Laxman Dost, Dainik Bhaskar, 17 March 2011

Politicos flex muscles : Poster war defacing public places in Fazilka

 Praful C. Nagpal

Fazilka, December 28
To derive political mileage, a virtual war in installing the flex board hoardings at prominent sites in and around the town among the political leaders has begun. The town can been seen dotted with the flex boards installed by politicians. The hoardings have been installed at public places allegedly by flouting the norms.

The sitting MLA, former MLA and self-proclaimed candidates, which include 'keen' contenders of the national and regional political parties of the ruling and opposition, have installed huge hoardings with almost a common theme of wishing happy new year and Lohri to the people of the area.

The main reason for the war of hoardings and enhancement in the number of aspirants for the legislature in the coming elections is the change in geography of the Fazilka assembly segment. Even the less popular aspirants for the membership of the legislature are projecting themselves to be the champions of the common man.

Those whose hoardings have been installed include two-time sitting BJP MLA Surjit Kumar Jyani, two-time former MLA Mohinder Rinwa, new contender for the Congress party ticket, former PPCC secretary Davinder Sachdeva, another aspirants for Congress ticket, local youth and member, Task Force, Ministry of Food Processing Atul Nagpal.

Following the delimitation and substantial increase in the Rai Sikh votes, young lawyer Sukhjit Singh Sukha and strongman Jaswinder Singh Rocky have also installed their hoardings.

There are about half a dozen known aspirants in different political parties including the Improvement Trust chairman Mohinder Pratap Dhingra of BJP, Bunty Bedi, considered to be a family friend of the PPCC chief Amarinder Singh, former MLA Mehtab Singh and former PPCC general secretary Jaspinder Singh Jakhar, who had contested the recent Assembly elections unsuccessfully as a rebel Congress party candidate. They have perhaps chosen to stay away from the war of hoardings.

"I do not want to indulge in the war of posters. Instead, I want to work at the grassroots level only," says Mohinder Prataph Dhingra. As per the information gathered by this correspondent, some of the aspirants, who have installed the hoardings, have not even paid the requisite charges to the contractors, who have been authorised by the local Municipal Council to collect the revenue.

A functionary of the administration, while requesting anonymity, said the poster war has defaced some areas but they are helpless due to the interference of the political bigwigs

High Court Ordered UT Administration to contact Graduates Welfare Association of Fazilka (GWAF) Secretary Navdeep Asija

Opining that location of night food streets can be more appropriate for the betterment of the general public, the Punjab and Haryana High Court today asked the UT Administration as to why the location of night food street cannot be shifted to Sector 17, Chandigarh, than on the outskirts of the city, the present location.

The suggestion was made during the resumed hearing of a public interest litigation (PIL) arising out of a suo motu cognizance taken by the High Court on the basis of a news item highlighting the deteriorating condition of night food streets.

The Bench also asked the UT Administration to contact Graduates Welfare Association of Fazilka (GWAF) Secretary Navdeep Asija which had invented the concept of eco cabs, non-polluting cabs, in Fazilka, Punjab so that they (eco cabs) can be introduced in the city beautiful. Senior standing counsel for UT Administration Sanjay Kaushal sought time to seek instructions in this regard.

It was on the basis of a news item published by The Indian Express that the then Chief Justice Mukul Mudgal of the High Court had taken suo motu cognizance and issued notices to Chandigarh and States of Punjab and Haryana asking them to explain as to why eco-cabs shall not be introduced in the States.

Jakhar raises issue of children blinded by polluted water

Chandigarh, Indian Express, Page 5, 11 March 2011
THE reference of a restaurant in Zurich, run by visually impaired people, came up during the Zero Hour on Thursday, as the issue of children from Fazilka who lost their eyes due to use of polluted water was raised by Congress MLA Sunil Jakhar.

Talking about the children in Dona Nanla village of Fazilka, Jakhar said they came to a television studio in Chandigarh on Wednesday and narrated their stories of how they were blinded by the polluted water in the Chand Bhan drain. He said the drain flowing from Muktsar had pollutants in its water, discharged by Setia Paper Mill that never used its anti-pollution plant.

He added: "There is a restaurant run by the blind in Zurich by the name Blindecuha. The building was given to these people by the local church. The restaurant is expensive and those who want to have food there, need to book a table two months in advance. The person at the reception is 90 per cent blind and can only make out whether it is day or night. The waiters are totally blind and so are the chefs, who are assisted by `normal' volunteers. T o be a volunteer, too, also one has to wait for six months."

Stating that by running this restaurant these people want to make one feel what difficulties a visually impaired person faces in life, Jakhar said: "They take you to a totally dark room and are asked beforehand to remove all glittering items they are wearing. Food is served in the same room, making the diners experience their pain."

