilka Deputy Commissioner Dr Basant Garg said tourists spots would be developed under the Punjab Tourism Development Master Plan 2008-2023. The report of the important places would be presented to the authorities concerned in this regard.

Garg said the team was conducting a survey to identify different places of interest to visitors to convert them into tourist spots. "These spots would be centres of attraction for the tourists," hoped DC Garg.

On the first day of their tour, the UNWTO team visited historical spots in village Rampura where the village industry commission has proposed setting up a desi Punjabi Juti Cluster, Asafwala war memorial of the martyrs of 1971 Indo-Pak war, village Katehra where one of the biggest organised farm of 125 acres is being managed by a progressive farmer Vinod Jyani, JCP Sadiqi where retreat (flag lowering) ceremony is carried out jointly by the Border Security Force and the Pakistan Rangers daily besides other rural areas.

The team members also collected the statistics of geography of the border areas and met the activists of different NGOs who are engaged in providing self- employment skills and spreading the message of rich culture of this belt.

PSHRC takes note of Hepatitis C in Fazilka village

Chandigarh: Punjab State Human Rights Commission has taken suo motu of a news carried in Daily Post pertaining to 150 Hepatitis C cases reported in Fazilka village. The news item has highlighted that more than 150 persons of Ladhuka village of Fazilka sub division are suffering from hepatitis-C virus and if the local doctors are to be believed then more than 40 patients have died in the last three years due to the disease in this village. The commission has called for a report under section 17 (i) of the Protection of Human Rights Act, 1993, from Director, Health and Family Welfare, Punjab, Chandigarh. The matter has been adjourned to April 20.

Another suo motu notice was taken by the PSHRC on poor health facilities in Sangrur. The news item has highlighted that health services in Sangrur district are in utter neglect as more than 50 posts of doctors, including medical specialists, etc are lying vacant in civil hospitals in the town and at health centres in rural areas. In the absence of specialist doctors, patients are forced to visit private nursing homes which fleece them. The commission asked Principal Secretary to Government, Punjab, Department of Health and Family Welfare, Chandigarh and Director, Health and Family Welfare, Punjab, Chandigarh to submit a report on it by April 26.

Meanwhile, PSHRC took suo motu of another news carried in an English daily on a three-year-old girl mauled by stray dogs in Patiala. The news item has highlighted that a three-year-old girl from Adalatpur village near Amloh was admitted to Rajindra Hospital here after a stray dog injured her badly on Sunday evening. The Commission sought a report from Principal Secretary to Government, Punjab, Department of Health and Family Welfare, Chandigarh on the policy formulated to curb the menace of stray dogs in the state. The matter is now slated to come up for hearing on April 23.

Hepatitis-C spreading its tentacles

Hepatitis-C, a viral liver disease, is telling upon the health of population in the nearby Mandi Ladhuka area of the Fazilka sub-division. Over a hundred people of the mandi, having a population of over 4,000, had already been suffering or are presently suffering from the disease.

If the data provided by medical practitioners of the private clinics is to be believed, then some patients with meagre resources for treatment have died due to hepatitis-C during the last three years.

The data of the exact number of the patients is not available with the health department but the Civil Surgeon has order an inquiry in the mandi area.

One patient, Prem Lata (70), has been admitted to the PGI at Chandigarh for treatment and her condition is stated to be serious. Another patient Suman is also suffering from the hepatitis virus. One Billu had died some time back due to this disease, according to sources.

"I have asked the District Health Officer (DHO) and Senior Medical Officer (SMO) of the Primary Health Centre at village Jandwala Bhimeshah to find out the exact position," said Dr Rakesh Sikri, Civil Surgeon.

"We shall submit the report by Monday" said District Health Officer Dr YK Gupta. He however ruled out outbreak of the disease.

