An affidavit to this effect was filed by Hussan Lal, Special Secretary, Tourism and Cultural Affairs, in response to a suo motu notice taken by Chief Justice Mukul Mudgal on a news item published in The Indian Express on April 26.
The news item had highlighted the role of School of Planning and Architecture (SPA), New Delhi, at the asking of Graduates' Welfare Association of Fazilka, in designing a lighter cyclerickshaw named Ecocab.
During the resumed hearing of the case on Tuesday, the state submitted: "The Department of Tourism had engaged GWAF to undertake a study of traffic pattern in Amritsar and suggest measures to introduce modified rickshaws (Ecocabs). Navdeep Asija of the association prepared a study report and presented before a committee comprising officials of the Tourism department, the mayor and commissioner of Amritsar. The committee found the introduction of modified rickshaws feasible. A meeting was held on September 9 where the methodology for introduction of the project was discussed."