Presenting a contrast, he said: "For National Programme for Control of Blindness, under the National Rural Health Mission (NHRM), the state government got Rs 6.91 crore in 2010-11 and Rs 2.86 crore in 2009-10, but it did not spent a single penny. In 2008-09, it had got Rs 1.86 crore and spent only Rs 85 lakh, while in 200708, it received Rs 3.2 crore and spent only Rs 79 lakh," he added.

On this, Health Minister Laxmi Kanta Chawla said: "During Congress tenure too, money under this scheme was not utilised. Tell us your figures." On the other hand, Chief Minister Parkash Sngh Badal said: "We are cleaning the rivers and a fund of Rs 2,100 crore has been sanctioned by the Centre for Sutlej Action Plan.

Dainik Bhaskar, 10, March 2011, Chandigarh Edition, Page-3

Children developing deformities in Punjab''s border villages

Chandigarh, Mar 9 (PTI) Children living in the border villages of Punjab''s Ferozepur district are developing various health problems, most of them losing their eye sight, after consuming heavily polluted groundwater.
A number of children in villages of Dona Nanka, Teja Rawela, Matam Nagar and Bhanewala among many others in Fazilka belt of Ferozepur district are suffering from loss of vision and hearing, greying of hair, skin diseases, physical deformities and mental retardation due to consumption of the heavily contaminated water.
The water of Sutlej gets polluted close to the Indo-Pak border due to discharge of toxic heavy metals like mercury, lead and chromium into the river by industries in Jalandhar, Ludhiana, Muktsar, Moga and Kasur town of Pakistan.
The toxics have also entered the area''s water table.
Shankar Singh, 23, a resident of Dona Nanka village close to the border, lost his eyesight a decade ago and his younger brother Visakha, who was born healthy, went deaf and dumb as he grew up.
Lovjeet Singh, a teacher at a government primary school at Dona Nanka said out of the total 180 children at the school, at least 120 have some or the other physical abnormality.
Even cattle, crops and birds appear unhealthy in the border villages, he said, adding that often dead fish are found floating in the channel.
"The state government is doing little about the plight of residents of border villages who have become handicapped as they are forced to consume poisonous water of Sutlej river," Singh said.
The villagers, who bank upon ground water drawn through handpumps, have no option but to drink the brackish water, he said.
Noted Punjabi comedian Bhagwant Mann, who has set up an NGO ''Lok Lehar Foundation'' to provide all possible help to the affected children, said health department officials visit these villages and leave after collecting samples of water to examine its heavy metal content, but nothing is done after that.
"The politicians who go to these villages to seek votes during elections and Deputy Chief Minister Sukhbir Singh Badal, in whose constituency some villages fall, are all mum over the plight of the residents of these villages," Mann said.

Inquiry finds complaint against ex-DGSE Krishan Kumar fake

A complaint against the former Director General School Education (DGSE) Krishan Kumar for which a three- member committee was also constituted by the Education Minister, has been found to be fake.

In the first week of February, Education Minister Sewa Singh Sekhwan received a complaint from Fazilka-based Rakesh Kumar, resident of Sachdeva street, in which he had alleged that six employees of Education department — Manoj Kumar, Ashwini Kumar, Soma Sablok, Jagtar Singh Jagga, Satpal Sharma and Davinder Boha — are involved in a scam worth crores regarding the printing of stationery in Padho Punjab campaign. The complaint also stated that the employees were shielded by the then DGSE Krishan Kumar and he should be transferred.

Soon after receiving this complaint, Sekhwan marked an inquiry which was carried out by Davinder Singh DPI (Secondary), Sadhu Singh Randhawa and the new DGSE Bala Deva Purusharth. At the same time, the above mentioned six employees were also transferred to different parts of the state.

Kumar was transferred in the second week of February to National Rural health Mission (NRHM). But it was said that apart from the above complaint, the Education Minister was driven in part by an ego clash with Krishan Kumar for his not showing to the minister the list of 6,200 teachers who were to be appointed under SSA. Rakesh Kumar is a cloth merchant in Fazilka and he expressed surprise over this complaint given in his name.

He said, "The address given on the complaint is correct, but the mobile number is not mine and I have nothing to do with the Education department. I am surprised as to why my name has been 'misused'."

Union Budget 2011: Concessions for farm machinery won't benefit farmers, says Vikram Ahuja

AHMEDABAD: Punjab-based Zamindara Farm Solutions (Pvt) Ltd, managing director Vikram Ahuja which offers agricultural equipment to farmers at a nominal rent feel that the concessions being provided for farm machinery would not benefit marginal farmers.

The government has reduced basic customs duty to 2.5% from 5% to specified agricultural machinery and there parts to encourage their domestic production would cater to a specific group of farmers.

Also, custom duty on micro-irrigation equipment from 7.5 per cent to 5 per cent has been reduced to promote the efficient means of irrigation especially for dry land farming.

" Rs 4,000 to Rs 5,000 benefit will not make a huge difference to a farmer who is importing machinery. Government should have given grants to companies working in extension services in villages to ensure the benefit reaches at the farm gate,"he said.