UN team to visit Fazilka villages to look for tourism prospects

Mohar Jamsher, a village surrounded by Pakistan from three sides and by the Satluj river from the other, may soon have a reason to cheer. Till date, one could only reach the village — a victim of floods — via a boat. However, this could now become its USP.
A team from the United Nations World Trade Organisation (UNWTO) will soon visit the village on February 28 and 29 with an aim to promote rural tourism in Fazilka. As one can only reach the village via a boat, the tourism department is planning to encash on this feature to woo tourists.

The UN team, which will visit the village following a proposal sent by the Graduates Welfare Association of Fazilka (GWAF), will be headed by Sudhir Sahi — UNWTO consultant on rural tourism and UNWTO national coordinator Birg T P S Chowdhary, said Fazilka DC Dr Basant Garg.

The other villages which the team will visit included Maujam — a furniture hub. Asafwala village has also been chosen for its Aasafwala Shaheedon Ki Samadh — a sacred memorial set up in the memory of 1971 war martyrs.

Another area in the UN list is Sadiqi Border (Sulemanki Sector) — the last point on NH-10, which connects Fazilka and New Delhi. "This is the only border of India and Pakistan where people from both the countries can meet and greet each other after daily the retreat ceremony," said Garg.

Secretary (Admin) GWAF Navdeep Asija said: "The team will also visit Gulaba Bheni village where Peer Burji Wala Fair is celebrated. Near this village, there is the Majar of Peer Burji Wala. While half of the shrine is located in India, the remaining is in Pakistan. Devotees from both the countries visits the Majar without a visa."

The team will visit Rampura village, where Punjabi juttis are made and Khuian Sarwar in Abohar, famous for its pottery.

UN team to visit Fazilka to explore potential of rural tourism

The newly-constituted Fazilka district is going to figure on global tourism map as two representatives of United Nations World Tourism Organisation (UNWTO) are likely to visit the district to explore the potential of rural tourism.

As per sources, Sudhir Sahi, consultant for rural tourism with UNWTO and Brig TPS Chaudhury, advisor, UNWTO/Punjab Heritage and Tourism Development Board, shall visit the rural areas of Fazilka and Abohar on February 28 and 29.

The team shall visit the historic rural areas of different villages, Asafwala War Memorial and the joint check-post at Sadiqi.

The team members and local administration officer shall visit village Mohar Jamsher, the rare example of mistake committed by the officials while erecting the barbed wire fencing as a result of which the village was surrounded on three sides by the barbed wire fencing and on the fourth side by the Sutlej river.

Village Mauzam where residents are involved in making rural furniture like Vaan Murah (a type of settee made out of jute), quite popular in border villages, is also on the itinerary. The team shall also meet the members of famous Punjabi folk jhumar dance invented by Baba Pokhar Singh of Fazilka.

The team is also proposed to visit Peer Burziwala in village Gulaba Bhaini. The shrine of Peer Burziwala here falls exactly on Radcliff line. Half of the shrine is in India and half in Pakistan territory. Every year, people from both the countries jointly celebrate a fair in the presence of BSF and Pak Rangers and spread the message of love and peace.

Rampura where the Village Industries Commission has proposed setting up a desi Punjabi jutti cluster, village Katehra where one of the biggest 125 acres organic farm is being managed by a progressive farmer Vinod Jyani, is also on the visitors' list.

The last point of the tour would be the blackbuck wildlife sanctuary in Abohar which is considered Asia's biggest. It is spread over 6514 acres and has more than 4300 blackbuck.

"We assure the team of our cooperation. We had prepared and presented the report on rural tourism three years back as part of our feasibility study," said Navdeep Asija, general secretary, GWAF.

Kinnow glut in Fazilka

Fazilka is seeing a kinnow glut, the kinnow growers are getting just 5 to 6 rupees a kilogram for the favourite winter fruit even though for consumers in markets like Chandigarh, the selling rate is 30 rupees a kilogram.
No wonder then, that the 3,000 or so kinnow growers have had a particularly bad season this time. Last year, the going rate for kinnows was 25 to 30 rupees per kg.
The orchardists have now sought the intervention of the Punjab government but the state's Horticulture Department, however, sees the situation differently. It says last year the growers pocketed pretty neat profits because of the low produce and now since there is a bumper crop, the rates are bound to come down and they should learn to live with the profit-loss cycle.

हैपेटाइटिस-सी ने 200 को जकड़ा - Mandi Ladhuka, Fazilka

मंडी लाधुका में करीब 200 लोग हेपेटाइटिस सी की भयानक बीमारी से जूझ रहे हैं। अगर फाजिल्का के प्रमुख चिकित्सकों की मानें तो यहां पिछले 3 वर्षों में करीब 40 लोगों की मौत हो चुकी है। मंडी लाधुका में हालात यह हैं कि अगर कोई बीमार होता है तो उसके परिजन सबसे पहले हेपेटाइटिस सी होने की शंका जाहिर करते हैं। 
मौजूदा समय में भी करीब आधा दर्जन लोग राजस्थान के श्रीगंगानगर में अपना उपचार करवा रहे हैं। फाजिल्का के एक प्रमुख डॉक्टर ने इसके खिलाफ अभियान भी चलाया लेकिन स्वास्थ्य विभाग और लोगों के सहयोग की कमी के चलते उनका अभियान नाकाम रहा। अगर स्वास्थ्य विभाग डॉक्टर रमेश गुप्ता की मानकर मंडी लाधुका व आसपास के गांवों में इस बीमारी का सर्वे करवाए तो 1000 के आसपास मरीज होने की संभावना है। इसके बावजूद स्वास्थ्य विभाग खामोश है। 
10 फीसदी केस पॉजिटिव
लुधियाना के डॉक्टर राजीव ग्रोवर फाजिल्का में हर माह के पहले रविवार को मरीजों को देखते हैं। वह बताते हैं कि अगर 50 मरीजों का चैकअप किया जाए तो उनमें 5-7 मरीज इस बीमारी से पीडि़त होते हैं। जब उनसे पूछा गया तो कि इस बीमारी से पीडि़त अधिकांश मरीज कहां हैं तो उन्होंने तुरंत मंडी लाधुका का नाम बताया। फाजिल्का के डॉक्टर रमेश गुप्ता बताते हैं कि मंडी के अब तक 200 से 250 ऐसे मरीजों की वह जांच कर चुके हैं जो इस बीमारी से पीडि़त हैं। मगर इलाज महंगा होने के कारण उनका इलाज अधूरा रह जाता है। जबकि संपन्न परिवार महानगर के अस्पतालों से इलाज करवा लेते हैं। 
पीली पड़ जाती है त्वचा
डॉक्टर विजय सचदेवा बताते हैं कि इस बीमारी से पीडि़त व्यक्ति अस्वस्थ महसूस करता है। उसकी त्वचा का रंग पीला पड़ जाता है। मरीज को भूख कम लगती है, कमजोरी आ जाती है और वह थकान महसूस करता है। इसके अलावा मिचली और पेट दर्द की शिकायत रहती है।यह हैं बीमारी का शिकार
नवदीप असीजा ने बताया कि उनकी रिश्तेदार सुमन इस बीमारी से लड़कर ठीक हुई तो राज रानी को हेपेटाइटिस सी ने घेर लिया। उसका श्रीगंगानगर के अस्पताल में इलाज चल रहा है। इससे पहले उनके दो अन्य रिश्तेदार भी इस बीमारी से पीडि़त रहे हैं। उन्होंने बताया कि मंडी के तीन ओर सेमनाला है। इसके दूषित पानी ने बरसों से मंडी का भूमिगत पानी दूषित किया हुआ है। यहां आजतक सीवरेज भी नहीं पहुंचा। दूषित पानी से लोग बीमार होते हैं तो वह झोलाछाप डॉक्टरों से इलाज करवाते हैं। वहां एक संक्रमित सूई का कई मरीजों पर प्रयोग किया जाता है।कोई भी संक्रमण पड़ सकता है भारी 
हेपेटाइटिस सी एक वायरल संक्रमण है जो जिगर में सूजन पैदा करता है और इसे क्षति पहुंचाता है। इसका वायरल आमतौर पर खून के संपर्क के माध्यम से फैलता है जोकि सर्वाधिक नसों के माध्यम से नशीली दवाएं लेने से फैलता है। कोकीन सूंघने के लिए उपयोग किये जाने वाले साझे तिनके या उपकरण से यह बीमारी फैलती है। इसके अलावा असुरक्षित योग संबंधों से, लेकिन यह असामान्य है। डॉक्टर रमेश गुप्ता बताते हैं कि एक संक्रमित सूई के साथ एक स्वास्थ्य देखभाल कर्मचारी का दुर्घटनावश संपर्क से यह बीमारी फैलती है। उन्होंने बताया कि करीब दो दशक पहले जो लोग रक्तदान प्राप्त करते थे उनमें हेपेटाइटिस सी होने से स्पष्ट जोखिम होता था, लेकिन अब तकनीक में सुधार हुआ है। इसके अलावा गुर्दे के डायलिसिस माध्यम से, प्रसव के दौरान मां से बच्चे में और संक्रमित टैटू या शरीर के छेदन उपकरण द्वारा यह बीमारी फैलती है।

More space for luggage can raise our earnings, say eco-cab pullers

The pullers of five eco-rickshaws being run in the city are demanding more space in the vehicle to augment their income. The rickshaw is unable to carry much load other than that of the passenger.

Rickshaw pullers feel that little more space could have done wonders.

"Had the eco cab been little more spacious, it would have been of great benefit for us. In case we do not get passengers, rickshaws could be used to carry packets and parcels. But since these rickshaws have less space than the conventional ones, these are inadequate for carrying any kind of load," said one the five rickshaw pullers plying in the city.

Another rickshaw puller, however, added that the easy system of paying instalments has proven to be beneficial for people like him. "The monthly instalment is a mere Rs 300, which is not very difficult to pay every month. But yes, if given more leg room, we could successfully start carrying heavier load," he added.

In October, the district administration had mooted a proposal to start dial-an-eco-rickshaw cab service wherein eco-rickshaws would be just a phone call away. Sadhu Ram Kusla, coordinator of the eco-rickshaw cab scheme in the office of the ADC (Development), however, added that this facility could not take off owing to the model code of conduct imposed following the assembly elections.

He added that the department has received around 100 more applications from people interested in running these eco-rickshaws. "The applications would be processed only after the model code of conduct is lifted," he said.

While talking to TNS, the founder of eco-cabs, Navdip Asija said the structure is being improvised for cargo purposes. "Usually, rickshaws are assembled structures, whereas the eco cabs are branded rickshaws. Though technically, adjusting cargo is not allowed, but keeping in view the profit of rickshaw pullers, we are altering it to adjust more cargo," he said.

Asija added that the rickshaws are strong enough to bear four quintals of weight and it was the psychological limitations of the rickshaw pullers due to which they could not think of loading it with heftier things. "The rickshaw seems to be dainty but it is as strong as the other rickshaws," he reasoned.

डा. अजय धवन मोहाली में सम्मानित

शहर के प्रमुख चिकित्सक व जिला फि रोजपुर व जिला फाजिल्का के पल्स पोलियो अभियान के स्टेट आब्जर्वर डा. अजय धवन को गत दिवस मोहाली में पंजाब हेल्थ कार्पोरेशन के एक कार्यक्रम में उनके पोलियो उन्मूलन में योगदान के मद्देनजर सम्मानित किया गया। उन्हें प्रिंसिपल हेल्थ सेक्रेट्री सतीश चंद्रा ने स्मृति चिन्ह व सम्मान पत्र प्रदान किया।

इस मौके पर पंजाब हेल्थ कार्पोरेशन के एमडी व पंजाब भर से आए सिविल सर्जन, दिल्ली से नेशनल पोलियो प्लस के अधिकारी व बाकी जिलों के आब्जर्वर मौजूद थे।

बैठक में स्टेट इंग्यूनीगेशन अफसर डा. महताब, डब्लूएचओ डा. बलविंद्र सिंह ने पोलियो की स्थिति बताई। उन्होंने भारत से पोलियो के उन्मूलन पर बधाई दी। डा. धवन ने बताया कि 19 फरवरी रविवार को पोलियो की बूंदें भी पिलाई जाएंगी।

डेयरी उद्योग से उकताने लगे श्वेत क्रांति के वाहक

सहकारी दुग्ध खरीद संस्थाओं व कंपनियों को दूध बेचने वाले ग्रामीण क्षेत्रों के डेयरी फार्मरों को उनके दूध का वाजिब भाव न मिलने से क्षेत्र में डेयरी फार्म उद्योग नुकसान का सबब बन रहा है। इसके चलते पशु पालक अपने मवेशियों का दूध खपाने को लेकर चिंता में हैं। अधिकांश डेयरी फार्मर तो अब इस धंधे से उकताने भी लगे हैं।

उल्लेखनीय है कि फाजिल्का में ग्रामीण क्षेत्रों में किसानों ने डेयरी फार्मिग को सहायक धंधे के रूप में अपनाते हुए बड़े बड़े डेयरी फार्म स्थापित किए हैं। सरकार ने भी इन डेयरी फार्मो को प्रोत्साहन देने के लिए लोन व सब्सिडी का प्रबंध कर रखा है, लेकिन उसके बावजूद यह धंधा ग्रामीण क्षेत्रों में प्रफुल्लित नहीं हो पा रहा। इसका प्रमुख कारण इन डेयरी फार्मो के दूध को खपाने की चिंता है क्योंकि प्रदेश में काम कर रही वेरका जैसी कुछेक सहकारी दुग्ध संस्थाएं या नेस्ले जैसी निजी कंपनियां ही इन डेयरी फार्मो का दूध खपाने का प्रमुख जरिया हैं, लेकिन वर्तमान में खुले बाजार में दूध का 28 से 30 रुपये प्रति किलो जो भाव मिल रहा है, उनके मुकाबले उक्त सहकारी संस्थाएं व कंपनियां अधिकतम 21 से 22 रुपये रुपये प्रति किलो का भाव फैट, ग्रेविटी व अन्य शर्तो के अनुसार देती हैं। इलाके के डेयरी फार्मरों संदीप कुमार व लवजीत सिंह ने शनिवार को इस पत्रकार से कहा कि किसानी के धंधे के साथ डेयरी का काम कर रहा व्यक्ति खुद मार्केटिंग में असमर्थ होने के चलते मजबूरन बाजार भाव के उलट उक्त कंपनियों के मनमर्जी के भावों पर दूध बेचने को मजबूर हैं। इसके चलते डेयरी फार्मरों के पशु आहार, पशुओं की देखभाल करने वाली लेबर, दवाओं व डेयरी फार्म के रखरखाव के खर्च भी पूरे नहीं हो पा रहे हैं।

इस बारे में पूछे जाने पर डेयरी विभाग के डिप्टी डायरेक्टर वीर प्रताप गिल ने बताया कि डेयरी फार्मरों को बाजार के अनुसार उक्त कंपनियां कभी दाम नहीं दे सकतीं, क्योंकि उन्होंने फैट और ग्रेविटी के अनुसार भाव तय कर रखा है और उन्होंने निर्धारित भाव ही देना होता है।

वाहनों की बढ़ती तादाद बिगाड़ रही है यातायात

सड़क पर लोगों और वाहनों की बढ़ती तादाद यातायात व्यवस्था पर भारी पड़ रही है। रोजाना व्यवस्था सुधारने की बातें होती हैं लेकिन सुधरती नहीं। अधिकारी व्यवस्था बनाने और लोग इस समस्या से जूझ रहे हैं, मगर कोई समाधान नहीं निकल रहा। 

14 पुलिस कर्मियों के सहारे ट्रैफिक : करीब 15 बरस पहले लगाई गई ट्रैफिक पुलिस की तुलना में फाजिल्का शहर की आबादी व वाहन बेतहाशा बढ़े हैं। दूसरा फाजिल्का जिला बन गया तो आने जाने वाले वाहनों की संख्या में ओर इजाफा हो गया। अगर कुछ नहीं बढ़ा तो वह है ट्रैफिक पुलिस की संख्या। आज हालात यह है कि करीब सवा लाख की आबादी वाले इस शहर में यातायात सुधारने का जिम्मा मात्र 14 पुलिस कर्मियों पर है। 

आधी आबादी के पास हैं वाहन :क्षेत्र में 5 प्रतिशत लोगों के पास कारें हैं, लेकिन इनमें अधिकांश के पास कार खड़ी करने के लिए घर में जगह नहीं है। इस कारण कारें गलियों में खड़ी कर दी जाती हैं। इंजीनियर नवदीप असीजा की मानें तो कार वालों को तीन स्थानों पर पार्किंग के लिए जगह चाहिए। पहला घर, दूसरा कार्यालय और तीसरा खरीद-फरोख्त करते समय शहर में पार्किंग। इनमें घर और ऑफिस में तो जगह मिल सकती है लेकिन शहर में कार खड़ी करने के लिए कहीं पार्किंग नहीं है।

इसके अलावा करीब आधी आबादी के पास दुपहिया वाहन हैं। नजदीकी होने के बावजूद लोग वाहनों पर ही खरीददारी के लिए जाते हैं। उन्होंने बताया कि इन समस्याओं से निजात के लिए ही फाजिल्का में कार फ्री जोन बनाया गया है। वहां लोग साइकिल पर या पैदल जाते हैं। इस दौरान वह आपसी बातचीत के जरिए प्यार बढ़ाते हैं। 

चेतावनी लिखना ही समाधान नहीं : जगह-जगह सड़कों किनारे लिखा मिल जाता है कि शराब पीकर वाहन न चलाएं, जगह मिलने पर वाहन करें ओवरटेक, धीरे चलो आगे स्कूल है। इसके बावजूद ढर्रा वहीं पर है। सड़कों किनारे चेतावनी लिखने से समाधान नहीं हो जाता। जो ट्रैफिक प्लान बने, उस पर अमल भी उसी तत्परता से हो। इसमें लोगों का सहयोग जरूरी है। शहर का अंधाधुंध और बिना समझे विस्तार, पब्लिक ट्रांसपोर्ट का अभाव, खुली सड़कें और पुलों का अभाव, यातायात नियमों का पालन न करना आदि ट्रैफिक समस्या का कारण हैं। 

जरूरत है अंडरब्रिज की : फाजिल्का में दिन भर 6 रेलगाडिय़ों का आवागमन होता है। यानि दिन में 12 बार रेलवे फाटक बंद होता है। जिस कारण यहां ट्रैफिक जाम हो जाता है। खासकर सुबह 9 बजे जब स्कूल खुलते हैं और दोपहर के 3 बजे जब स्कूलों में छुट्टी हो जाती है। बच्चे जब रेलवे फाटक पर पहुंचते हैं तो फाटक बंद और वाहनों की लंबी कतारें नजर आती हैं। इसके अलावा शाम को जब बच्चे ट्यूशन के लिए जाते हैं तो भी यही हाल होता है। अगर यहां अंडरब्रिज बनाया जाए तो समस्या का कुछ हद तक समाधान हो सकता है।

Feted by govt, pottery artisans fail to make both ends meet

Colourful pottery items, prepared by two families of the village for generations, whose rare art skills have been recognised even by the Government of Punjab and at the Suraj Kund Craft Mela in Haryana, have been scripting their own fate and that of their manufacturers in different manners for many years now.

While the colourful pottery items have been finding a pride of place in the drawing rooms of well-to-do families, both in India and abroad besides being used as gift items, their manufacturers are not able to earn enough to make both the ends meet. They have come under heavy debt burden of late.

The families felt elated when their pottery items including thinking man, idols of goddesses, national emblem, flowerpots, lamp stands, tables, laughing Buddha, wall hangings, fish, masks, pitchers and sun, among others, fetched them the Kala Mani award at the Suraj Kund Craft Mela in 1995 in the category of Mitti Ke Bartan (clay utensils) and appreciation certificate from the then Governor of Punjab, BD Pande, in 1983.

Even the village became famous all over the country as the items prepared by the artisans attracted a large crowd at various exhibitions and handicraft festivals held in various parts of India.

Heera Lal, who belongs to the fourth generation of the artisans, said, "I want to switch on to another occupation which can offer me sufficient amount of money. I have come under debt amounting to Rs 1.5 lakhs."

Kirpa Ram, son of Heera Lal, expressed the similar views. Ram Lal, uncle of Heera Lal, said though they had kept the art alive so far, their next generation would be forced to leave it if the state government or its agencies did not extend financial help to them.

Ferozepur DC KK Yadav said a proposal to develop the place along with other places in the Ferozepur district as tourist hubs, had been sent to the Punjab government. He added that efforts were on to make arrangements for supporting the artisans, who could not get adequate publicity so far.

अब कूड़े से जल्द ही रोशन होंगे घर

घरों व गलियों का कूड़ा कर्कट अब नगर परिषद के लिए समस्या नहीं रहेगा क्योंकि राज्य सरकार ने अब इसी कूड़ा कर्कट से बिजली बनाने की योजना बनाई है। अब ये कूड़ा कर्कट व्यर्थ व बदबू वाली वस्तु नहीं रहेगी बल्कि ऊर्जा उत्पादन का जरिया बनेगा।

सरकार ने हरियाणा की जिंदल एंड कंपनी को कूड़ा कर्कट से बिजली बनाने का ठेका दिया है। इस योजना के तहत फाजिल्का में भी कंपनी के कर्मचारियों ने हर घर में दो-दो डस्टबिन बांटने का काम शुरू कर दिया है। यह दोनों डस्टबिन अलग-अलग रंग की हैं। नीले रंग में किचन का गीला कचरा डालना है, जबकि हरे रंग के डस्टबिन में सूखा कचरा डाला जाना है। इसकी एवज में कंपनी की ओर से हर घर से तीस रुपए प्रतिमाह खर्च वसूला जाएगा।

फाजिल्का में डस्टबिन बांट रहे विनोद जाट, शिवा धवन व विनोद वाल्मीकि ने बताया कि कैलाश नगर व फर्श नंबर 14 के लगभग सभी घरों में डस्टबिन दे दिए गए हैं। साथ ही उन्हें उसमें कूड़ा डालने बारे जानकारी दी गई है। तीनों सुपरवाइजरों ने कहा कि कंपनी के कर्मचारी प्रतिदिन दो बार घरों से कूड़ा उठाने आएंगे। अब तक फाजिल्का में 45 सौ घरों में नौ हजार डस्टबिन बांटे जा चुके हैं।

उल्लेखनीय है कि इससे पहले नगर परिषद के लिए कूड़ा ठिकाने लगाना एक बड़ी चुनौती बना हुआ था। अब इस समस्या से निजात मिलने के साथ ऊर्जा उत्पादन भी होगा। घरों व गलियों की सफाई भी नियमित हो जाएगी।
